Agenda Item No. 3
CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: April 8, 2024 FROM: Matthew Bronson, City Manager
PREPARED BY: John Peters, Chief of Police
Jim Munro, Commander
SUBJECT: Agreement for Emergency Communication Services with San Luis Obispo County
RECOMMENDATION
Approve an agreement for 9-1-1 emergency communications dispatch services with the County of San Luis Obispo and authorize the Chief of Police to execute the agreement on behalf of the City.
BACKGROUND
On April 26, 2021, Council approved a five-year contract for services with the City of Pismo Beach for law enforcement dispatching services. The contract called for the City of Grover Beach (City) to pay for four full-time Dispatchers plus administrative costs associated with personnel management. The City’s average annual cost for these services was $562,000. Due to ongoing staffing issues and cost concerns including the cost of a new public safety building, the City of Pismo Beach reevaluated the associated costs for providing dispatching services to the City. The City of Pismo Beach determined they would need to increase staffing by two additional positions in order to meet the City’s dispatch needs and that the City’s funding for these services was insufficient to cover the costs of personnel management and communications center operations.
In January 2024, the City Managers and Police Chiefs for both cities met to discuss the dispatch service agreement. The City of Pismo Beach subsequently presented a cost proposal to the City increasing the annual costs by over $735,000 for a total estimated annual cost of $1.4 million.
Staff then met with San Luis Obispo County Sheriff’s Office staff to discuss the possibility of having the Sheriff’s Office provide emergency communication services to the City similar to services provided to Arroyo Grande and Morro Bay. After discussions, the Sheriff’s Office provided the City with a proposal for dispatch services for an estimated average annual cost of $672,398 until June 30, 2026. A subsequent agreement would be completed prior to June 2026, to continue services after the initial contract expiration. The subsequent contract would put the City on the same services contract schedule as the cities of Arroyo Grande and Morro Bay.
After the meeting with the Sheriff’s Office, staff elected to terminate the communications services agreement with Pismo Beach with the required 180-day notice and begin the process of entering into a communications service agreement with the County of San Luis Obispo. Staff has worked with the San Luis Obispo County staff to draft the agreement (Attachment 2). This agreement has been reviewed and agreed to form by the respective legal counsels for the city and the county.
Staff Report: Agreement for Emergency Communication Services with San Luis Obispo County Page 2 April 8, 2024
The services proposed by the Sheriff’s Office will be for four dispatch personnel to provide 24- hour radio and telephone communications to the City’s Police Department. The police officers on duty will realize faster communications and information sharing with the police officers in Arroyo Grande and the Sheriff’s deputies that cover the South County area. The communications between on-duty Grover Beach police officers and Pismo Beach police officers will remain consistent to previous years. Overall, the public will not notice a difference in telephone communications when they call for service.
FISCAL IMPACT
For FY 2023-24, there will be an increase of $24,193 from the amount currently budgeted under the existing City of Pismo Beach agreement given training needs by Sheriff’s Office employees.
This cost difference will be absorbed within the Police Department budget. The FY 2024-25 cost will be $679,266, which is a $27,894 increase over the existing Pismo Beach agreement though $720,734 less than the Pismo Beach proposal to continue services from them. This FY 2024-25 cost will be included as part of the FY 2024-25 proposed budget.
ALTERNATIVES
The Council has the following alternatives to consider:
1. Adopt the Resolution as presented, thus authorizing the Chief of Police to sign an agreement for police department emergency communication services with the County of San Luis Obispo; or
2. Provide alternative direction to staff.
PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.
