Fats, Oils, and Grease
Program
Protect your sanitary sewer system and prevent sewer system overflows, properly collect and dispose of Fats, Oils, and Greases generated at your facility. Required Permitting: All Food Service Establishments are required to be permitted to discharge into the public sanitary sewer system. Contact the City of Grover Beach Public Works Department or the Environmental Compliance Inspectors if you have any questions regarding the program or how to obtain a permit.

Cease the Grease!
It doesn’t stop at the kitchen sink.

(805) 473-4530
On July 1, 2007 the City of
Grover Beach was required by the California State Water Resources Control Board, Waste Discharge Requirement Order2006-0003 to establish and implement a Fats, Oils and Grease Control (FOG) Program. The purpose of the program is to reduce the number of sewer pipe blockages affecting the sanitary sewer system, and to provide educational outreach to Food Service Establishments (FSE) relating to the proper disposal of fats, oils and greases generated on a daily basis.  Meat fats  Lard  Food Scraps  Dressing and Sauces  Baking Goods  Butter and Margarine  Shortening  Dairy Products What Can FSEs Do? In order to prevent sewer system overflows, you can follow a few inexpensive “Best Management Practices (BMP’s).” 1. Maintain your grease trap and/or interceptor properly and adhering to assigned cleaning frequencies identified in your FOG User Permit.

2. Keep all service records for cleaning/
pumping for three years.

3. Scrape grease and
food scraps into the trash prior to washing.

4. Do not put grease down the garbage disposal. Allow the grease to harden and dispose of it into the trash or dump the liquid grease into an approved grease barrel.

5. Be cautious of chemicals and additives (including
soaps and detergents) that claim to dissolve grease.

6. Contact us with any questions or concerns, we’re
here to help!
Why is this important? Everyday commercial kitchens produce large amounts of FOG. These by-products of cooking are not good for the health of your sanitary sewer system. Over time the fats, oils, and grease begin to adhere to the sides of sewer lines that connect to your establishment or the public sewer itself. Sewer System backups can cause:  Public health hazards  Public property damage  Expensive fines that may result in higher sewer bills.

Sewer backups may result in the closure of the your establishment until conditions are corrected. In order to prevent this , the City of Grover Beach has established a No Fee permitting and educational program to help you meet the new requirements Regulation: Effective July 1, 2007

Regulatory Compliance Schedule and Compliance Summary Recommendations The following sections describe these findings in detail and address future additions and updates the City is required to make to its SSMP. The table provided above is a summary and is not intended to replace the detailed findings and recommendations identified in the SSMP Audit Report.

The Sanitary Sewer System General Waste Discharge Requirements (SSSGWDRs) have been in place since 2006 with requirements for the City to develop and implement a SSMP since 2010. It is the expectation of the State Water Resources Control Board (SWRCB) that public agencies have comprehensive Sewer System Management Plans in place with associated plans and programs being implemented. Based on the fact that these regulatory requirements have been in place for over 10 years, these SSMP Audit Report recommendations should be implemented in an expedited time frame and should be included as updates to the SSMP to ensure compliance with the SSSWDR Orders as soon as possible.

The ongoing regulatory timeline required the City to conduct formal SSMP Updates every 5 years after this date (August 2014 & August 2019). The City completed one formal update in 2013, missing the requirement in 2019. It should be noted that an update occurred in 2018 but the version of this document (Rev 3) was never finalized and certified. The 2018 is currently in Draft format. After the 2021 Audit, the City should address findings and recommendations listed in the Audit Report, consider future plans for sewer operations and management and integrate these into an updated and certified SSMP.

SSMP Audits were required on a two-year interval by August 2 nd (2011, 2013, 2015, 2017,
2019, 2021). Audits were completed in 2011, 2013, & 2017 with the required 2021 Audit to be completed in 2021. The City is required to conduct their next Audit on or before August 2, 2023, for compliance with this regulatory timeline.

It should be noted that the City’s Sewer System Overflow (SSO) history shows a low incidence of SSOs when compared to State and Regional municipalities for Category 1, 2, & 3 SSOs as shown in the tables below. The volume of SSOs for Category 1, 2, & 3 SSOs are also low when compared to the average SSO volume experienced in State and Local Agencies of similar size.

The majority of the City’s SSO history (2010 – 2021) occurred between 2010 & 2018. The City has not reported a SSO since 2018. This can be attributed to the City’s operations and maintenance activities which are focused on minimizing SSO events.

1.0 Goal [SSSWDR D.13(i)]
SSSWDR D.13(i) states:

The goal of the SSMP is to provide a plan and schedule to properly manage, operate, and maintain all parts of the sanitary sewer system. This will help reduce and prevent SSOs, as well as mitigate any SSOs that do occur.

