CI CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: March 25, 2024 FROM: Matthew Bronson, City Manager
PREPARED BY: Erin Wiggin, CIP Manager
SUBJECT: FY 2025-29 Capital Improvement Program Overview and Direction
RECOMMENDATION
Receive information on the draft Fiscal Year 2025-29 Capital Improvement Program (CIP) and provide direction to staff in finalizing the CIP.
BACKGROUND
The Capital Improvement Program (“CIP”) outlines planned expenditures for major capital projects over the next 5 years that cost $50,000 or more. The CIP provides details for projects to be funded, including their funding sources, schedules, and cost estimates. A significant portion of the CIP is dedicated to projects that advance the FY 2023-25 Council Goals of Street Maintenance and Complete Streets, Building and Facility Improvements, and Water Supply and Resiliency.
The FY 2025-29 CIP identifies 10 proposed projects for FY 2024-25 with a budget of approximately $19 million, which includes $8 million in new allocations and $11 million in carryover funds (detailed in Attachment 1). Staff developed this draft to address Council priorities and known infrastructure needs and is presenting it to Council as a draft for review and direction before the Council is asked to adopt a final version in June. Many capital projects span multiple fiscal years and have already expended funding on studies, permitting and/or design. The CIP also includes a list of projects completed in the past fiscal year, as well as projects in progress that will carry over into FY 2024-25.
The following summary provides information on key projects in each of the following five major CIP categories:
• Parks
• Public Buildings and Facilities
• Streets and Storm Drains
• Water
• Wastewater
Parks – Design for the Ramona Garden Park Project (CIP 1259) began in 2022 and is anticipated to be completed this fiscal year. Funding for construction is shown in the unfunded needs section at this time due to a reduction in General Fund contributions to the CIP and other anticipated funding needs. Staff recently submitted a grant application for a Community Development Block Grant (CDBG) for construction of Phases 1 (playground) and 2 (amphitheater) and the timing of receiving confirmation of success remains uncertain. However, another round of CDBG funding is anticipated to open in July which could be used to fund for construction of the remaining Phases 3 and 4.
Staff Report: FY 2025-29 Capital Improvement Program Overview and Direction Page 2 March 25, 2024
Public Buildings and Facilities – The City completed a Facilities Condition and Needs Assessment (FCNA, CIP 3004) and the findings were presented to Council in September 2023. The FCNA included a detailed analysis of City facilities, providing the City with an understanding of how well these facilities can meet the current and future needs of the organization and continue to deliver responsive services to the public. The findings and recommendations from this analysis provided budgetary comparisons for rehabilitation of the City’s aging facilities versus construction of new facilities which will be further discussed in the unfunded needs section. Additionally, the City is currently undertaking essential improvements at the Corporation Yard (CIP 3002) to address needs that could not be deferred until FY 2026-27. The CIP for FY 2024-25 includes funding for property acquisition to expand the Corporation Yard site (CIP 3002).
Streets and Storm Drains – The City has one Measure K-14 project currently under construction (CIP 2295-16) which includes portions of Front, Saratoga, 2nd, and Ramona. The next Measure K-14 project is ready to bid (CIP 2295-17) which includes N. 9th, and portions of Brighton, N. 11th, N. 12th and Ramona. However, this project has been postponed given a delay in a related sewer project caused by a potential repeal of the City’s water and wastewater rate structure. One phase of the Sidewalk Infill project (CIP 2274) was completed with CIP 2295-16 and the second phase will be delayed along with CIP 2295-17. Construction for the West Grand Avenue Streetscape Project (CIP 2287) was delayed from fall 2023 due to funding issues, but these issues were resolved and construction will start next month. Construction for North 4th Street improvement project (CIP 2285) will start after the West Grand Avenue Streetscape Project is completed.
While the Fiscal Year 2024-25 allocation for the Streets and Storm Drains category is lower than previous years, the carryover amount is significant due to the timing of the above projects. This is the single largest funded CIP category with over $10 million of carryover funding from FY 2023- 24 and $1.5 million in additional funding budgeted for FY 2024-25. The focus of this category for next fiscal year is major street repair along with a planned slurry seal light maintenance project on Measure K-14 streets and the start of an annual street maintenance project.
Water – A portion of the water line work for the last fiscal year was completed with street projects.
Most of the remaining water line projects programmed for FY 2024-25 will begin work next month, including the Water Main Valves (CIP 4007), Well Capacity Analysis (CIP 4008) and Reservoir Maintenance and Repairs (CIP 4391). The FY 2024-25 CIP continues to include a funding allocation for design engineering work necessary to support the Central Coast Blue recycled water project in support of the City’s water resiliency needs (CIP 4001). Staff would note that the estimated costs of the Central Coast Blue project have increased since the development of the draft CIP and would be reflected in the final CIP considered by the Council in June. Other projects for next fiscal year include design for the 16th Street Booster Pump Station Improvements (CIP 4015), an ongoing Water Meter Replacement Project (CIP 4270) and the next phase of Reservoir Maintenance and Repairs (CIP 4391).
