Agenda Item No. 9
CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: July 24, 2023 FROM: Matthew Bronson, City Manager
PREPARED BY: Karla Mattocks, Management Analyst/Human Resources SUBJECT: Resolution to Establish the Job Classification and Salary Schedule of Community Services Supervisor and Remove Job Classification of Parks and Recreation Program Director
RECOMMENDATION
Adopt the Resolution to establish the job classification and set the salary schedule of Community Services Supervisor and remove classification of Parks and Recreation Program Director.
BACKGROUND
The City recently reviewed the structure and staffing of the Parks and Recreation Department as part of a citywide organizational assessment and upon the retirement of the previous department director. After assessing the department’s work program and needs, staff believes that the City’s needs would be better met by incorporating the three-person Parks and Recreation function as a program of the City Management Department. This program would also be retitled as “Community Services” given the heavy programmatic focus on community events and activities. Park facilities would continue to be maintained by the Public Works Department and the Parks, Recreation, and Beautification Commission would continue as an advisory body to the City Council with staff coordination by the City Management Department.
Related to this organizational change is a recommended reclassification of the vacant Parks and Recreation Program Director position to Community Services Supervisor, which will better align with the operational needs of the program. This position, which will report to the Deputy City Manager, will have greater capacity to develop a Parks Master Plan, develop a fee study to assess parks facility rental and recreational program fees, develop a robust and organized volunteer program, coordinate with neighboring cities on recreational program offerings and to provide higher-level special event planning and coordination. The position will oversee the existing Recreation Coordinator (which will be retitled as Community Services Coordinator) and Administrative Assistant positions.
The Community Services Supervisor will have the expertise and skills necessary to design and execute engaging activities, ensuring that our community programs remain relevant, enjoyable, and responsive to the evolving needs of the community. This role will assist the City in delivering high-quality programs and events for our residents and others to enjoy. Salary research has been conducted to establish the pay range based on similar positions within comparable cities and the following salary schedule has been established:

Pending Council approval of this new job classification, staff will begin recruiting for this vacant position in order to fill the position by the fall. In the interim, the Deputy City Manager is overseeing this program with a near-term focus on finishing the implementation of the Summer Concert Series and planning for upcoming holiday events.
FISCAL IMPACT
The recommended action will result in estimated General Fund cost savings of approximately $50,000 given the change in position level from Director to Supervisor. The budget for this program will be brought into the City Management Department later this fiscal year as part of the implementation of the new Enterprise Resource Planning system.
ALTERNATIVES
The Council has the following alternatives to consider:
1. Adopt the Resolution to establish the job classification and set the salary schedule of Community Services Supervisor and remove classification of Parks and Recreation Program Director; or
2. Do not adopt the Resolution; or
3. Provide alternate direction to staff.
PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.