Section D.13(i): The 2018 SSMP includes four (4) goals. There was no evidence provided at the time of this Audit that these goals are being assessed as evidence that the City is meeting the Goals outlined in this Element. These Goals should be assessed as part of Element 9:

Monitoring, Measurement and Program Modification.

Sufficiency: Substantial Compliance
Reference: 2018 SSMP
Findings: The City has four (4) goals, but they do not provide specific and measurable metrics to ensure and demonstrate the proper management, operation, and maintenance of the sanitary sewer system.

Recommendation: The City should consider updating its goals to be specific to the City sewer system and SSMP implementation. Goals should be measurable and assessed as part of Element 9: Monitoring, Measurement and Program Modification.

2.0 Organization [SSSWDR D.13(ii)]
SSSWDR D.13(ii) states:

The SSMP must identify:
(a).The name of the responsible or authorized representative as described in Section J of this Order;
(b).The names and telephone numbers for management, administrative, and maintenance positions responsible for implementing specific measures in the SSMP program. The SSMP must identify lines of authority through an organization chart or similar document with a narrative explanation; and (c). The chain of communication for reporting SSOs, from receipt of a complaint or other information, including the person responsible for reporting SSOs to the State and Regional Water Board and other agencies if applicable (such as County Health Officer, County Environmental Health Agency, Regional Water Board, and/or State Office of Emergency Services (OES)).

SSSWDR J states:

All applications, reports, or information shall be signed and certified as follows:
(i). All reports required by this Order and other information required by the State or Regional Water Board shall be signed and certified by a person designated, for a municipality, state, federal or other public agency, as either a principal executive officer or ranking elected official, or by a duly authorized representative of that person, as described in paragraph (ii) of this provision. (For purposes of electronic reporting, an electronic signature and accompanying certification, which is in compliance with the Online SSO database procedures, meet this certification requirement).
(ii). An individual is a duly authorized representative only if:
(a).The authorization is made in writing by a person described in paragraph (i) of this provision; and
(b).The authorization specifies either an individual or a position having responsibility for the overall operation of the regulated facility or activity.

Finding: Section D.13(ii)(a): The name of the responsible and authorized representative, Greg Ray, is provided in the SSMP.

Gabriel Munoz-Morris was recently added as a LRO in CIWQS and should be integrated into the updated SSMP.

Conclusion: The section above is in compliance with the above requirement. See recommendations below.

Finding: Section D.13(ii)(b): The names for management, administrative, and maintenance positions responsible for implementing specific measures in the SSMP program are included in SSMP Element 2: Organization and SSMP Appendix.

The SSMP states which positions are responsible for each SSMP Element and which City positions are responsible for implementing each SSMP Element.

Lines of authority are presented in SSMP Appendix but should be reviewed for accuracy.

SSMP Element 2: Organization should be updated to provide the roles and responsibilities of applicable staff with SSMP related responsibilities.

The names and titles of the Mayor and City Council Members found in Table 2-2 and Appendix B of this Element do not match the names and titles of the current Mayor and Council. This list needs to be updated to list the correct names and position titles of the City Council Members.

Conclusion: The section above is in partial compliance with the above requirement. See recommendations below.

Finding: Section D.13(ii)(c): A chain of communication for reporting sanitary sewer overflows (SSOs) is provided in the 2018 SSMP. Figure 2-1 requires updating to identify the current Public Works Supervisor.

Conclusion: The section above is in partial compliance with the above requirement. See recommendations below.

Element 2 Sufficiency: Partial Compliance
Reference: 2018 SSMP, Appendix 2A; CIWQS Facility At-A Glance Report (June 2021) Findings: The City’s account in CIWQS shows Greg Ray and Gabriel Munoz-Morris as LROs.

Table 2-2 and Appendix 2A should be updated to provided current staff and Council positions and responsibilities.

Recommendation: SSMP Element 2 and associated appendices need to be updated to include all the names and telephone numbers of all City and Contract Staff responsible for implementing the SSMP, identify which positions are responsible for implementing each SSMP Element, and correctly list the current City Council Members. The Chain of Communication section of SSMP Element 2: Organization needs to be updated with the current City contacts and phone numbers and contact information for police dispatch, SSLOCSD, and RWQCB staff.

3.0 Legal Authority [SSSWDR D.13(iii)]
SSSWDR D.13(iii) states:

Each Enrollee must demonstrate, through sanitary system use ordinances, service agreements, or other legally binding procedures, that it possesses the necessary legal authority to:
(a).Prevent illicit discharges into its sanitary sewer system (examples include I/I, storm water, chemical dumping, unauthorized debris and cut roots, etc.); (b).Require that sewers and connections be properly designed and constructed; (c). Ensure access for maintenance, inspection, or repairs for portions of the lateral owned or maintained by the Public Agency;
(d).Limit the discharge of fats, oils, and grease and other debris that may cause blockages; and
(e).Enforce any violation of its sewer ordinances.

