SUBJECT: Introduction and First Reading of an Ordinance to Amend Article II (Administration), Chapter 5 (Parks, Recreation and Beautification Commission) of the Grover Beach Municipal Code to Change Regular Meeting Frequency
RECOMMENDATION
Conduct a first reading, by title only, and introduce the Ordinance to amend Article II (Administration), Chapter 5 (Parks, Recreation and Beautification Commission), Section 2505 of the Grover Beach Municipal Code (GBMC), to reduce the required frequency of regular meetings for the Parks, Recreation, and Beautification Commission to an every-other-month schedule; and schedule a public hearing for May 28, 2024 to provide a second reading and adopt the Ordinance.
BACKGROUND
The Parks, Recreation and Beautification Commission (PRBC) regular meeting schedule is regulated by the GBMC. In Article 2, Chapter 5, Section 2505, it states: “The Commission shall adopt rules and regulations to govern procedure and shall set a time for regular meetings which will be held at least once a month.” In recent years, nearly half of PRBC regular meetings have been canceled due to a lack of content for consideration. The required scheduling and cancelation of these meetings impacts Commissioners’ schedules and staff resources. Reducing the number of regular meetings may also increase future interest in the role of serving as a PRBC Commissioner by reducing the time commitment required. In addition, the City maintains the ability to schedule and hold special meetings if and when necessary.
At the February 15, 2024 PRBC meeting, the PRBC unanimously recommended staff change the required regular meeting frequency to an every other month schedule. The PRBC directed staff to bring items to the Council to consider the proposed Ordinance and suggest a schedule identifying which months where meetings will be held. Based on the timing of various items that regularly are considered by the PRBC, staff recommends that the PRBC meet on even months, beginning in June.
FISCAL IMPACT
A change in meeting frequency for the PRBC will have no direct fiscal impact.

ALTERNATIVES
The Council has the following alternatives to consider:
1. Conduct a first reading, by title only, and introduce the Ordinance to amend Article II (Administration), Chapter 5 (Parks, Recreation and Beautification Commission), Section 2505 of the Grover Beach Municipal Code (GBMC), to reduce the required frequency of regular meetings for the Parks, Recreation, and Beautification Commission to an everyother-month schedule; and schedule a public hearing for May 28, 2024 to provide a second reading and adopt the Ordinance; or
2. Provide alternative direction to staff.

BEACH, CALIFORNIA AMENDING SECTION 2505 (PROCEDURE) OF
CHAPTER 5 (PARKS, RECREATION, AND BEAUTIFICATION
COMMISSION) OF ARTICLE II (ADMINISTRATION) OF THE GROVER
BEACH MUNICIPAL CODE
WHEREAS, Grover Beach Municipal Code Article II, Chapter 5, Section 2505 regulates Parks, Recreation, and Beautification Commission (PRBC) regular meeting frequency; and
WHEREAS, the PRBC is currently required to hold regular meetings on a monthly basis; and
WHEREAS, PRBC meetings are routinely canceled due to a lack of agenda items for PRBC consideration; and
WHEREAS, a change in regular meeting frequency will not affect the ability of the PRBC to fulfill its roles and responsibilities; and WHEREAS, on February 15, 2024, the PRBC made a recommendation for Council to change the current PRBC monthly meeting schedule to a bi-monthly meeting schedule;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Grover Beach as follows:
Section 2505 (Procedure) of Chapter 5 (Parks, Recreation, and Beautification Commission) of Article II (Administration) of the Grover Beach Municipal Code is hereby amended to read as follows:
Sec. 2505. Procedure. The Commission shall adopt rules and regulations to govern procedure and shall set a time for regular meetings which will be held at least once on a bi-monthly basis.
