• PRBC regular meeting frequency is regulated by GMBC
Article 2, Chapter 5, Section 2505.
• Monthly regular meetings are currently scheduled on the third Thursday of each month.
Regular vs. Special Meeting

PRBC meetings must be prepared and published in accordance with the Brown act:
Publishing timelines:
• Regular Meetings: 72 hours public notice.
• Special Meetings: 24 hours public notice.
In addition, all canceled regular meetings require a notice of cancellation.

Number of canceled regular meetings and added special meetings:
2023: 7 canceled meetings, 2 special meetings
2018-2022: 29 canceled meetings, 5 special meetings
The PRBC has canceled approximately 6 regular meetings
annually along with scheduling 1 special meeting.
Benefits to a Change in Frequency

1. Would reduce use of City resources and time to hold or cancel unnecessary meetings.
2. Ability to add special meetings at any time to meet the needs of both the City and the commission.
3. No change in the role and/or the responsibilities of the commission.
4. A reduction in the demands of required meetings may increase the interest in future PRBC commissioner participation.
PRBC Recommendation

At the February 15, 2024 PRBC meeting, the PRBC
unanimously recommended staff change the required regular meeting frequency to an every other month schedule. The PRBC directed staff to bring an item to the Council to consider a proposed ordinance.

Conduct a hearing and second reading, by title only, and adopt an ordinance to amend Article II (Administration), Chapter 5 (Parks, Recreation and Beautification Commission) of the Grover Beach Municipal Code to change regular meeting frequency.