Finding: Section D.13(iii)(a): Illicit discharges, such as storm water, debris, chemicals, waste, concrete, debris that obstruct, etc., are addressed in the Grover Beach Municipal Code, Article VII, Chapter 1, Part 6 – Standards and Regulations for Quality of Sewer Discharge.

Conclusion: The section above is in compliance with the above requirement. See recommendations below.

Finding: Section D.13(iii)(b): Proper design and construction of private connections are addressed in the following Grover Beach Municipal Code, Article VII, Chapter 1, Parts:
▪ Part 3 – House Sewers General Regulations and Materials ▪ Part 4 – General Rules
▪ Part 5 – Main Extensions and in the City’s 2007 Standards and Specifications.

Conclusion: The section above is in compliance with the above requirement. See recommendations section below.

Finding: Section D.13(iii)(c): The City does not own and, therefore, does not require access to maintain or repair any portion of a lateral. The City ensures access for inspection for portions of the lateral owned or maintained by a resident or business in the Grover Beach Municipal Code, Article VII, Chapter 1, Part 4, Section 7153: Investigative Powers.

Conclusion: The section above is in compliance with the above requirement. See recommendations section below.

4.0 Operation and Maintenance Program [SSSWDR D.13(iv)] SSSWDR D.13(iv) states:

The SSMP must include those sections listed below that are appropriate and applicable to the Enrollee’s system:
(a).Maintain an up-to-date map of the sanitary sewer system, showing all gravity line segments and manholes, pumping facilities, pressure pipes and valves, and applicable storm water conveyance facilities;
(b).Describe routine preventive and operation and maintenance activities by staff and contractors, including a system for scheduling regular maintenance and cleaning of the sanitary sewer system with more frequent cleaning and maintenance targeted at known problem areas. The Preventative Maintenance (PM) Program should have a system to document scheduled and conducted activities, such as work orders;
(c). Develop a rehabilitation and replacement plan to identity and prioritize system deficiencies and implement short-term and long-term rehabilitation actions to address each deficiency. The program should include regular visual and TV inspections of manholes and sewer pipes, and a system for ranking the condition of sewer pipes and scheduling rehabilitation. Rehabilitation and replacement should focus on sewer pipes that are at risk of collapse or prone to more frequent blockages due to pipe defects. Finally, the rehabilitation and replacement plan should include a capital improvement plan that addresses proper management and protection of the infrastructure assets. The plan shall include a time schedule for implementing the short- and long-term plans plus a schedule for developing the funds needed to the capital improvement plan; (d).Provide training on a regular basis for staff in sanitary sewer system operations and maintenance, and require contractors to be appropriately trained; and (e).Provide equipment and replacement part inventories, including identification of critical replacement parts.

General Finding:

This Element of the SSMP is incomplete and in draft form. As a result, it is difficult to assess the plan the City has for Operations and Maintenance of the system.

Finding: Section D.13(iv)(a): All sewer assets and appurtenances are identified in the collection system map referenced in the 2018 SSMP. A sewer system map was reviewed at the time of the audit. A method for tracking updates to the City’s maps was identified in the SSMP however it was unclear if the City sewer maps receive physical updates or if the current map set is accurate to include areas of the collection system discovered in the field or that may have been upgraded. Storm Water conveyance maps are included in the SSMP and are available for City staff to reference in the event of a SSO. A revision record should be utilized to identify when sewer and storm water assets are added, repaired or upgraded. These maps will provide Sewer System Management Plan – Revision 3

maintenance staff with an easy reference to identify sewer and storm water conveyance facilities that may be impacted by and SSO.

Conclusion: The section above is in substantial compliance with the above requirements. See recommendations section below.

Finding: Section D.13(iv)(b): The 2018 City SSMP summarizes goals and Routine Preventative Operation and Maintenance (O&M) activities in this section. O&M relating to; sewer line cleaning, CCTV inspections, and manhole inspections are performed by City staff and by contractors.

The SSMP discusses a year-round pipeline maintenance program for system wide sewer line cleaning is on an annual basis to be instituted in 2018. Annual sewer line cleaning activities have historically been performed by contract staff. At the time of this audit, there was no evidence that annual cleaning schedule is being conducted. Evidence of a formal schedule and records for annual cleaning was not available. City staff does complete quarterly Hot Spot/High Maintenance Area cleaning utilizing a trailer mounted jetter. Records for these cleaning activities were reviewed during the Audit.

The SSMP states that the City’s three (3) Lift Stations are inspected 5 days a week by City Staff and that pump hours and observed conditions are entered in a lift station log. The SSMP discusses a lift station checklist, scheduled inspections, maintenance for specific components of these stations however there was no schedule or maintenance records presented at the time of the audit.

