City Council Special Agenda Item #1
Staff Report
Date: August 17, 2026
To: Mayor and City Council
From: Elisa Arteaga, City Administrator
Subject: Gridley Sports Complex Ph 1 – Change Order #6 (PCO 08): Authorization for Light Pole Foundation Permanent Steel Casings
Recommendation
City staff respectfully recommend that the City Council authorize the City Administrator to execute Change Order No. 6 (PCO 08) with Franklin Construction, Inc. in the amount of $77,468.51 for permanent steel casings and drilling equipment required at the sports complex light pole foundations.

This item is being heard at a special meeting called in advance of the regular meeting in order to meet the contractor’s Tuesday, August 18, 2026 deadline and avoid an avoidable crane demobilization and remobilization cost of $75,000 to $100,000. Approval of this change order will increase the total construction contract amount to $3,148,650.48 and the total estimated project cost to $4,176,684.21.

Background
On August 18, 2022, the City received a letter from the California Department of Parks and Recreation confirming selection for funding through Proposition 68’s Rural Recreation and Tourism Program (RRT).

The City was awarded a $3,000,000 grant for the design and construction of Phase 1 of the Gridley Sports Complex, which includes multi-use sports fields with lighting, shade trees, educational signage, a restroom/concession stand, a safe changing space, benches and tables, and a drinking fountain with bottle refill station.

On January 21, 2025, the City Council authorized a construction contract with Franklin Construction, Inc. in the amount of $2,466,672.00 (base bid plus Alternative Bids #1 and #2) and approved a construction budget of $2,713,339.00, inclusive of a 10% contingency. The original contract schedule established an anticipated completion date of October 2025.

Prior Change Order and New Unforeseen Condition
On June 23, 2026, the City Council approved Change Order #5 (PCO 07) with Franklin Construction, Inc. in the amount of $363,040.00 for redesigned sports lighting foundations, site remediation, and delay costs resulting from unsuitable soil and groundwater conditions discovered at all seven light pole locations. That change order brought the total contract price to $3,071,181.97.

On Tuesday, August 11, 2026, MStall Electric (the drilling subcontractor) discovered that two of the redesigned foundation excavations, previously drilled to depth and backfilled with slurry, failed at approximately 13 feet below grade when redrilled for final installation. Water and loose sand entered the holes and caused the sidewalls to collapse. That same day, MStall submitted RFI 01 proposing a Regular

permanent steel casing solution, and staff convened a conference call with the geotechnical engineer of record (Crawford & Associates), the contractor, and the structural engineer of record to review options.

On Wednesday, August 12, 2026, Crawford & Associates issued a formal response approving a modified permanent casing approach, and the structural engineer of record concurred with no exceptions.

The approved permanent casing method for the affected foundations is as follows:
• Redrill the excavation at 51-inch diameter to the required depth • Install a 42-inch diameter permanent steel casing, backfill the annular space with pea gravel, clean the bottom of the excavation, and install the light pole foundation within the permanent casing in accordance with the structural drawings and specified foundation requirements Schedule Risk and Basis for Special Meeting
Also on August 12, 2026, MStall priced the work as PCO 08 and submitted it to Franklin Construction, which forwarded the request to the City; staff received PCO 08 on Thursday, August 13, 2026, furnishing and installing seven (7) 42-inch permanent steel casings, plus the drilling equipment required, for a total of $77,468.51 (inclusive of Franklin Construction’s 10% markup). Upon receipt, staff immediately contacted Franklin Construction to determine the cost impact of any delay in authorizing this work, and on Friday, August 14, 2026, Franklin confirmed that without a decision by end of day Tuesday, August 18, 2026, the crane subcontractor will need to demobilize and later remobilize, at an estimated avoidable cost of $75,000 to $100,000.
• Monday, August 17, 2026 is the next regular Council meeting date. Staff has arranged for this item to be heard at a special meeting called and properly noticed in advance of that regular meeting, so that Council can act on the change order before the contractor’s deadline without requiring an emergency or urgency process.
• Staff recommends that the City Clerk confirm that the special meeting notice satisfies all applicable Brown Act notice and posting requirements in advance of the meeting. • Council action at this special meeting will fully authorize Change Order No. 6; no further ratification at a subsequent regular meeting is required.

Consistent with prior change orders on this project, the contract time impact of this change order is designated “Time Deferred” rather than a fixed number of added days, given the cumulative and stillevolving schedule effects of multiple change orders to date. Staff has provisionally noted an estimated completion date of October 1, 2026 on the change order form to provide a working placeholder; this date has not yet been confirmed with the Contractor, and the final contract completion date will be reconciled and established at project completion.

Scope of Change Order #6 (PCO 08)
MStall Electric, Inc. submitted PCO 08 on August 12, 2026, itemized as follows:

Item Description Amount
01 Furnish seven (7) 42-inch diameter permanent steel casings $57,323.00 02 Material tax (@ 7.250%) $4,155.92
03 Additional drilling equipment for permanent casing installation $8,947.00 04 Franklin Construction 10% markup $7,042.59
PCO 08 Total $77,468.51
Financial Impact
Approval of Change Order #6 will increase the total contract price from $3,071,181.97 to $3,148,650.48, and the total estimated project cost from $4,099,215.70 to $4,176,684.21. The following table summarizes the updated project cost, using change order numbering that matches the actual signed CCO forms (CCO #1–#5 to date; several contractor PCOs were combined into single executed change orders, as noted below). The original 10% construction contingency ($246,667.00) approved with the contract award has been fully absorbed by Change Orders #1–#6 and is not shown as a separate addition below:

Unfunded Amount (General Fund / Future Grants) $1,176,684.21 Total $4,176,684.21
Staff will continue to explore grant and additional funding opportunities to offset the unfunded portion of the project.

Note on Change Order Numbering and Pending Cost Reconciliation The cost summary above uses change order numbers matching the actual signed Contract Change Order (CCO) forms. Only five change orders have been executed to date (CCO #1–#5); several individual contractor proposals (PCOs) were combined into a single executed CCO, most notably CCO #3, which combined PCO 04 (Remove Fabric Under Chip Seal) and PCO 05 (Light Pole Foundation Water Mitigation). PCO 08, if approved, will become CCO #6.

Two items remain outside the cost summary above and are flagged here for Council’s awareness. First, Crawford & Associates’ review and approval of the RFI 01 permanent casing solution (August 11–12, 2026) was performed on an emergency basis and has not yet been scoped or invoiced under a Bennett Engineering Services (BENEN) task order amendment; staff’s rough, unconfirmed estimate is approximately $4,000 (approximately two staff at approximately 8 hours each, at an estimated $250 per hour), pending Crawford’s actual invoice and a future task order amendment. Second, PCO 06 (proposed hydroseeding, approximately $49,190.76, October 2025) was not pursued after a workaround was identified in the field; it was never executed as a change order and is not included in the cost summary above.

Compliance with City Council Strategic Plan or Budget Goals The City Council and City staff are committed to providing effective leadership while providing quality cost-effective local government services, including timely response to unforeseen field conditions in order to avoid unnecessary costs to the City.
