Agenda Item No. 9

CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: September 26, 2022 FROM: Matthew Bronson, City Manager
PREPARED BY: Greg Ray, Public Works Director/City Engineer Gabriel Munoz-Morris, Senior Engineer
SUBJECT: Introduction and First Reading of an Ordinance to Approve a Speed Survey of South Oak Park Boulevard and Adopt a New Speed Limit

RECOMMENDATION
Introduce and conduct the first reading, by title only, of an Ordinance amending Section 16 of Section 3302 of Chapter 3 of Article III of the Grover Beach Municipal Code to reflect an updated speed limit recommendation for South Oak Park Boulevard from West Grand Avenue to Mentone Avenue based on a speed survey and schedule the second reading and public hearing for the next regularly scheduled meeting.

BACKGROUND
The Public Works Department commissioned an engineering and traffic investigation to determine the recommended speed limit for safe operation of vehicles on major city roadways in 2020.

Council adopted the speed limit recommendations from that report on April 26, 2021. In accordance with California Vehicle Code Section 22358, the City is authorized to decrease speed limits on streets and roads under its jurisdiction on the basis of an engineering and traffic investigation. An engineering and traffic investigation is required to be performed every seven to ten years unless significant changes to roadway or traffic conditions have occurred, which would reduce this timeline to every five years and warrant a new engineering and traffic investigation.

The City recently completed a reconfiguration of the intersection of West Grand Avenue and Oak Park Boulevard. Additionally, the City recently completed a paving project on South Oak Park Boulevard from West Grand Avenue to Mentone Avenue which included the restriping of South Oak Park Boulevard from two travel lanes in each direction to one travel lane in each direction along with the installation of buffered bike lanes in both direction. The changes to the intersection and to South Oak Park required a new engineering and traffic investigation to determine the speed limit for safe operation of vehicles on North and South Oak Park given these significant changes to the roadway conditions.

The commissioned engineering and traffic investigations determined that current speed limit of 30 miles per hour on North Oak Park Boulevard from Atlantic City Avenue to West Grand Avenue is appropriate even after the intersection reconfiguration. However, the investigation of South Oak Park Boulevard from West Grand Avenue to Mentone Avenue determined the recommended speed limit should be reduced from 35 miles per hour to 30 miles per hour. Speed limit recommendations in the engineering and traffic investigations were made in accordance with 2014 revisions to the California Manual of Uniform Traffic Control Devices (MUTCD) and California Vehicle Code Sections 627 and 22358.5, which determine that speed limits shall be set Staff Report: First Reading of Ordinance Update to Adopt Speed Limit Page 2 September 26, 2022
within a 5-mph range of the 85th percentile speed on a roadway or street as determined by an engineering and traffic investigation. The recommendation to reduce the speed limit on South Oak Park Boulevard from West Grand Avenue to Mentone Avenue is directly attributed to lower traffic speeds than previously observed which is in part due to the traffic calming and speed management focus of the new roadway striping.

The following table highlights the segments of Oak Park Boulevard with their current and recommended speed limits:

Staff recommends that the Council schedule a second reading and public hearing for this Ordinance at the next regularly scheduled meeting on October 11, 2022.

FISCAL IMPACT
There is a minimal cost for purchasing and installing new speed signs and modifying roadway markings estimated to be between $500 and $1,500 which would be funded by road maintenance funds within the General Fund operating budget.

ALTERNATIVES
The Council has the following alternatives to consider:

1. Conduct the first reading of an Ordinance amending Section 16 of Section 3302 of Chapter 3 of Article III of the Grover Beach Municipal Code; or

2. Provide staff with additional direction.

PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.