Future revision to the SSMP should include; a schedule for maintenance, lift station checklist and work order forms in this appendix.

Manholes receive an informal inspection during routine sewer line cleaning. Manhole inspection forms are not generated as a result of these informal manhole inspections. Serious conditions are documented on a City Incident Report for future maintenance or rehabilitation. There were no formal records demonstrating manhole inspections had occurred in the past 2 years at the time of this audit.

A formal schedule and tracking system should be developed for sewer line cleaning and manhole inspections. Manhole inspection forms should be developed in conjunction with routine sewer line cleaning and incorporated into the inspection process to track flow conditions and the physical condition of each manhole. Examples of sewer line cleaning, manhole inspections and maintenance records should be included in the SSMP.

Conclusion: The section above is in marginal compliance with the above requirements. See recommendations section below.

Finding: Section D.13(iv)(c): The 2018 SSMP states that the City plans to perform a complete video survey of the sewer system in 2017/18 which will be the basis for identification of future sewer line rehabilitation and replacement projects. Furthermore, the SSMP states that CCTV information will be analyzed, and the results will be included in 2018/19 with a CIP Plan include in the SSMP in 2019.

Sewer System Management Plan – Revision 3
Audit Report by Wallace Group
City of Grover Beach
August 2021

Page 18 of 38 ends

City records show CCTV was performed on approximately 50% of sewer lines as of July 2021.

Staff reports that this information is pending assessment. A Capital Improvement Plan and schedule was identified in the City’s 2022 Budget/Capital Improvement Plan for sewer rehabilitation and replacement projects forecasted between 2022 and 2026. This plan allocates $6.6 million dollars for sewer lines within the City service area. The City is also planning to allocate $450,000 for three (3) Lift Station rehabilitation projects between 2022 and 2026. It is unclear if these projects are a result of CCTV investigations as a formal summary of CCTV reports or ranking of defects were not available at the time of this audit. Records demonstrating a formal plan and schedule to conduct CCTV inspections and assess sewer line deficiencies were not available for review. This section should be updated to include a CCTV analysis and summary of planned projects identified as a result of identified defects.

The City SSMP references a Sewer Master Plan (SMP) conducted in 2006 as addressing most of the requirements in this section. This Master Plan provides an assessment of the City’s sewer system; lift stations, force mains, manholes, and sewer line (capacities). CCTV inspections were not conducted as part of the 2006 Master Plan. A Capital Improvement Plan organized in three phases was developed based on the results of the Master Plan. City staff reports that these projects were completed prior to 2013.

This section should be updated to document specific projects planned between 2022 and 2026, based on the newer SMP (2019) and updated annually to discuss the status of current and future projects identified by the City.

The City funds capital projects utilizing sewer user fees and existing Enterprise Fund reserves.

Based on a review of the 2022 Budget, it appears the City has a sewer reserve fund for capital improvements. A summary of City funding mechanisms and specific projects should be included in future SSMP revisions and updates.

The SSMP needs to be updated to discuss planned capital projects and funding mechanisms that meet the requirements of this section. A plan and schedule to conduct CCTV inspections and a system for ranking the condition of sewer pipes and scheduling rehabilitation and replacement needs to be developed and included in the SSMP.

Conclusion: The section above is in partial compliance with the above requirements. See recommendations section below.

Finding: Section D.13(iv)(d): The 2018 SSMP states that Staff receives extensive training in system operations and maintenance. Staff reports that training exercises for Lift Station Operations, Overflow Emergency Response Plan, SSO Response/Spill Prevention/Control, Sewer Jetter Training, and Safety. Records reviewed for Staff’s participation in these training sessions were limited at the time of this audit.

Training procedures for collection system operations, maintenance, and monitoring were not available at the time of this audit. Development of SOPs are discussed in the 2018 SSMP, for completion by September 2018. Procedures should be developed for O&M activities that are specific to the City sewer system and training should be conducted annually at a minimum or when conditions require more frequent training. All training should be documented.

Conclusion: The section above is in marginal compliance with the above requirements. See recommendations section below.

Finding: Section D.13(iv)(e): A list of current collection system critical parts and equipment was provided for maintaining City sewer lines, lift stations, and manholes in Appendix 4I of the SSMP.

The City should review the list of critical parts and equipment for all assets and equipment used in the sewer system and attach a vendor and/or contractor list with contact information for parts, equipment and services that are not easily or reasonably stocked or maintained by the City.

Include an updated list in the next update to this SSMP.

Conclusion: The section above is in compliance with the above requirements. See recommendations section below.

