Agenda Item No. 14
CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: October 11, 2022 FROM: Matthew Bronson City Manager
PREPARED BY: Greg Ray, Public Works Director/City Engineer Gabriel Munoz-Morris, Senior Engineer
SUBJECT: Request for No Parking Zones on Front Street and South 7th Street
RECOMMENDATION
Adopt a Resolution establishing no parking zones on Front Street and South 7th Street.
BACKGROUND
The Public Works Department is recommending the City Council approve establishment of two no parking zones, one located in front of the Front Street Lift Station and one located at the Five Cities Fire Authority Station.
Front Street Lift Station. Staff is recommending a no parking zone be established in front of the lift station wet well, valve vault, and bypass connection vault. These facilities are located in the parking area on Front Street in front of 897 Front Street. Currently, Public Works staff must post no parking signs prior to any planned maintenance event at the Front Street Lift Station to properly access the wet well, valve vault, and bypass connection vault. In emergency situations, staff must go door-to-door asking for vehicles to be moved or they have to work around parked vehicles. In 2017, the Council established a no parking zone in front of the Front Street Lift Station electrical and controls cabinet located across the street in front of 922 Front Street. That no parking zone ensures that staff can connect a portable generator to power the lift station during a power outage.
The proposed no parking zone would ensure that staff can quickly access all components of the lift station for routine maintenance and emergency events which is critical to avoid sewer spills.
Staff estimates the loss of two on-street parking spaces with this proposed no parking zone.
Five Cities Fire Authority. The Five Cities Fire Authority (FCFA) is requesting a no parking zone directly south of the driveway on South 7th Street to the back parking lot of the Fire Station located at 701 Rockaway Avenue. FCFA operations routinely require that fire engines from other stations park at the fire station at 701 Rockaway. The station is located at the northeast corner of the intersection of South 7th Street and Rockaway Avenue. The majority of the station’s frontage area on Rockaway Avenue is a driveway apron to accommodate four equipment bays. This leaves no area for a visiting fire engine to park on Rockaway without blocking the exit of an equipment bay.
The area on South 7th Street directly fronting the fire station is the ideal parking space for a visiting fire engine but the area is often used by residents for parking. There is one sign indicating that the area is for Fire Department parking only, but the sign does not properly reference the Grover Beach Municipal Code which makes it unenforceable. Additionally, there is only one sign at this location so the limits of the parking restriction are not clearly defined. Staff recommends replacing the one outdated sign with two new signs and establishing a 50-foot no parking zone to be used by visiting fire engines for parking. Staff estimates the loss of two on-street parking spaces with this proposed no parking zone.

California Vehicle Code Section 22507 establishes that local authorities may, by ordinance or resolution, prohibit or restrict the stopping, parking, or standing of vehicles, including, but not limited to, vehicles that are six feet or more in height (including any load thereon) within 100 feet of any intersection, on certain streets or highways, or portions thereof, during all or certain hours of the day. Staff has prepared a Resolution (Attachment 1) authorizing establishment of the two no parking zones identified above. See Attachment 2 for an exhibit of the proposed no parking zones. Per Section 10.3(d) of Chapter 3 of Article III of the City Municipal Code only the Council has the authority to establish no parking zones by adoption of a resolution.
FISCAL IMPACT
There is a minimal cost for painting the proposed curb red and purchasing and installing the parking restriction signs that would be funded in the City’s operating budget.
ALTERNATIVES
The Council has the following alternatives to consider:
1. Adopt a Resolution establishing no parking zones on Front Street and South 7th Street; or
2. Provide staff with additional direction.
PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.