Wastewater – Construction of a Sewer Upgrade Project (CIP 5002 upgrades to support current demand) has been delayed and is currently projected for FY 2024-25 if the City is able to finance the project with available wastewater funds. Design for a second sewer upgrade project, CIP 5010 (North 9th Street and Atlantic City to Ritchie Road and North 12th Street) will start next fiscal year.
The allocation for FY 2024-25 includes approximately $3.8 million, plus approximately $650,000 carryover funding from FY 2023-24 for the Oak Park Lift Station Rehabilitation (CIP 5005) and an annual Sewer Lining Project (CIP 5269).
Table 1 below summarizes the FY 2023-24 carryover and FY 2024-25 allocations identified for each CIP category with $19.1 million in total funding:
Staff Report: FY 2025-29 Capital Improvement Program Overview and Direction Page 3 March 25, 2024
Table 1
Project Category FY 23-24 Carryover FY 24-25 Allocation Parks $0 $0
Public Buildings and Facilities $0 $1,000,000
Streets and Storm Drains $10,155,000 $1,534,000
Water $175,000 $1,830,000
Wastewater $650,000 $3,840,000
Total $10,980,000 $8,204,000
Lastly, the CIP identifies over $60 million in unfunded capital needs in each of the five categories listed above. Examples of such unfunded needs include implementation of the Ramona Garden Park improvements ($6 million), Major Street Rehabilitation for additional streets ($17 million), Citywide Disability Access Improvements ($19 million), City Hall/Police Station improvements ($20 million) and a new Community Center ($5 million). As previously discussed, the FCNA provided costs for deferred maintenance and new construction. Based on these findings and associated costs, the Council has concluded that the optimal course of action is to proceed with plans for new construction (as opposed to rehabilitation of aging facilities) for City Hall, Police Station, and Community Center. The City will need to identify funding to include this work in upcoming CIPs.
Staff is seeking input and direction from the Council in finalizing the FY 2025-29 CIP. Lastly, staff recognizes the extent of this capital program workload and continually looks at ways to ensure the timely and effective delivery of these capital projects.
FISCAL IMPACT
The draft CIP identifies projects funded by eight different funding sources. As noted earlier, the information included in the draft is preliminary and subject to change, including the amount of funds budgeted in FY 2024-25. The following summary provides information on proposed allocation of funds for FY 2024-25 from each of the eight funding categories.
General Fund – $1,200,000 is identified for the Corporation Yard Project (CIP 3002), and an annual Street Maintenance (2250-1) project.
Gas Tax Fund - $75,000 is identified for work on major streets (CIP 2285). Gas Tax funding can be used for major street repairs, sidewalk repairs and infill, and pedestrian and traffic safety upgrades.
Local Transportation Funds (LTF) - $100,000 is identified for N. 4th Street (CIP 2285). LTF funds can be used for transportation system improvements, major street rehabilitation and pedestrian and traffic safety enhancements.

CAPITAL IMPROVEMENT PROGRAM
2025-2029
Executive Summary
The City’s Capital Improvement Program (CIP)
outlines a schedule of expenditures over the
ensuing five-year period (2025-2029). The CIP
does not address all of the capital expenditures
for the City, but provides for larger scale
infrastructure improvements, that are
permanent in nature, including transportation
systems, and municipal facilities.
Projects in this document must be in excess of
$50,000 with a useful life of at least ten years;
or a study of at least $50,000 that will lead to
such projects; or add to the value or capacity of
the infrastructure of the City. Projects that are
considered operational or routine maintenance
are excluded from this program.
The Capital Improvement Program proposes
project funding relative to the anticipated
availability of fiscal resources and the choice of
specific improvements to be achieved
throughout the five-year plan. The Projected
Revenue Summary on page 5 identifies
fourteen (14) revenue sources and their use by
year for FY 2025-2029.
The Expenditure Summary on pages 6 and 7
identifies project expenditures in the following
five categories:
Parks / Community Services
Street / Storm Drain
Public Buildings / Facilities
Water
Wastewater
The Expenditure Summary for FY 2024
indicates a total of $12,840,395 in spending
within the five project categories. Detailed
information regarding each identified project
can be found on pages 11 - 45. The
information provided includes a project
description, the current status of the project,
identified funding sources and the total
projected project cost.
As is often the case, funding needs identified in
the CIP exceeds the available funding. Page 46
shows a list of 22 capital needs identified at a
cost of approximately $79 million dollars that do
not have an established, secure source of
funding at this time. These identified needs will
be considered as potential funding sources are
identified.
Maximizing the City’s funding and addressing
rising costs incurred in maintaining and
rehabilitating infrastructure makes the process
of selecting capital projects to fund challenging.
There are several types of capital needs such
as construction of new, first-time improvements,
replacement of aged infrastructure that is at or
beyond its service life or large-scale capital
maintenance. In addition, studies related to the
City’s various infrastructure asset categories
are included in the CIP if the study will result in
future capital improvement projects.
