PROCESS OVERVIEW

Goals-City Performance Relationship
The goal-setting
process can be the
most dynamic and
harmonizing event that
governing boards and
staff experience
Well-run cities: 5 Ingredients

1. Positive working relationships

2. Well defined mission and vision

3. Clearly defined roles & responsibilities

4. Highly focused, clearly defined priorities
and expectations

5. Ways to evaluate progress and success
Few, focused priorities are hard
Our City can accomplish anything!
What we can’t accomplish is everything
If everything is a priority, then nothing is a priority Setting real priorities is hard but worth it!
And these should lead the way in a budget process
Budget Practices: Old or new?
The Old Way …

1. Departments prepare budget requests

2. CM examines; smokes out “excessive” and
“unimportant” things

3. Top down grind
The Old Way …

4. In June, staff releases a thick budget to
council and public; Council scrambles to
catch up …

5. …. and then holds budget hearings to
consider department requests (tedious,
small picture, numbers oriented)

6. Budget adopted in late June
A newer, better way …

1. Citizen input at front end, not back end

2. City Council leads the way in setting priorities

3. The internal process is based on Council priorities

4. When the budget is released, it reflects
community input and Council vision – grounded
in realistic plans that staff can execute
Realistic Work Programs

1. Priority goals transformed into doable work plans

2. Accountability for achievement institutionalized (who is responsible for what; how we report, evaluate)

3. Internal systems aligned with priorities (Council 
CM  staff goals and time)
Vision without execution is
… hallucination!

Council Workshop – 5 Steps

1. Start with goals proposed by each Council member,
organized by theme

2. Where goals are similar, staff/facilitator will draft proposed “synthesized” goal statements

3. Review draft goals for clarity and understanding

4. Finalize “menu” of proposed goals

5. Weight and rank goals
Proposed
Major Goals:

Due Feb 24
What are the most important
things for City to focus on over
the next 2-3 years?
• Consistent with City’s core mission, duties
• Would fund, even if in a financial pinch
• Measure F-20 community priority
• Community has identified as a new, urgent need
• Other critical goals depend upon this one
• Only the City can initiate this goal (can’t depend on others) • Potential to leverage outside funds, resources
Suggested Criteria

1. If goal already underway?
Submit if a goal requires strong
ongoing support; the “oomph” factor!

2. How about routine services?
Only if you are proposing a major new
program/service initiative.

Common questions
15 Focus is on the ideas

1. Ideas much clearer if each proposed goal is
distinct (not inclusive of other goals; not
inclusive of how to achieve the goal)

2. Pre-workshop, avoid publicly staking
positions; be open to added/other ideas
Synthesizing similar goals
2019 Council submittals for City Beautification
Plant trees and trim trees / maintain open spaces, Update our city ordinances to make code compliance more effective, consider allowing more staff time toward code compliance. Continue efforts for increased and more uniform city signage. Complete update of sign ordinance followed by enforcement. Continue to support the development of the public art program and completion of the Vacation Rental ordinance. Maintain public facilities as possible - may be time to turn to updating City Yard. Pursue undergrounding power lines to maximum extent promised by PG&E and pursue adding street lighting - numbered streets in N. Grover.

Pursue programs that would beautify the city and thereby potentially attract economic development, tourists and local foot traffic, including aesthetic enhancement on Grand Avenue between 4th and 8th streets (trees, planters, lights, etc.), gateway signage in and around Grand Avenue business district, undergrounding utilities (connected to streets and sidewalks goal), current maintenance of public greenery, public art).

Maintain existing quality of life programs, and develop new and innovative ones to enhance involvement in special events, youth services, public art programs. Provide opportunities for community members to engage and be involved with their community through programs, initiatives and events.

Final City Beautification Goal
CITY BEAUTIFICATION. Enhance the appearance of the community through tree maintenance and landscaping, utility undergrounding, public art and signage, especially along the Grand Avenue corridor.

Synthesizing similar goals
2019 Council submittals for Economic Development
Strengthen the City’s economic base by implementing an economic development strategy that includes construction of the hotels and associated amenities, strengthening of the commercial cannabis industry; marketing, attraction and implementation of the fiber network and development of methods for business retention.

Economic Development - Develop strategy to attract more commercial development and businesses along Grand Avenue, encourage progress (e.g., construction) of projects already in the pipeline and pursue other opportunities that will generate additional tax revenues, including cannabis industry.

Economic Development – Get all pending hotel projects underway especially Lodge Project. Have public information campaign to inform residents: 1. This is now state project with minimal $ contribution from city; 2. No longer includes conference center and; 3. City is now required to wait for State / Developer to complete plan check process. Prepare residents / manage expectations if city is asked to grant a limited permit extension in June. Continue recommended updates to our development codes and process to encourage investment. Make active efforts to develop businesses along Grand Ave. as brick & mortar shops become more obsolete - recruit restaurants (local & chain) and specialty shops - offer incentives? Consider developing art, technology or business collective on Grand Ave. by offering funding or partial rent.

Final Economic Development Goal
ECONOMIC DEVELOPMENT. Develop and implement economic
development strategies that support business retention and attraction, tourism including hotel development, revenue generation and effective permit processing.
