SUBJECT: Appointments to the Parks, Recreation, and Beautification Commission
RECOMMENDATION
Confirm and approve Mayor Bright’s recommendations and adopt the Resolution to appoint Zach Zimmerman to fill the remainder of the four-year term of office left by the resignation of Sage Lysobey, scheduled to expire on May 31, 2024; and Anita Shower to fill the remainder of the fouryear term of office left by the resignation of Kara Ramirez, scheduled to expire on May 31, 2025.
Upon adoption of the Resolution, it is further recommended that Parks, Recreation, and Beautification Commissioners Zimmerman and Shower be introduced to the City Council and members of the audience.
BACKGROUND
There are two vacancies on the Parks, Recreation, and Beautification (PRB) Commission due to the recent resignations of Sage Lysobey, whose term will expire on May 31, 2024, and Kara Ramirez whose term will expire on May 31, 2025; both moved out of Grover Beach city limits.
Staff advertised the PRB Commission vacancies with press releases in the local newspapers and on social media, notices on the City website, government cable access Channel 20, and posted notices on the bulletin board located at City Hall.
An Advisory Body Screening Committee comprised of Mayor Karen Bright, PRB Commission Vice Chair Kassi Dee and Parks and Recreation Director Kathy Petker conducted interviews on February 7, 2023. There were two applicants who were advised that the Council would be requested to confirm and approve the Mayor Bright’s appointment at tonight's meeting. It should be noted that there were three candidates qualified and ready to serve the Grover Beach community as a member of the PRB Commission, unfortunately Mr. Chad Clark had to resign due to family obligations.
At the conclusion of the interviews, Mayor Bright decided to recommend for Council approval the appointments of Zach Zimmerman to fill the remainder of the four-year term of office scheduled to expire on May 31, 2024; and Anita Shower to fill the remainder of the four-term of office scheduled to expire on May 31, 2025. The Commissioners will begin serving their new term at the next scheduled Parks, Recreation and Beautification Commission meeting on Thursday, February 16th.
FISCAL IMPACT
There is no fiscal impact with the recommended action.

ALTERNATIVES
The City Council has the following alternatives to consider:
1. Accept and confirm Mayor Bright’s recommendations and adopt the Resolution to appoint Zach Zimmerman to the remaining four-year term of office, scheduled to expire on May 31, 2024; and to appoint Anita Shower to the remaining four-year term of office, scheduled to expire on May 31, 2025.
2. Provide alternative direction to staff.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GROVER BEACH,
CALIFORNIA AUTHORIZING THE APPOINTMENTS OF ZACH ZIMMERMAN
AND ANITA SHOWER TO THE GROVER BEACH PARKS, RECREATION AND
BEAUTIFICATION COMMISSION
WHEREAS, the Parks, Recreation and Beautification Commission is a body of five lay citizens; and
WHEREAS, two (2) vacancies currently exist on the Commission due to the resignation of two of the Commissioners who have moved out of the city limits. One seats term is for the remaining 1 year and the second seat term is for the remaining 2 years of that seat.
WHEREAS, the City actively solicited potential candidates to serve on the Parks, Recreation, and Beautification Commission; and
WHEREAS, it is the responsibility of the Advisory Body Screening Committee to interview prospective citizen candidates and submit their recommendation to the Council for approval; and
WHEREAS, the Advisory Body Screening Committee, consisting of Mayor Karen Bright, Council Member Rushing, and Parks, Recreation and Beautification Commission Vice Chair Dee conducted interviews on February 7, 2023, and at the conclusion of those interviews Mayor Bright made a recommendation to the Council for appointments.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Grover Beach hereby accepts Mayor Bright’s recommendation and approves the appointments to the Park, Recreation, and Beautification Commission of Zach Zimmerman to fill the remainder of the one-year term of office, scheduled to expire on May 31, 2024 and Anita Shower to fill the remainder of the two-year term of office, scheduled to expire on May 31, 2025.