Element 4 Sufficiency: Partial Compliance
Reference: 2018 SSMP and Appendices, City Sanitary Sewer Master Plan (SMP): 2006, 2019 SMP, City Critical Parts and Equipment List, City List of Hot Spots, Capital Improvement Budget 2022, 2021 CCTV Data.

Findings: The 2018 SSMP Element 4: Operation and Maintenance Program has the following deficiencies:
▪ This Element of the SSMP is incomplete (in Draft Form) and should be updated. ▪ The preventative maintenance program is not being implemented as described in the SSMP. Annual cleaning and inspection objectives are not being met. There is no formal process to conduct and document regular manhole inspections and line cleaning. ▪ Lift Station O&M activities and preventative maintenance schedules are not presented or documented in the City SSMP.
▪ The CCTV schedule, how the pipeline segments are assessed, and the plan for rehabilitation and/or repair of those pipeline segments have not been implemented as discussed in the SSMP.
▪ Existing and planned sewer capital projects and rehabilitation efforts that meet the requirements of the Rehabilitation & Replacement Program should be referenced and included in the SSMP. If additional projects have been identified or are in the process of being identified they should be described and referenced in the SSMP. ▪ City records do not demonstrate that a formal training program has been developed as described in the SSMP. Future updates should include a training schedule, procedures, and records to demonstrate City staff is receiving formal training on O&M activities specific to City sewer operations.

Recommendation: Deficient sections of the O&M Program to be created and documented in the next SSMP revision include:

▪ Create and implement a formal plan and schedule that outlines sewer line cleaning and manhole inspections in routine and high maintenance areas. Create a tracking system and record for these areas as they are maintained. (Records are required to be maintained for 5 years for compliance with the SSSWDR). Include examples of these records in the updated SSMP. Include the work order form and other log and inspection templates included in the 2018 SSMP in the appendix of the updated SSMP. ▪ Utilize the manhole inspection form included in the appendix of the SSMP to conduct formal inspections and include a section on the City Sewer Line Cleaning Log for routine manhole observations.
▪ Develop a formal Rehabilitation and Replacement (R&R) Plan that incorporates CCTV sewer line condition assessments and future manhole inspection data. Create a proposed short- and long-term CIP completion schedule and document in a table which projects were initiated and/or completed. Update this table as additional projects are completed and/or added as a result of future City investigations. Provide a summary of how these projects will be funded.
▪ Sections of the 2006 Sewer Master Plan (SMP) or recent 2019 SMP (not referenced in the 2018 SSMP) that can be used to meet the requirements of the Rehabilitation & Replacement Program should be referenced and included in the SSMP. ▪ Review existing critical parts and equipment list and contacts for the operation and maintenance of City sewer assets and update as applicable. If some parts and equipment are not planned to be stocked by the City, document the vendors for these items and contact information. If equipment is available through mutual aid agreements with neighboring agencies or through contract services, document/reference these agreements in the SSMP. Track quantities of parts and equipment in stock and replace to keep a rolling stock for future use.
▪ Develop training procedures specific to City O&M activities and train on these procedures annually. A sample list of Collection System O&M Procedures attached to the Audit for an idea of potential procedures. The City should provide evidence that contractors are trained for specific O&M activities and Emergency Operations they perform for the City and that they are aware of City collection system procedures.

Maintain documentation of this training.

6.0 Overflow Emergency Response Plan [SSSWDR D.13(vi)]
SSSWDR D.13(vi) states:

Each Enrollee shall develop and implement an overflow emergency response plan that identifies measures to protect public health and the environment. At a minimum, the plan must include the following:
(a).Proper notification procedures so that the primary responders and regulatory agencies are informed of all SSOs in a timely manner;
(b).A program to ensure appropriate response to all overflows; (c). Procedures to ensure prompt notification to appropriate regulatory agencies and other potentially affected entities (e.g. health agencies, Regional Water Boards, water suppliers, etc.) of all SSOs that potentially affect public health or reach the waters of the State in accordance with the MRP. All SSOs shall be reported in accordance with this MRP, the California Water Code, other State Law, and other applicable Regional Water Board WDRs or NPDES permit requirements. The SSMP identifies the officials who will receive immediate notification; (d).Procedures to ensure that appropriate staff and contract personnel are aware of and follow the Emergency Response Plan and are appropriately trained; (e).Procedures to address emergency operations, such as traffic and crowd control and other necessary response activities; and
(f). A program to ensure that all reasonable steps are taken to contain and prevent the discharge of untreated or partially treated wastewater to waters of the United States and minimize or correct any adverse impact on the environment resulting from the SSOs, including such accelerated or additional monitoring as may be necessary to determine the nature and impact of the discharge.

