Agenda Item No. 14

CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: June 27, 2022 FROM: Matthew Bronson, City Manager
PREPARED BY: Kristin Eriksson, Deputy City Manager
SUBJECT: Resolution Establishing a Citywide Governance Policy

RECOMMENDATION
Adopt the Resolution establishing a Citywide Governance Policy prior to the implementation of City Council district elections in November 2022.

BACKGROUND:

On March 28, 2022, the City Council adopted Ordinance No. 22-02 implementing district elections of the four Council Member seats from the previous at-large election system. November 2022 will be the first district election of Council Members for Districts 1 and 2 (see Attachment 2 – City of Grover Beach City Council District Map) with elections for Council Members in Districts 3 and 4 held in November 2024. The Mayor will continue to be elected on a citywide basis every two years.

It is a best practice for cities with district elections to continue to govern with a citywide approach on priorities, service delivery, and community accessibility. The City of Santa Maria recently implemented district elections and adopted a resolution to establish such an approach as a Council-approved policy. The City of Rohnert Park adopted a similar resolution with its transition to district elections. Staff believes that this is a useful model for Grover Beach that documents and communicates citywide governance expectations for the Council with this change in the method of Council Member election. As such, staff recommends the Council adopt the Resolution shown in Attachment 1 establishing a Citywide Governance Policy to ensure that the Council continues to serve the entire community as a governing body and that City funding is allocated to address community needs on a citywide basis.

FISCAL IMPACT
There is no fiscal impact associated with this action.

ALTERNATIVES
The Council has the following alternatives to consider:
1) Adopt the Resolution establishing a Citywide Governance Policy; or 2) Provide alternative direction to staff

PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.
