SUBJECT: Authorization for the Police Department to Purchase Axon Body Worn Cameras and Software
RECOMMENDATION
Adopt the Resolution authorizing the Chief of Police to enter into a five-year contract to purchase Axon Body Worn Cameras and Software for the Police Department to replace existing cameras.
BACKGROUND
Since 2011, the Police Department has been a proponent and early adopter of body worn camera (BWC) technology. BWC video has become essential to the successful prosecution of criminal cases, auditing police officer performance, protecting the City from civil liability and helping build trust with our community. All sworn officers and the department’s civilian community service technician are assigned BWCs for use in the field. However, the existing BWCs are frequently failing given the age of this equipment and the replacement inventory for the same technology is low. In addition, the current cameras do not offer some of the basic functions that new BWC technology allows.
In addition, the current software used to support the storage and management of the City’s BWC video is also deficient in several areas. With new State legislative requirements regarding public video release, redaction capability technology is necessary which our current software does not support. The software is difficult to search and locate video evidence and lacks basic features of a modern digital evidence management system.
Through research of multiple BWC vendors and recommendations, staff has identified Axon Enterprises, Inc. as the City’s preferred vendor. Axon is the largest and most advanced BWC provider in the nation and is used by thousands of law enforcement agencies around the world.
The Axon suite of products will allow Police Department staff to work more efficiently. As an example, video evidence will be “auto-tagged” with a case number and synced with the computer aided dispatch system saving staff valuable time. Once the camera is docked at the end of the shift, the video evidence will automatically upload into the secure system, unlike the current manual process which keeps officers in the station for long periods of time. Staff looked into other vendors but they could not provide the software that will store all videos, allow for redaction capabilities, and provide sufficient digital evidence storage and management.

In addition to the essential features listed above, several important timesaving and officer safety features are also included with this package:
• Axon Citizen: allows community members to submit digital evidence via a secure link • Signal Sidearm: allows for auto-activation of the BWC when a firearm is unholstered • Axon Performance: allows supervisors to randomly view video and audit officer video • Respond Plus: allows video live streaming and GPS from the officer’s BWC • Unlimited Data Storage
FISCAL IMPACT
The initially proposed annual cost of this purchase was $69,135 which was included in the list of mid-year budget appropriations that the Council concurred with on February 28, 2022. Staff was subsequently able to negotiate a lower annual cost for the project of $60,761. The Axon contract is a five-year contract (Attachment 1, Exhibit A) to provide hardware and software to the Police Department. The fiscal impact for FY 2021-22 will be $30,381 from General Fund and $30,380 from the Supplemental Law Enforcement Services Fund (COPS Grant). The remaining years of the contract will be included into the operating budget for the Police Department with this cost share between the General Fund and the COPS Grant Fund.
ALTERNATIVES
The Council has the following alternatives to consider:
1. Adopt the Resolution authorizing the Chief of Police to enter into a contract to purchase Axon Body Worn Cameras and software for the Police Department.
2. Do not adopt the Resolution.
3. Provide Staff with further direction.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GROVER BEACH,
CALIFORNIA AUTHORIZING THE CHIEF OF POLICE TO ENTER A FIVE-YEAR
CONTRACT TO PURCHASE AXON BODY WORN CAMERAS AND
SOFTWARE
WHEREAS, the Grover Beach Police Department has been a proponent and early adopter of modern technology that enhances efficiency and public safety; and WHEREAS, the Grover Beach Police Department was the first Law Enforcement agency in San Luis Obispo Country for fully implement Body Worn Cameras (BWCs) for all officers in 2011; and
WHEREAS, the current Police Department BWCs have exceeded their lifespan, are frequently failing, lack modern technological advances readily available in other BWCs and the inventory is low; and
WHEREAS, an upgrade to the current Police Department BWCs and software is required in order to be in compliance with recent California legislation regarding the release of police videos; and
WHEREAS, the Chief of Police for the City of Grover Beach is authorized to execute on behalf of the City of Grover Beach the attached contract, (Exhibit A).
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Grover Beach does hereby authorize the Chief of Police to execute the contract with Axon Enterprise, Inc. for new BWCs and software to be used by the Police Department.
