On March 6, 2023, the Council held a workshop to set City Council Goals for FY 2023-25. After reviewing, rating and ranking the candidate goals, the Council adopted a set of collective goals organized into three priority categories:
• Major City Goals. These represent the most important, highest priority goals for the City to accomplish over the next two years, and as such, resources to begin achieving them should be included in the FY 2023-25 budget.
o Economic Development and Community Promotion
o Housing and Homelessness
o Public Safety

o Building and Facility Improvements
o Community Engagement
o Water Supply and Resiliency
• Address as Resources Permit. While it is desirable to achieve these goals over the next two years, doing so is subject to current resource availability. o City and School Partnership
o Code Compliance
o Environmental Sustainability
Attachment 1 contains a final report of the City Council goal-setting process from outside consultant Ken Hampian and Attachment 2 shows a list of the FY 2023-25 Council Goals.

Pending Council adoption of these Goals, staff will incorporate these goals into development of the FY 2023-25 proposed budget and develop work programs for implementing the Major City Goals for the coming fiscal year. Drafts of the work programs will be reviewed with the Council on April 24 prior to finalizing and implementing the work programs as part of the adopted budget. These work programs will be focused on tasks that can be attained in the next fiscal year with available resources and staff capacity in support of these goals.

GOAL-SETTING FINAL REPORT
March 7, 2023

BACKGROUND & PROCESS OVERVIEW
Every two years the Grover Beach City Council engages in a rigorous process for identifying major community goals. Once established, these priorities lead the preparation of the City’s two-year budget, guiding how financial and staff resources are allocated. As in the past, for the fiscal year 2023-25 budget the process has been initiated several months prior to budget adoption in June.

The goal-setting process began by gathering a great deal of baseline information, including assessing current community interests, updating the City’s fiscal condition, and reviewing the progress of existing priorities. For example, to gather community input a public survey was released in December 2022 and a Community Forum held on January 25, 2023. The results of the survey and forum were shared during the February 14, 2023 Council meeting.

After considering this background information, each Council member submitted their seven (7) top proposals for the most important, highest priority things for the City to achieve or advance in 2023-25. The City Manager, Deputy City Manager, and facilitator reviewed these proposals and organized them under ten (10) themes.

Within each theme, a single synthesized goal statement was drafted to capture related council member ideas. This document was posted with the agenda and made available at the March 6th Goal-Setting Workshop.

GOAL-SETTING WORKSHOP
The workshop was held in the Ramona Center on March 6. After the Mayor opened the meeting, the City Manager provided an overview of the Fiscal Years 2023-25 budget process and the workshop agenda. The workshop facilitator then reviewed how the workshop would proceed in order to reach consensus about top Council priorities.

Next, the Council reviewed the proposed synthesized goal statements under each of the 10 categories and, as needed, revised some goals for clarity. The final proposed goals were then transferred to a "ballot" for Council rating.

After rating and ranking the candidate goals, the Council adopted a focused set of collective goals organized into three priority tiers. The goals outlined below are listed within each tier in alphabetical order. Therefore, relative importance should be judged by tier category, not by the order within each tier.

RESULTS
 Major City Goals. These represent the most important, highest priority goals for the City to accomplish over the next 2-3 years, and as such, resources to begin achieving them should be included in the 2023-25 Budget. SUMMARY CITY COUNCIL COMMENT ON THE RESULTS
During the workshop, the Council noted that all final proposed goals are important to the community. Progress will be made on all of them in the coming years in some fashion.

However, fiscal and staff resources are finite, and therefore the Council must make hard choices among worthy goals as to which are the most pressing in the next two years. The preparation of the 2023-25 budget shall be guided by these choices.

NEXT STEP: MAJOR CITY GOAL WORK PROGRAMS
In April 2023, the City Council will consider detailed work programs prepared by staff for each of the Major City Goals in order to:
• Further define and scope the adopted goal
• Outline an “action plan” detailing specific tasks and estimated due dates • Identify stakeholders
• Ensure that the resources needed to accomplish the goal are known and allocated (staff time, funding).

With the completion and adoption of the work programs, the Council and community will know - and can measure - the actions to be taken to move the goal forward. This kind of thorough planning is especially important because fully achieving a major goal typically extends beyond any two-year budget period.

FINAL BUDGET ADOPTION
After review of the work programs, in May/June staff will return to Council with a proposed two-year budget that supports the Council’s highest priorities. The budget will be adopted in late June. Regular reporting to the City Council and community on the status of the City's priorities will continue throughout the 2023-25 fiscal year period.
