Agenda Item No. 11
CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: January 22, 2024 FROM: Matthew Bronson, City Manager
PREPARED BY: Karla Mattocks, Human Resources Officer
SUBJECT: Resolution to Establish the Job Classification of Community Services Coordinator and Remove Job Classifications of Recreation Coordinator and Public Works Maintenance Specialist.
RECOMMENDATION
Adopt the Resolution to establish the job classification of Community Services Coordinator and remove classifications of Recreation Coordinator and Maintenance Specialist.
BACKGROUND
The City of Grover Beach recently brought the operations of the Parks and Recreation Department under the administration of the City Manager’s Office as the Community Services Program with direct oversight by the Assistant City Manager, pursuant to recommendations made by the City’s recent Organizational Assessment. The position of Parks and Recreation Program Director was converted to Community Services Supervisor on July 20, 2023. Minor changes are now being recommended to convert the position of Recreation Coordinator to Community Services Coordinator to better align the title and duties with this program. The Community Services Coordinator will report to the Community Services Supervisor. No changes are being made to the salary schedule for the retitled position.
In addition, the Maintenance Specialist position within the Public Works Department has recently been vacated and is recommended to be removed as there is no longer a business need for this separate position as the duties lie within the scope of the Maintenance Worker I job classification.
The department has need for more flexibility among the maintenance staff and is currently underfilling the Maintenance Specialist position with a Maintenance Worker I. Converting the Maintenance Specialist position to a budgeted Maintenance Worker I will produce cost savings and will provide additional bandwidth within the department.
These changes were discussed with and supported by representatives of the Service Employees International Union, Local 620.
FISCAL IMPACT
There is an estimated cost savings of converting the Maintenance Specialist position to Maintenance Worker I of $10,976 for the remainder of FY 2023-24 and $21,951 annually.
