CI CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: March 27, 2023 FROM: Matthew Bronson, City Manager
PREPARED BY: Erin Wiggin, CIP Manager
Greg Ray, Public Works Director/City Engineer
SUBJECT: FY 2024-28 Capital Improvement Program Overview and Direction

RECOMMENDATION
Receive information on the draft Fiscal Year 2024-28 Capital Improvement Program (CIP) and provide direction to staff to finalize the CIP in conjunction with the FY 2023-25 budget.

BACKGROUND
The Capital Improvement Program (CIP) identifies planned expenditures for major capital projects estimated to cost $50,000 or more programmed over a five-year period (current and following four years). The CIP provides details for projects expected to be funded including the funding sources and schedules, and cost estimates for unfunded capital needs. A significant portion of the CIP involves projects related to advancing the updated FY 2023-25 Council Goals and priorities including the Major City Goal of “Street Maintenance and Complete Streets” along with the Other Important Goals of “Building and Facility Improvements” and “Water Supply and Resiliency.” The FY 2024-28 CIP shown in Attachment 1 identifies 13 proposed projects for FY 2023-24 with a budget allocation request of approximately $10 million, not including carry over funding from FY 2022-23. The CIP is a project planning document with proposed allocations for the next two years that will be reflected in the FY 2023-25 proposed budget. Staff developed this draft to address Council priorities and known infrastructure needs and is bringing this draft to the Council for review and direction before the Council is asked to adopt a final version with adoption of the FY 2023-25 budget in June. Many capital projects span multiple fiscal years and have already expended funding on studies, permitting and/or design. The CIP also includes a list of completed projects from the past fiscal year and projects that are in progress and will carry over into FY 2023-24.

The following summary provides information on key projects in each of the following five major CIP categories:
• Parks
• Public Buildings and Facilities
• Streets and Storm Drains
• Water
• Wastewater
Parks – Design for the Ramona Garden Park Project (CIP 1259) began in 2022 and is anticipated to be completed this fiscal year. However, funding for construction has been delayed until FY 2025-26 given a proposed reduction in General Fund contributions to the CIP given other anticipated funding needs. The CIP also lists other Parks projects as unfunded capital needs Staff Report: FY 2024-28 Capital Improvement Program Overview and Direction Page 2 March 27, 2023
including projects reviewed by the Council and Parks, Recreation, and Beautification Commission (PRBC) in November 2022.

Public Buildings and Facilities –The CIP identified four projects funded in FY 2022-23. The projects included Fire Station Improvements (CIP 3005) which were completed with $100,000 budgeted from the General Fund. Disability Access Improvements (CIP 3003) which includes curb ramps with $100,000 budgeted from the General Fund will begin next month along with Corporation Yard improvements (CIP 3002) with $250,000 budgeted from the General Fund and Enterprise Funds. A Facilities Condition and Needs Assessment (CIP 3004) is underway, and the findings will be presented to Council next month and the results of this assessment will help shape future CIPs. The CIP for FY 2023-24 does not include any additional Buildings and Facilities Projects.

Streets and Storm Drains – The City completed one Measure K-14 Project earlier this year (CIP 2295-14 including portions of Trouville, S. 7th, Ocean View, Margarita and Nacimiento) and will start construction of CIP 2295-15 (portions of Seabright Avenue, S. 7th, South 10th Street, N. 6th Street and Charles Street) next month. One phase of the Sidewalk Infill project (CIP 2274) was completed with CIP 2295-14 and the second phase will be completed with 2295-15. Contract design work for the next two Measure K-14 projects (CIP 2295-16 and CIP 2295-17) will start next month following the Council’s recent approval of a design agreement. Contract design work for the West Grand Avenue Streetscape Project (CIP 2287) and North 4th Street (CIP 2285) is ongoing with the final design of the West Grand Avenue project presented to the Council by the end of this fiscal year.

As in previous CIPs, Streets and Storm Drains is the single largest funded category in the draft CIP with approximately $5 million budgeted for FY 2023-24 and nearly $2 million of carry over funding from FY 2022-23. The CIP for FY 2023-24 includes construction of CIP 2287 (West Grand Avenue Streetscape – 4th to 8th), which will be the City’s second repair project involving a major street. CIP 2285 (North 4th Street) is also programmed for construction next year. Construction of the next Measure K-14 Project, CIP 2295-16 (portions of Ramona, Front, Saratoga, Beckett and North 2nd), is planned for next year.

Water – A portion of the water line work for the last fiscal year was completed with street projects.

