City Council to consider potential amendments to the City's current Fireworks Ordinance.

City Administrator Elisa Arteaga opened discussion regarding a potential amendment to the City's fireworks ordinance. She explained that this discussion stems from ongoing conversations over the years about providing additional enforcement tools when illegal fireworks are discharged or when safe and sane fireworks are used outside of the approved time period.

Deputy City Attorney Landon Little explained that the attached draft ordinance was provided as a reference only and outlined several provisions that could be included if the Council chooses to move forward. Potential amendments could include establishing specific fines for fireworks-related violations and possibly classifying certain violations as misdemeanors. He also noted that many cities adopt specific dates and times during which safe and sane fireworks may be used within city limits.

Vice Mayor Johnson stated that he would like to ensure any ordinance amendment contains sufficient enforcement measures to support the Police Department when violations occur.

Police Chief Todd Farr stated that, while an ordinance amendment may not eliminate all fireworks- related issues, it would be a positive step toward reducing the use of illegal fireworks within the City of Gridley.

Deputy City Attorney Landon Little stated that he had received sufficient direction from the Council and would return with a draft ordinance for future consideration.

Smith highlighted the many benefits of implementing a GIS program and explained that the City's current system is not always reliable. He stated that a GIS platform would serve as a valuable resource for City staff by providing mapping and documentation capabilities for assets such as City infrastructure. He also noted that the system would benefit the public by offering access to information through an online platform, including items such as zoning maps and other planning- related data.

Vice Mayor Johnson stated that, similar to concerns he expressed regarding the AMI project earlier in the meeting, he wanted to ensure that the City would retain ownership and access to all data collected through the GIS program and that the information would remain available to the City should the service or program ever be discontinued.
