City Council Agenda Item #1
Staff Report
Date: June 18, 2026
To: Honorable Mayor and Members of the City Council
From: Jason Dyer, Assistant Chief (CAL FIRE)
Subject: Cooperative fire agreement between the City of Gridley and CAL FIRE - Renewal Recommendation
Staff respectfully requests the City Council to adopt resolution No 2026-R-023: a resolution of the City of Gridley Council approving the California Department of Forestry and Fire Protection (CAL FIRE) Cooperative Fire Protection Agreement 2CA07735 from July 1, 2026, through June 30, 2027 for a maximum amount of $1,578,875.

Background
The City of Gridley has maintained a cooperative agreement with CAL FIRE for fire protection services since 1991. The long-standing partnership has benefited the City with regionally integrated fire protection and access to Butte County fire resources at no additional cost.

The agreement has enabled the City to maintain essential fire protection and dispatch services during periods of financial constraint without incurring the full overhead costs associated with operating an independent fire department. Additionally, the transition allowed the City of Gridley to save money on future retiree health and pension obligations, substantially reducing long-term liabilities and enhancing overall financial sustainability.

The Cooperative Fire Agreement is billed quarterly, with charges based on the actual costs incurred to provide fire protection and dispatch services in the City. The agreement may offer potential savings, as the maximum contract amount is calculated under the assumption that all personnel are compensated at the top step of the salary range. The current single-year contract, which ends on June 30, 2026, is expected to achieve approximately $80,000 in savings over its duration. While past performance cannot guarantee future savings, it illustrates CAL FIRE's commitment to identifying cost-saving measures, which ultimately lead to realized savings being returned to the City.

Another financial benefit arises from the Assistance By Hire (ABH) equipment rental reimbursement agreements. CAL FIRE processes ABH payments when fire engines or other mobile equipment owned by the Gridley Fire Department are deployed to state wildland fire incidents. Since 2020, the City of Gridley has received approximately $824,000 in equipment rental reimbursements.

Historically, this agreement has been renewed annually and is set to expire on June 30, 2026.

The City currently funds one Fire Captain and four Fire Apparatus Engineers.

This new agreement adjusts to account for the changed workweek and moves Gridley Fire Department closer to meeting NFPA 1710 staffing standards on the ladder truck,. The proposed agreement funds an additional position in the upcoming fiscal year, which was partially funded in FY 25-26.

By contracting with CAL FIRE, the City gains access to the depth of local resources and the experience of CAL FIRE’s leadership and personnel. This partnership also integrates the City into a comprehensive regional fire protection model that includes CAL FIRE, Butte County, City of Biggs, City of Oroville, and the Town of Paradise. This regionalized fire protection model ensures that the closest available fire department resources, regardless of jurisdiction, are dispatched to emergency incidents in the City of Gridley and the surrounding communities.
