Regarding City Council Meeting Agenda item # 14
I will unlikely be able to attend the meeting. However, for what it is worth the following are my thoughts:
Enforce CA Penal Code § 602 PC. Don’t allow any homeless to trespass.
Specifically, don’t allow trespassing homeless transients criminals near my home. 955 S. 4th St. is way too close to have homeless that close to my family.
Best way to handle the situation? First, stop providing handouts. Giving money to transients does not help our community and it puts you in direct contact with people who may be dangerous. Transients use money to buy alcohol, methamphetamine, or other drugs and prositution. The use of alcohol and drugs leads to violence. If transients can’t afford alcohol and drugs, our community would be safer.
Just enforce the law and get criminals out of the city, NOT make it easier for criminals to be here.
Instead of any of the options 1 - 5. Option 6 NO TRANSIENTS ANYWHERE IN THE CITY.
Since I know this email will be ignored and you’re going to continue doing whatever you want and NOT what most citizens want, at least PLEASE keep these criminal transient homeless as far away from my home and family as possible.

I am opposed to any homeless facility at or near any commercial, industrial, or residential uses. To place these facilities close by would appear to encourage crime, vandalism, reduction in property values, and reduced business patronage. Yes, the homeless issue needs to be addressed, but not at the expense of Public safety and private equities. As a 79 year old disabled veteran who has lived in the same house for over 39 years I would feel very uncomfortable, if not threatened, by a nearby homeless encampment. One proposed location is near my neighborhood and adjacent to commercial sites. This is very worrisome. There are open-spaces that can be used for the homeless.

Subject: Moving the homeless to a lot on 4th St.

Dear Grover Beach,
This is a comment to agenda item #14. I don’t understand how and why you would want to relocate the homeless to a desolate lot “down by the tracks”. The lot at 955 S 4th St. will do nothing to help the homeless. There are no services nearby and no facility to even begin to help these folks transition into a more permanent living situation. All you are doing is tucking them away, not offering a real solution.
Have any tests been run on the soil in the lot you want to open up to camping? The buildings in this area tend to be older, more industrial type of businesses and you have no idea what has been dumped on this property. An environmental study need to be done to ensure there are no toxins in the soil. Don’t these folks deserve a safe and clean place to live? It certainly isn’t down on 4th St.
It’s time Grover Beach takes a stand to actually help these folks with meaningful solutions, not just another crime filled tent city. Grover Beach can do better! Leola Shaw

I’m STRONLY AGAINST THIS!! I can’t believe you are even considering this. Do not put this problem on the doorsteps of businesses that will be plagued with the crime and total eyesore as well as the problems of trash and sanitation problems that will arise! JUST No!!

Good afternoon City of Grover Beach,
I’m writing to comment on the possible move of the homeless to a lot on 4th st. I understand this lot will eventually be developed into small houses to act as transitional housing. With the “small house” plan, that includes staff to provide services to the transitional residents, ensures safety for the residents and the homes/business that are nearby.
Your new plan to just let the lot be a free for all with homeless in tents does nothing to solve the homeless problem and in fact doesn't even give them a safe and secure place. You are in fact adding to the problem. An empty lot and a porta-potty isn’t a solution, you’re just kicking the can down the road. This empty lot is near many businesses, homes, and campgrounds with families and small children.
I know homelessness is a complicated issue but isn’t it time we as a community make effective and long term change.

My husband and I own a nearby residence and we would like to voice our strong opposition to this proposal item 14 option number 5.
We don’t feel this is a good solution. It’s only going to diminish property values, invite crime, drug use and possibly jeopardize personal safety to tax paying residents and businesses. The infrastructure in this area is also in poor condition and lacks safe sidewalks which could also create problems for motorists and pedestrians.
We respectfully ask this proposal be rejected.
Signed
Richard and Linda Alanis

Subject: Please Deny homeless tent camping on empty lot at 955 S.4th St - Agenda item #14 Dear Planning Commission,
FRIENDS OF OCEANO DUNES, INC. (“FRIENDS”), is a California not-for-profit corporation representing approximately 28,000 members and users of Oceano Dunes State Vehicular Recreation Area (“Oceano Dunes SVRA”) located near Pismo Beach, California. According to its Articles of Incorporation, FRIENDS is formed for the express purpose of preserving and developing recreational uses in the Oceano Dunes area of San Luis Obispo County, California.
FRIENDS is deeply concerned about the proposed use of the property located at 955 S.4th Street as a homeless encampment. This property is near the Coastal Dunes RV Park and the Pismo State Beach campground as identified in the map below.
FRIENDS members and other users of the Oceano Dunes SVRA regularly camp in these areas with their families. Families and their young children would be at risk of being exposed to unnecessary crime and potentially dangerous drug activity.

Ref: 1/23/2023 Council Meeting Item 14.
Honorable Council Members,
Once again the residential areas in, or adjacent to, the Grover Beach industrial area are being asked to bear the brunt of a Grover Beach City Council decision. We are already dealing with multiple marijuana dispensaries and marijuana processing facilities in our neighborhood.
Now our neighborhood is being asked to deal with a concentration of the city’s homeless persons setting up tents/camping at 955 South 4th Street (Page 4, “Identification of Allowed Areas for Camping, Option 5).
City Council members and property owners both know that putting a homeless encampment area in our neighborhood will have a very detrimental impact on property values and the safety and security of local residents. This is on top of the negative impacts from the various marijuana businesses that have been allowed into our neighborhood.
We are not in favor of any further burden to our neighborhood associated with proposed solutions for homeless persons. We are being unequally burdened, compared to other areas of Grover Beach, by such solutions in our neighborhood via reduced home values. Your actions have the potential to do monetary damage to property values of this area. As such, any proposal to move forward with any type of homeless solution in our area must also include ample and complete compensation for area property owners to mitigate the damage that will be done to the area’s property values, both now and in the future.
Lastly, any solutions considered anywhere within our city should include options for residents to address increased safety and security risks associated with concentrating homeless persons in specific neighborhoods.

Dear Planning Commission,
As member of the public I’m against the use of the property located at 955 S.4th Street as a homeless encampment.
As a customer of Toyworx I will be forced to consider taking my business elsewhere due to the safety of my family while waiting for my vehicle to be serviced. My wife and I have always enjoyed walking peacefully along 4th st while being a customer at Toyworx.
Moving the homeless to a vacant lot will accomplishing nothing and is not a solution. Trash will be even more visible from Hwy 1 as visitors visit our wonderful city. It will also pose a threat to their safety with the close proximity to the rail road tracks. We don’t need anymore fatalities.
How will the city address the homeless issue at 955 4th street when it’s time to build a facility? Will you move them again to their current location?
Find a real solution to the problem and not just move them from one location to another.