Most of the remaining water line projects for FY 2022-23 will start next month, including the Water Main Valves (CIP 4007), Well Capacity Analysis (CIP 4008) and design of Reservoir Maintenance and Repairs (CIP 4391). The FY 2023-24 CIP continues to include a funding allocation for design engineering work necessary to support the Central Coast Blue recycled water project in support of water resiliency needs (CIP 4001). Other projects for next fiscal year include the phased project for the Water Meter Replacement Program (CIP 4270) and construction of Reservoir Maintenance and Repairs (CIP 4391).

Wastewater – Design of CIP 5002 Sewer Upgrade Project, CIP 5002 (upgrades to support current demand) is complete and the project will be put out to bid this year. Design for a second sewer upgrade project, CIP 5010 (North 9th Street and Atlantic City to Ritchie Road and North 12th Street) will start next month. FY 2023-24 includes approximately $1.6 million, plus nearly $1.3 million of carry over funding from FY 2022-23 for the construction for CIP 5002, the Oak Park Lift Station Rehabilitation (CIP 5005) and an annual Sewer Lining Project (CIP 5269) Table 1 on the following page summarizes the FY 2023-24 funding allocations identified for each CIP category:

Staff Report: FY 2024-28 Capital Improvement Program Overview and Direction Page 3 March 27, 2023
Table 1
Project Category Total Budget FY 2023-
Parks $0
Public Buildings and Facilities $0
Streets and Storm Drains $5,761,500
Water $2,405,000
Wastewater $2,035,000
Total $10,201,500
*Not including FY 2022-23 carry over
Lastly, the CIP identifies over $50 million in unfunded capital needs in each of the five categories listed above. Examples of such unfunded needs include full implementation of the Ramona Garden Park improvements ($5.2 million), Major Street Rehabilitation for additional streets ($9 million), Citywide Disability Access Improvements ($19 million) and City Hall/Police Station/Civic Center improvements ($9.5M). This Unfunded Needs section includes a new T-ball field at 16th Street Park and construction of a dedicated dog park and staff will continue to explore potential funding sources for these projects pending additional input and direction from the Council.

Staff is seeking input and direction from the Council in finalizing the FY 2024-28 CIP as part of the proposed FY 2023-25 budget that the Council will receive in May. Lastly, staff recognizes the extent of this capital program workload and continually looks at ways to ensure the timely and effective delivery of these capital projects.

FISCAL IMPACT
The draft CIP identifies projects funded by nine different funding sources. As noted earlier, information included in the draft is preliminary and subject to change, including the amount of funds budgeted in FY 2023-24. The following summary provides information on proposed allocation of funds for FY 2023-24 from each of the nine funding categories.

General Fund – $1,491,000 is identified for the Street Lighting Project (CIP 2003), Sidewalk Infill (CIP 2274), N. 4th Street (CIP 2285), and West Grand Avenue Streetscape (CIP 2287) projects.

CAPITAL IMPROVEMENT PROGRAM
2024-2028
Executive Summary
The City’s Capital Improvement Program (CIP)
outlines a schedule of expenditures over the
ensuing five-year period (2024-2028). The CIP
does not address all of the capital expenditures
for the City, but provides for larger scale
infrastructure improvements, that are
permanent in nature, including transportation
systems, and municipal facilities.

Projects in this document must be in excess of
$50,000 with a useful life of at least ten years;
or a study of at least $50,000 that will lead to
such projects; or add to the value or capacity of
the infrastructure of the City. Projects that are
considered operational or routine maintenance
are excluded from this program.

The Capital Improvement Program proposes
project funding relative to the anticipated
availability of fiscal resources and the choice of
specific improvements to be achieved
throughout the five-year plan. The Projected
Revenue Summary on page 5 identifies
fourteen (14) revenue sources and their use by
year for FY 2024-2028.

The Expenditure Summary on pages 6 and 7
identifies project expenditures in the following
five categories:

Parks / Community Services
Street / Storm Drain
Public Buildings / Facilities
Water
Wastewater
The Expenditure Summary for FY 2024
indicates a total of $12,840,395 in spending
within the five project categories. Detailed
information regarding each identified project
can be found on pages 12-47. The information
provided includes a project description, the
current status of the project, identified funding
sources and the total projected project cost.

As is often the case, funding needs identified in
the CIP exceeds the available funding. Page 49
shows a list of 15 capital needs identified at a
cost of approximately $53 million dollars that do
not have an established, secure source of
funding at this time. These identified needs will
be considered as potential funding sources are
identified.

Maximizing the City’s funding and addressing
rising costs incurred in maintaining and
rehabilitating infrastructure make the process of
selecting capital projects to fund challenging.

There are several types of capital needs such
as construction of new, first-time improvements,
replacement of aged infrastructure that is at or
beyond its service life or large-scale capital
maintenance. In addition, studies related to the
City’s various infrastructure asset categories
are included in the CIP if the study will result in
future capital improvement projects.
