Agenda Item No. 7

CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: May 9, 2022
FROM: Matthew Bronson, City Manager
PREPARED BY: Greg Ray, Public Works Director/City Engineer Erin Wiggin, CIP Manager
SUBJECT: Award of Consultant Services Contract for Ramona Garden Park Project Design (CIP 1259)

RECOMMENDATION
Authorize the City to enter into a Consulting Services Agreement with Wallace Group for design phase services, bidding phase services, and services during construction associated with the Ramona Garden Park Project (CIP 1259) in the amount of $459,655 and authorize the Mayor to execute the agreement on behalf of the City.

BACKGROUND
Ramona Garden Park is approximately two acres bounded by North 9th and 10th streets to the west and the east and Ramona and Brighton Avenues to the south and north. It is a multi-use facility that includes the Community Center, exterior public restrooms, an open plaza area with amphitheater, drought tolerant landscaping; a rock-bed stream water feature and a large open turf area that comprises the majority of the park area. Ramona Garden Park is the focal point for events in Grover Beach including the Stone Soup Music faire, Concerts in the Park, the Halloween Carnival, the tree lighting and Santa’s workshop. The park is centrally located with access to downtown businesses, retail shops, restaurants, and the post office.

Building on the current amenities of the park, there is an opportunity to create a comprehensive educational, recreational, and social complex that will serve the community even better as a central gathering location. On September 3, 2019, the Council entered into a consulting services agreement with RRM Design Group for development of the Ramona Garden Park Master Plan.

The Master Plan, adopted by the Council on November 16, 2020, provides a important “road map” for the City to utilize in final design and construction of park improvements. However, to fully implement the vision of the Master Plan, more detailed design and construction documents need to be developed with a focus on engineering work necessary to construct these improvements over time as funding is available.

In August 2021, the city advertised for professional design proposals to prepare design and construction drawings for Ramona Garden Park Phase 1 construction. As approved by the Council, Phase 1 includes the new playground, walkways and restrooms that will be located in the northern part of the park near Brighton Avenue. Staff reached out to firms on the City’s approved short list of Parks and Landscaping Design consultants and received proposals from Oasis Associates and RRM Design Group. After reviewing the proposals and evaluating the complexity of the project, staff sought to expand the consultant pool and more broadly advertised for design services in December 2021. The City received one additional proposal from Wallace Group for a total of three proposals.

Staff Report: Consultant Services Contract for Ramona Garden Park Design (CIP 1259) Page 2 May 9, 2022
A proposal review committee thoroughly evaluated and ranked the proposals based on the City’s reviewing and scoring process. Staff followed up with meetings with the design teams to discuss items in the proposal. Based on the firm’s qualifications presented within their proposals, their experience with projects of similar scope, and the quality of their proposals, the review committee determined Wallace Group was the most qualified and responsive firm for this project due to Wallace Group’s expertise with the degree of civil engineering work involved.

FISCAL IMPACT
The cost of this work is approximately $459,655 which includes design services through construction of Phase 1. Funding for this design work includes $400,000 from the Parks Development Impact Fee (DIF) Fund, $51,000 from the Recreation DIF Fund, and $9,000 from the Parks Construction Fund.

ALTERNATIVES
The Council has the following alternatives to consider:

1. Authorize the City to enter into a Consulting Services Agreement with Wallace Group for design phase services, bidding phase services, and post-design services during construction, associated with the Ramona Garden Park Project Design (CIP 1259) in the amount of $459,655; authorize the Mayor to execute the agreement on behalf of the City; and authorize the City Manager to approve change orders up to $46,000; or

2. Provide staff with alternative direction

PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.

SCOPE OF SERVICES
Task 1: Predesign Services
Task 1.1: Project Management and Meetings
Wallace Group will attend up to two (2) meetings during this phase of work as indicated below.
 One (1) project kick-off meeting with City staff and the project team to establish a mutual understanding of project goals and objectives, two Wallace Group Staff in attendance.
 One (1) meeting with City staff to review the Splash Pad concepts and discuss project phasing, and other items related to the Master Plan, two Wallace Group Staff in attendance.

We anticipate these meetings will be held locally in Grover Beach or via video conference (Zoom). Additional project coordination with the design team will be provided via teleconference and email correspondence. Internal project meetings, staff coordination, and other project management related items are included in this task. This task budget anticipates the design phase of this project will be approximately 2 months. Design submittal deliverables will undergo an internal Quality Control and Quality Assurance review. This review process is a critical component of a successful project. Wallace Group standards for quality and assurance have been established in order to support project viability and constructability, through detailed review and analysis at critical project milestones.

Task 1.2: Topographic Survey
Wallace Group will conduct a topographic field survey of the Ramona Park property as shown shaded red in Figure 1. The field survey will include features such as existing fences, power/light poles, edge of pavement, concrete walks, curbs, envelope of park equipment (exercise stations, benches, picnic tables, barbeque pits, and trash receptacles), trees 4- inches in diameter or greater (size and common species) measured at breast height (DBH), fire hydrants, water valves, irrigation control boxes, utility boxes and vaults, manhole type, rim elevation and inverts, drop inlets, catch basins, approximate pipe sizes and direction of pipe (if any are within survey area), and paint markings which indicate the presence of underground utilities. In the areas where proposed improvements will be conforming to existing condition the mapping approach will be completed in a manner that typically provides sufficient topographic mapping detail for design and engineering for a project of this type. For example, in the areas of conform flat work, including pavement, sidewalk, curb and gutter, v-gutters, etc. will be measured at an approximate cross section interval of every 25 feet In the areas within the park where existing features will be primarily demolished and replaced with proposed improvements, the mapping approach will include much less detail This mapping approach has been reviewed with the design and engineering team and is being proposed to increase the efficiency, both as related to schedule and fee, of the overall topographic mapping The mapping will clearly indicate areas of less detail and we have also included one additional field survey day and the associated mapping effort to provide additional detail in areas that were originally proposed to not need such attention.

FIGURE 1
The mapping will be completed to meet a 1” = 20’ mapping scale with a one-foot contour, although some areas will be plotted at a 1” = 10’ or less scale for readability purposes.

We will locate sufficient monument to re-establish the property boundary and adjacent right of way lines of the public streets. We will also procure a preliminary title report for the property in question and use this as a research aid to plot easements listed with the report that affect the property. This includes preliminary title reports for the following assessor parcel numbers:

1. 060-162-012

2. 060-162-013

3. 060-162-015

4. 060-162-016

5. 060-162-020

6. 060-162-023

7. 060-162-024

8. 060-162-025
For budgeting purposes, we have assumed a reimbursable fee of no more than $500 for each of these preliminary title reports.

The topographic survey mapping will be constrained horizontally to the California State Plane Coordinate System of 1983 (CCS83), Zone 5 projection and vertically to the City of Grover Beach’s Benchmark System or North American Vertical Datum of 1988 (NAVD88). Wallace Group will compile the survey data measured and collected to an AutoCAD Civil 3d 2021 drawing to be used as the basis of the design and engineering phase of work. We will create a DTM surface using the ground survey data within the AutoCAD drawing. Local control will be set and shown on the map.
