Agenda Item No. 11
CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: September 26, 2022 FROM: Matthew Bronson, City Manager
PREPARED BY: Kristin Eriksson, Deputy City Manager
SUBJECT: Resolution Amending the Community Development Director Job Specification
RECOMMENDATION
Adopt the Resolution amending the Community Development Director Job Specification.
BACKGROUND:
The Community Development Director manages the overall operation of the Community Development Department, including planning, building, code compliance, housing, community block grant programs and commercial cannabis regulatory oversight. The director also works with the City Manager’s Office on economic development and the expansion of commercial, industrial and housing uses to enhance the City’s vitality. Additionally, the director establishes department goals, objectives, policies and procedures; provides assistance to the Planning Commission, the City Manager and the City Council; and coordinates activities with other City officials, departments, outside agencies, organizations and the public.
The current Community Development Director is retiring at the end of 2022 and staff is currently recruiting for this position. Prior to the recruitment, staff reviewed the existing job specification (see Exhibit A to the Resolution) and found that it was outdated and included some duties that are no longer within the Community Development Department while not including duties overseen by the department such as commercial cannabis regulation. Therefore, staff updated the job specification to better reflect the current job duties of the Community Development Director and recently started the recruitment with this updated job specification given the need to start the recruitment quickly. Staff recommends the Council formally approve the updated specification (see Exhibit B to the resolution) consistent with past practices with Council approval of job specifications.
FISCAL IMPACT
There is no fiscal impact related to this action.
ALTERNATIVES
The Council has the following alternatives to consider:
1. Adopt the Resolution amending the Community Development Director job specification; or
2. Provide alternative direction to staff.