Finding: Section D.13(vi): The City SSMP gives a general summary of City’s Overflow Emergency Response Program (OERP). The appendix of the SSMP has a placeholder for the physical OERP and associated Emergency Response Procedures, however these materials are not included as o the date of this Audit. This plan requires additional development to address all the requirements for an OERP; specifically, written procedures to address requirements (a) – (f) in SSMP Element 6 of the SSSWDR and Amended 2013 Monitoring and Reporting Requirements.

Finding: Section D.13(vi)(a): Section A of the City OERP includes the City’s Notification Procedure. This procedure discusses how the City is notified of a SSO and how staff is dispatched to a SSO through the Police Dispatch Center. There is discussion of how regulatory agencies are informed of a SSO in a timely manner. Spill classifications, notification timeframes and regulatory agency contact information are in compliance with current 2013 Monitoring and Reporting Requirements. There are some areas highlighted that should be reviewed and confirmed for an updated and certified SSMP.

7.0 FOG Control Program [SSSWDR D.13(vii)]
SSSWDR D.13(vii) states:

Each Enrollee shall evaluate its service area to determine whether a FOG control program is needed. If an Enrollee determines that a FOG program is not needed, the Enrollee must provide justification for why it is not needed. If FOG is found to be a problem, the Enrollee must prepare and implement a FOG source control program to reduce the amount of these substances discharged to the sanitary sewer system. This plan shall include the following as appropriate:
(a).An implementation plan and schedule for a public education outreach program that promotes proper disposal of FOG;
(b).A plan and schedule for the disposal of FOG generated within the sanitary sewer system service area. This may include a list of acceptable disposal facilities and/or additional facilities needed to adequately dispose of FOG generated within a sanitary sewer system service area;
(c). The legal authority to prohibit discharges to the system and identify measures to prevent SSOs and blockages caused by FOG;
(d).Requirements to install grease removal devices (such as traps or interceptors) and the development of design standards for such devices, maintenance requirements, BMP requirements, record keeping and reporting requirements; (e).Authority to inspect grease producing facilities, enforcement authorities, and whether the City has sufficient staff to inspect and enforce the FOG ordinance; (f). An identification of sewer system sections subject to FOG blockages and establishment of a cleaning maintenance schedule for each section; and (g).Development and implementation of source control measures for all sources of FOG discharged to the sewer system for each section identified in (f) above.

Finding: Section D.13(vii): After the issuance of the SSSWDR, the City determined that FOG is an on-going problem in the sewer collection system and a FOG Program was needed. The City has over fifty (50) food service establishments (FSEs) in its service area.

In this Audit, the FOG Program presented in the 2018 SSMP was evaluated against the Section D.13(vii) requirements above. The effectiveness of the FOG Program is evaluated at the end of this section.

Finding: Section D.13(vii)(a): The City’s SSMP describes public outreach for FOG from its inception in 2007. The City is part of a Member Agency Group that contracts FOG Inspection services through the Wallace Group. Public education is conducted with FSEs during semiannual inspections each fiscal year. Literature is distributed to each FSE covering; best Sewer System Management Plan – Revision 3

Page 26 of 38 ends

management practices, certified grease hauler list, cleaning record forms, and no grease posters for display in FSE kitchens. Inspectors discuss program parameters and strategies to keep FOG from entering the sewer system during each inspection. Public education and outreach is documented for FSE’s within the City limits.

Residential outreach regarding FOG is discussed in the SSMP as being conducted through flyers at public meetings, information in billing statements, and door hangers for residential areas prone to FOG. These activities were performed and documented prior to 2011 as documentation for residential FOG education and outreach. City staff reports that HMAs related to FOG in residential neighborhoods are no longer necessary due to the majority of HMAs being caused by structural issues or root intrusion. In the event residential sections of the collection system do become problematic in the future, the City plans to use a residential door hanger to notify residents that they may be contributing to a potential line restriction or SSO due to FOG contributions coming from their private sewer lateral.

The SSMP also discusses development of a FOG Web Page as a reference for residents and Commercial Facilities, demonstrating FOG Program Best Practices and links. A copy of the template for this webpage planned for upload to the City’s website in 2018 was reviewed in Appendix 7A. This webpage was not in service at the time of this audit.

Conclusion: The section above is in substantial compliance with the above requirement.

Finding: Section D.13(vii)(b): The 2018 SSMP states that information concerning how to dispose of FOG generated within the City’s service area is disseminated under the public FOG education program.

The SSMP includes a list of companies’ food service establishments may utilize for the collection and disposal of FOG in SSMP Appendix 7D.

Conclusion: The section above is in compliance with the above requirement.

Finding: Section D.13(vii)(c) – (d): The legal authority to prohibit discharges to the collection system and identify measures to prevent FOG-caused SSOs is provided in the Grover Beach Municipal Code. The 2018 SSMP gives a brief description of the Grover Beach Municipal Code to achieve the required legal authorities. The status of South San Luis Obispo County Sanitation District (SSLOCSD) Fats, Oils and Grease Control Program Ordinance No. 2008-01 provides additional FOG Program legal authorities. It was unclear at the time of the audit if the City had formally adopted this Ordinance providing these additional legal authorities which would help with City FOG Program management.

