RECOMMENDATION
Adopt the Resolution amending the salary range for the job classification of Police Commander.
BACKGROUND
On September 12, 2022, Council adopted Resolution No. 22-35 amending the Classification and Compensation Plan for the City which included a 1.5% salary increase for all employees along with additional market equity adjustments for specific Police positions effective January 1, 2023.
These adjustments included a 3% salary increase for the Police Sergeant classification. The Grover Beach Police Management and Confidential Employees Group (GBPMCEG) Memorandum of Understanding states the Police Commander classification shall maintain a minimum Step A salary of 5% above Step F of the Police Sergeant at all times. The increase to the Police Sergeant salary has created a compaction issue for the classification of Police Commander. Accordingly, staff is recommending the following adjustment to the salary schedule for Police Commander:

This proposed salary range would represent an approximate 1% increase over the previously approved salary range and bring the Police Commander compensation in compliance with the GBPMCEG Memorandum of Understanding.

FISCAL IMPACT
The cost increase of this action for the remainder of FY 2022-23 is $4,185 with an annualized cost of $8,370. This cost will be absorbed into the General Fund operating budget.
ALTERNATIVES
The City Council has the following alternatives to consider:
1. Adopt the Resolution amending the salary range for the job classification of Police Commander; or
2. Do not adopt the Resolution; or
3. Provide staff with alternate direction.
PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.

COMMANDER
WHEREAS, the City Manager and affected employee groups have met and discussed the amended classification and compensationstructure for the position of Police Commander set forth in Exhibit A; and
WHEREAS, City would implement the amended classification and compensation plan in Exhibit A with the pay period beginning January 1, 2023; and WHEREAS, the City Council has reviewed and approved of the terms and conditions set forth therein.
NOW, THERFORE, THE CITY COUNCIL OF THE CITY OF GROVER BEACH, CALIFORNIA, DOES DELARE, DETERMINE, AND ORDER AS FOLLOWS:
That the City Council of the City of Grover Beach does hereby adopt this Resolution approving the new amended classification and compensation plan and setting the salary schedule for the City of Grover Beach.
