City Council Agenda Item #1
Staff Report
Date: August 20th, 2026
To: Mayor and City Council
From: Elisa Arteaga, City Administrator
Subject: City Council Appointment In-Lieu of Election
Recommendation
Adopt Resolution No. 2026-R-031 appointing the persons nominated for the offices of Councilmember and canceling the November 3, 2026 General Municipal Election for those offices.

Background
Pursuant to California Elections Code Section 10229, following the close of the nomination period on August 7, 2026, there were no more candidates than offices to be elected for the two available Councilmember positions.

The Elections Code allows the City Council to appoint the persons who were nominated and consider them elected. A notice of the available courses of action was published on August 14, 2026.

Resolution No. 2026-R-031 provides for the appointment of:
• Bruce Johnson – Councilmember, Four-Year Term
• James Roberts – Councilmember, Four-Year Term
Upon adoption of the Resolution, the November 3, 2026 election for these offices will be canceled. The appointed Councilmembers will qualify, take office, and serve as if they had been elected at a municipal election.

Financial Impact
The cancellation of the November 3, 2026 election will result in a cost savings to the City by eliminating election-related expenses. For comparison, the City's total cost for the 2024 election was $9,542.90. While the actual savings for the 2026 election may vary, canceling the election is expected to avoid costs associated with conducting the election.

City Council Agenda Item #2
Staff Report
Date: August 20th, 2026
To: Mayor and City Council
From: Elisa Arteaga, City Administrator
Subject: Agreement for Positive Location of Underground Utilities with Caltrans Recommendation
Authorize the City Administrator to execute the Agreement for the Positive Location of Underground Utilities between the City of Gridley and the California Department of Transportation (Caltrans).

Background
Caltrans is preparing for projects within the City of Gridley, including the Highway 99 Moose Lodge and Cherry Street Sidewalk Rehabilitation Project, which will construct a new sidewalk, crosswalk, and curb ramp. As part of the project, Caltrans needs to positively locate the City’s underground water and sewer facilities prior to construction.

Caltrans has advised that it does not currently have an agreement with the City for positive location services and has provided the attached standard agreement for consideration. The agreement establishes a process for Caltrans to locate and verify the horizontal and vertical location of the City’s underground utilities, commonly referred to as “potholing.” Under the agreement, Caltrans will generally perform and bear the cost of the positive location work. The City will provide confirmation and inspection of its exposed utility facilities and coordinate with Caltrans as necessary.

Financial Impact
There is no anticipated direct cost to the City for positive location work performed by Caltrans under this agreement.
