RE: New proposed sewer ordinance
AP#s 060-541-008; 060-547-004; 060-547-005; 060-547-012 Dear Grover Beach City Council
My name is Mike Frederick and my family’s company and myself own four units that would be affected by your new proposed ordinance. If passed this new ordinance will have a dire financial burden on us.

All our septic system are operating efficiently at this time, as they have for many years prior. With your fee costs, pumping, abandoning, connecting and asphalt repair, our costs could easyily be over $100,000.00, which would be difficult for us to recover in less than five years, not to mention the additional utility costs to our tenants which are all local contractors and business people.

I would like to request you consider altering your ordinance to require connection to sewer system at time of failure of systems, instead of allowing and permitting repairs.

Unfortunity I will not be able to attend the scheduled hearing on May 22 because I will be out of town.

One last thing, the letter identifies this meeting will be the second reading of the ordinance and yet this is the first notification I have received.

Sincerely
Mike Frederick

Subject: Sanitary Sewer Connection Program
Dear Mayor Bright, Council Members,
I represent Marlene Logan, Owner of two properties on Highland Way. I handle property management responsibilities for these properties on her behalf. One of them is within 200 feet of new city sewer laterals, and the other is not. As a result, if/when the proposed ordinance is enacted, she will be forced to pay for connection to the system. While we see the value of being on the city sewer line, the cost of connecting to this service, given the lack of choice by the property owner, seems excessive. By staff's estimate, over half of the cost to connect to the city system is in permit and connection fees. We are proposing the city either waive the city portion of the permit fee, or substantially reduce it, allowing the required work to be a bit more affordable. Hopefully the city representative on the SSLOCSD can convince that organization to offer a similar accommodation to affected property owners.

The staff report also says that connecting to the new system is a "request.." I suggest  the city create an incentive to encourage compliance with a significant fee reduction for prompt compliance. Again, the septic system serving the property has worked satisfactorily for many years. Being forced to connect to the new sewer laterals is expensive. Please recognize that this poses a real financial challenge to many of the affected property owners.

Thank you for your attention to this request.

Attention Georgia Ray, City of Grover Beach. City Council of Grover Beach.

We have been the owners of 989 S. Grover Beach, Ca., for thirty years. We are retired and in our eighties, and on a fixed income. We would prefer not to take on this sewer project and its added expence.

Our septic system continues to serve us well. We also feel overwhelmed with our part of getting the "new" city sewer collection system connected and it's cost.

Please consider this and do your best for us,
Ron and Evangeline France
