MINUTES
SPECIAL CITY COUNCIL MEETING
TUESDAY, SEPTEMBER 5, 2023
CALL TO ORDER Mayor Bright called the meeting to order at 6:00 p.m. in the City Hall Council Chamber, 154 South Eighth Street, Grover Beach, California.
ROLL CALL
City Council: Council Members Daniel Rushing, Clint Weirick, Zach Zimmerman, Mayor Pro Tern Robert Robert, and Mayor Karen Bright were present.
City Staff: City Manager Matthew Bronson, City Attorney David Hale, Assistant City Manager Kristin Eriksson, City Clerk Wendi Sims, Administrative Services Director Deanne Purcell, and Acting Public Works Director/City Engineer Gabriel Munoz-Morris were also present.
PUBLIC COMMUNICATIONS
The Mayor opened the floor to any member of the public for comment on any items listed on the agenda.

No one else responded and the Mayor closed the Public Communications segment for this portion of the meeting.
WORKSHOP
1. Utility Rate Study Workshop
Mayor Bright read the title to the foregoing item and deferred to staff for a report.
Administrative Services Director Purcell introduced Tuckfield & Associates Consultant Clayton Tuckfield who gave a PowerPoint presentation.
Mayor Bright invited public comment on this matter. No public comments were received and the Mayor closed public comment.
Action: Council Received the Utility Rate Study Findings and gave staff direction to proceed with the Proposition 218 noticing process.
ADJOURNMENT
There being no further business to come before the City Council, Mayor Bright adjourned the meeting at 6:52 p.m.
