City Council Agenda Item #1
Staff Report
Date: August 24, 2026
To: Mayor and City Council
From: Elisa Arteaga, City Administrator
Subject: Application for Grant Funding Under the Community Resilience Centers Program Recommendation
Staff recommends that the City Council adopt a resolution authorizing the City of Gridley to submit an application for up to $500,000 in grant funding under the Community Resilience Centers Program, administered by the Strategic Growth Council, and authorizing the City Administrator, or designee, to execute and submit all documents necessary to complete the grant application and, if awarded, administer the grant.

Background
In November 2024, California voters approved Proposition 4, which provided funding for the Community Resilience Centers Program established through Senate Bill 155 (2021).

The Strategic Growth Council administers the Community Resilience Centers Program and is responsible for establishing program guidelines, application requirements, and selection criteria. On April 29, 2026, the Strategic Growth Council released the application guidance for the current funding cycle, with applications due September 4, 2026.

As part of the application process, the Strategic Growth Council requires applicants to provide a resolution from the governing body authorizing submission of the grant application and identifying an authorized representative to execute documents related to the application and, if awarded, the grant.

The proposed resolution would authorize the City of Gridley to submit an application requesting $500,000 in grant funding. The resolution would also authorize the City Administrator, or designee, to execute and submit applications, agreements, payment requests, and other documents necessary to complete the grant process.

Fiscal Impact
There is no direct fiscal impact associated with submitting the grant application. If awarded, the grant would provide up to $500,000 in funding for eligible activities under the Community Resilience Centers Program. Any required local match or additional City resources would be identified and presented to the City Council as part of the grant award and implementation process.

Compliance with City Council Strategic Plan or Budget Goals The proposed action supports the City's efforts to pursue outside funding opportunities and secure grant resources for community improvements and resiliency.
