Agenda Item No. 9
CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: June 26, 2023 FROM: Matthew Bronson, City Manager
PREPARED BY: Karla Mattocks, Human Resources Analyst
SUBJECT: Authorization to Establish and Set the Salary Schedule for the Public Works Superintendent Job Classification
RECOMMENDATION
Adopt the Resolution to establish the Public Works Superintendent job classification and amend the Classification and Compensation Plan to set the salary schedule for the position.
BACKGROUND
The City of Grover Beach recently completed a comprehensive organizational assessment which focused on identifying priority service objectives, opportunities for improving organizational structure and providing recommendations to achieve required levels of service. The results of this assessment indicate that there is a significant management and leadership gap within the Public Works Department due to the absence of a maintenance superintendent position. This lack of managerial capacity within the department has resulted in a reactive approach to the work load within the Maintenance Division and without a more strategic approach to ensure that the department has appropriate equipment, staffing, and structure to complete work programs.
Looking ahead, there is a need for greater oversight and a more comprehensive strategy to prepare for current work programs and the anticipated additional workload that the department will face in coming years. In addition, the recent retirement of two long-time employees in the Maintenance Worker II and Maintenance Worker III classifications has highlighted the need for defined standard operating procedures in addition to structured training and development programs that assist staff with career progression and to prepare for succession planning within the department.
Given this assessment and the increase in critical work programs, staff is recommending the creation of a Public Works Superintendent job classification. This classification is distinguished from Public Works Supervisor classification in that the Public Works Superintendent will provide more strategic support in the areas of budget development, workload planning, and training and development. This will improve efficiencies and drive successful outcomes for the Public Works Department.
