Agenda Item No. 13

CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: June 26, 2023 FROM: Matthew Bronson, City Manager
PREPARED BY: Wendi Sims, City Clerk
SUBJECT: Appointment to the Parks, Recreation, and Beautification Commission

RECOMMENDATION
Confirm and approve Mayor Bright’s recommendation and adopt the Resolution to appoint C.J.

Vigil to fill the vacated four-year seat which will expire on May 31, 2027. Upon adoption of the Resolution, it is further recommended that Parks, Recreation, and Beautification Commissioner Vigil be introduced to the City Council and members of the audience.

BACKGROUND
There are two vacancies on the Parks, Recreation, and Beautification Commission (PRBC) due to the recent resignations of Zach Zimmerman who was appointed to the City Council on April 24, 2023 and whose term expires on May 31, 2024, and of former Commissioner Jeff Al-Mashat who indicated that he would not seek another term on the PRBC after his term expired on May 31, 2023. Staff advertised the PRBC vacancies with press releases in the local newspapers and on social media, notices on the City website, government cable access Channel 20, and posted notices on the bulletin board located at City Hall.

An Advisory Body Screening Committee comprised of Mayor Bright, PRBC Chair Dee and Deputy City Manager/Interim Parks and Recreation Director Eriksson conducted an interview on June 20, 2023. There was only one qualified applicant who applied, and he was advised that the Council would be requested to confirm and approve Mayor Bright’s appointment at tonight's meeting. At the conclusion of the interview, Mayor Bright decided to recommend for Council approval the appointment of C.J. Vigil to the four-year term of office scheduled to expire on May 31, 2027. The Commissioner will begin serving his new term at the next scheduled PRBC meeting.

FISCAL IMPACT
There is no fiscal impact with the recommended action.

ALTERNATIVES
The City Council has the following alternatives to consider:

1. Accept and confirm Mayor Bright’s recommendation and adopt the Resolution to appoint C.J. Vigil to fill the vacated four-year seat which will expire on May 31, 2027;

2. Provide alternative direction to staff.