Conclusion: The City is in substantial compliance with the above requirements.

Finding: Section D.13(vii)(e): The City currently contracts the management and implementation of their FOG Control Program to the Wallace Group and implementation currently includes the issuance of a permit (control mechanism) to each FSE informing them of their requirements to manage their FOG as identified in City Municipal Code Article VII, Chapter 1, Part 6 Standards and Regulations for Quality of Sewer Discharge.

Based on the FOG files reviewed, which are organized by FSE, the last round of inspections was performed by Wallace Group contract staff in July 2021. Additional inspections will be conducted throughout the 2021/22 Fiscal Year.

FOG Files reviewed included:
▪ Taco Bell: 1500 West Grand Avenue
▪ AJ Spurs: 1520 West Grand Avenue
▪ Burger King: 1773 West Grande Avenue
▪ El Taco De Mexico: 791 West Grand Avenue
▪ Grover Beach FOG Control Program Master Inspection Spreadsheet A review of the City’s CIWQS Operations Report generated on July 12, 2016, shows the City has not experienced SSOs related to FOG between 2013 and 2016. This serves as an indication that the current FOG program is effective.

Conclusion: The sections above are in compliance with the above requirements.

Finding: Section D.13(vii)(f): The City SSMP states that it identifies sections of the collection system when and if they occur, which are subject to grease blockages and contains a cleaning maintenance schedule for these high maintenance areas (HMAs) as applicable. The City currently does not experience FOG related HMAs due to a successful FOG inspection program.

The only HMAs at the time of this audit are caused by root intrusion and pipeline defects.

Conclusion: The section above is in compliance with the above requirement.

8.0 System Evaluation and Capacity Assurance Plan [SSSWDR D.13(viii)] SSSWDR D.13(viii) states:

The Enrollee shall prepare and implement a capital improvement plan (CIP) that will provide hydraulic capacity of key sanitary sewer system sections for dry weather peak flow conditions, as well as the appropriate design storm or wet weather event. At a minimum, the plan must include:
(a).Evaluation: Actions needed to evaluate those portions of the sanitary sewer system that are experiencing or contributing to a SSO discharge deficiency. The evaluation must provide estimates of peak flows (including flows from SSOs that escape from the system) associated with conditions similar to those causing overflow events, estimates of the capacity of key system components, hydraulic deficiencies (including components of the system with limiting capacity) and the major sources that contribute to the peak flows associated with overflow events; (b).Design Criteria: Where design criteria do not exist or are deficient, undertake the evaluation identified in (a) above to establish appropriate design criteria; and (c). Capacity Enhancement Measures: The steps needed to establish a short- and long-term CIP to address identified hydraulic deficiencies, including prioritization, alternatives analysis, and schedules. The CIP may include increases in pipe size, I/I reduction programs, increases and redundancy in pumping capacity, and storage facilities. The CIP shall include an implementation schedule and shall identify sources of funding.
(d).Schedule: The Enrollee shall develop a schedule of completion dates for all portions of the capital improvement program developed in (a)-(c) above. This schedule shall be reviewed and updated consistent with the SSMP review and update requirements as described in Section D.14.

Finding: Section D.13(viii)(a): The City SSMP refers to the 2006 Sewer System Master Plan (2006 SMP) that evaluated physical and hydraulic conditions of the City sewer system. The 2006 SMP provided hydraulic evaluations of City: Lift Stations, Force Mains, and Gravity Sewer Lines. Hydraulic evaluations were conducted to model existing dry and wet weather conditions and future dry and wet weather conditions which represent “worst case scenario” flow conditions. This SMP identified several projects to correct capacity related issues in City sewer lines and at system lift stations. Three phases of projects were identified to correct these hydraulic deficiencies. These projects have been completed. A review of City records shows the few City SSOs occurring over the past 3 years were not caused by hydraulic restrictions.

The SSMP states the City is also completing additional investigations to identify and eliminate potential inflow and infiltration which may cause hydraulic problems within the system. CCTV investigations for the entire system are discussed to be completed in FY 2017/18 and that the results of these investigations will identify capacity deficient and defective areas of the system.

The City completed a more recent Sewer Master Plan (SMP) in 2019 which identifies areas of the system that have existing capacity deficiencies and areas that are projected to have capacity deficiencies in the future as a result of development. This information should be included in the next SSMP update. The update should include projects that address capacity deficiencies, project ranking system, schedule and sources of funding to complete these projects.

Conclusion: The section above is in partial compliance with the above requirements.

Finding: Section D.13(viii)(b-d): Design criteria were identified in the 2006 SMP and used in system modeling to assess the hydraulic conditions existing in the system. These criteria were used to make recommendations for hydraulic upgrades in City: Lift Stations, Force Mains, and Gravity Sewer Lines. Information from the 2019 SMP assigning design criteria should be included in the next update to the SSMP.

Conclusion: The section above is in partial compliance with the above requirements.

9.0 Monitoring, Measurement, and Program Modifications [SSSWDR D.13(ix)]
SSSWDR D.13(ix) states:

The Enrollee shall:
(a).Maintain relevant information that can be used to establish and prioritize appropriate SSMP activities;
(b).Monitoring the implementation and, where appropriate, measure the effectiveness of each section of the SSMP;
(c). Assess the success of the preventative maintenance program; (d).Update program elements, as appropriate, based on monitoring or performance evaluations; and
(e).Identify and illustrate SSO trends, including: frequency, location and volume.

Finding: Section D.13(ix)(a-c): The City created Table 9-1 and 9-2 as a guide to track SSMP Implementation and Management. At the time of this audit there was no evidence that the relevant information identified in this table was monitored or analyzed.

Conclusion: The section above is in marginal compliance with the above requirement. See recommendations below.

Finding: Section D.13(ix)(d): The City’s SSMP states that the City will review the Elements of the SSMP annually to check for necessary updates and/or revisions based on the assessments identified in subsections a-c. At the time of this audit there was no evidence these reviews occurred.

Conclusion: The section above is out of compliance with the above requirement. See recommendations below.

Finding: Section D.13(ix)(e): The 2018 SSMP does track the frequency, location, cause, and volume of SSOs. The SSMP states that SSO trends will be identified and illustrated as part of the SSMP and a SSO trending Table 9-3. The SSO tracking table should be updated to include information from 2018 - 2020. *
*It should be noted that the City has experienced a low number of SSOs over the past 4 years (1 SSO recorded in CIWQS) and is well below the State and Regional Averages for SSOs in both SSO occurrence and SSO volume. Based on this information, the City has minimal information to track and assess regarding SSOs over the course of the past 4 years.

Conclusion: The section above is in partial compliance with the above requirement. See recommendations below.

FATS, OILS & GREASE (FOG)
What is FOG?
FOG stands for Fats, Oils, and Grease. Did you know
that pouring fats, oils, and grease down the drain or
garbage disposal creates obstructions in underground
pipes and creates serious problems like blockages and
sewer overflows? In fact, FOG is one of the leading
causes of sewer overflows and blockages in the United
States.

When washed down the sink, grease sticks to the
insides of your sewer pipes (both on your property and
in the streets). Over time, grease buildup can clog an
entire pipeline, causing sewer overflows in your home
and neighborhood. The damage from overflows could
cost you thousands of dollars!
Here are some simple tips on how to prevent sewer overflows.  Do not pour cooking oil, greasy food, dairy products, or salad dressing down the drain.
 Use strainers in the sink drains to catch food scraps and other solids.  Do not use hot water and soap to try to wash grease down the drain. It will eventually cool and harden in the sewer lines.
 Pour cooled grease into a disposable container, cover with a tight-fitting lid and place in your freezer. Once contents are frozen, toss in the garbage.  Mix cooking oils with absorbent material such as coffee grounds or cat litter.

Place in tight lidded container and dispose of it in garbage.  Wipe or scrape food particles from pots, pans and dishes into the trash can prior to placing them in the sink for washing.
 Wipe excess fats and grease from pans with a dry paper towel and toss it in the garbage.

Clogged Sewer Line Caused by
FOG
(805) 473-4530
Many household cleaning products are labeled and marketed as disposable; many baby
hygiene products are
labeled both disposable and flushable.

While these products
may be marketed as a
convenience item in
this way, the truth is
that these household
wipes and cleaning towelettes have the ability to clog and stop up not only the sewer line on your property, but also can cause blockage and service problems in the public
sewer system and pump stations. Unlike toilet paper,
these products don’t break down once they are flushed.

They can cause blockages in your private service lateral, especially older pipelines that may have grease, roots, or other pre-existing sewer line
obstructions .

A repair of a private service
lateral can leave the homeowner with a nasty repair
bill. On a larger scale when
these products make their way into the
public sewer system they collect together
and cause clogs in the sewer main lines
and get tangled in pump stations requiring repair or replacement of equipment, potentially leading to a sanitary sewer
overflow.

The following items
should never be flushed
into the sewer system:
 Disinfecting wipes,
Baby wipes.
 Q-tips.
 Toilet cleaning pads.
 Mop or “Swiffer” type
refills.
 Paper towels.
 Moist towelettes.
 Any consumer item
that is not toilet paper.
