CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: June 10, 2024 FROM: Matthew Bronson, City Manager
PREPARED BY: Nick Szamet, Administrative Services Director SUBJECT: FY 2024-25 Proposed Budget and FY 2024-29 Capital Improvement Program

RECOMMENDATION
Review the FY 2024-25 Proposed Budget and FY 2024-29 Capital Improvement Program and provide direction to staff to finalize the FY 2024-25 budget for adoption at the June 24, 2024 City Council meeting.

BACKGROUND
The Council adopted the FY 2023-25 two-year budget on June 26, 2023. The budget for the second year (FY 2024-25) was a projection and staff reviewed the projections in light of changing circumstances and requests to determine adjustments that are needed for this revised budget.

As a result of this review, staff has developed a Proposed Budget for FY 2024-25 with a total citywide budget of $35.2 million, including $18.4 million in the City’s General Fund, $6.7 million in Enterprise Funds (Water and Wastewater), and $1.5 million in Special Revenue Funds. The fiveyear Capital Improvement Program (CIP) includes $6.7 million in funding for capital projects which includes $3.5 million from the General Fund primarily in carry-over funds, $780,000 from Enterprise Funds, and $2.2 million in funding from the Regional Early Action Grant Program. The FY 2024-25 Revised Budget is a balanced budget with a nominal surplus that maintains current service levels and produces ending reserves higher than the Council policy goal of 25% to provide sufficient reserves for emergencies or unforeseen events or needs.

The City Manager’s Letter of Transmittal provides an executive overview highlighting major Council Goals and Priorities. The FY 2024-25 Proposed Budget provides for targeted investments to address Council Goals with a focus on the four Major City Goals: Economic Development and Community Promotion, Housing and Homelessness, Public Safety, and Street Maintenance and Complete Streets.

Although the City continues to navigate ongoing challenges in the macro-economic environment related to inflation and high interest rates, the City has a strong financial position that allows for continued investment to address community needs as identified by Council Goals for FY 2024-

25. Staff projects moderate growth to General Fund tax revenues, which comprise 81% of general revenues. Estimates are mostly on track with the five-year forecast presented to the Council in February. This includes the following five most significant general revenue sources:
• Sales Tax– the largest source of revenue, sales tax comprises 33% of general revenues.

Projections estimate growth of less than 1% over FY 2024-25 Budget. Estimates include $2.6 from Measure F-20 approved by voters in November 2020.

Staff Report: FY 2024-25 Proposed Budget and FY 2024-29 Five Year CIP Page 2 June 10, 2024

• Property Tax – the second largest source of general revenue at 32%, property tax estimates include projected growth of 4% in FY 2024-25. • Cannabis Tax – projected to grow 2% from $1.2 million to $1.22 in FY 2024-25, which is

0.5% more than FY 2023-24.
• Transient Occupancy Tax (TOT) – projected to grow by $286,000 in FY 2024-25 based on short-term rentals and increased hotel revenue due to the anticipated completion of a new hotel at 950 El Camino Real in early 2025.
• Franchise Fees – Franchise fees for FY 2024-25 are projected to be 13% over FY 2023- 24 for a total amount of $947,000 which includes an additional $100,000 in revenue for the installation of a new transoceanic fiber optic cable that has been delayed but is expected to be operational in FY 2024-25.

In terms of expenditures, the Proposed Budget includes a General Fund contribution of $600,000 for FY 2024-25 allocated to the City’s CIP. The Proposed Budget also provides a $250,000 General Fund contribution in FY 2024-25 to the City’s Equipment Replacement Fund to provide funding to replace aging equipment and clear a backlog of deferred maintenance. This brings the combined General Fund capital investment to $850,000 in FY 2024-25.

Given the City is in the second year of a two-year budget cycle and Council Goals were reaffirmed in February 2024 with no changes, the General Fund operating budget is largely a reflection of the budget prepared in the prior year. Additionally, staff continues to work with employee bargaining groups to negotiate new compensation agreements which will ultimately affect the FY 2024-25 budget when the agreements are brought forward to the Council for approval.

The Proposed Budget for FY 2024-25 represents continuing investment by the City to implement Council Goals and address community needs while maintaining sufficient reserves. The proposed General Fund budget for FY 2024-25 is balanced with a small surplus of approximately $60,000 and ending reserves of approximately 31% of operating expenses. Staff recognizes Council’s imperative for fiscal prudence given continuing uncertainty in national and regional economy. The budget presented ensures reserves are available for the financial strength of the City while continuing efforts to make Grover Beach a highly desirable place to live and do business.

Council Direction
Following the Proposed Budget presentation, staff is requesting Council input and direction on any changes to the budget prior to bringing the budget to Council for final adoption at the June 24, 2024 meeting. An idea for the Council’s consideration that came up after the completion of the budget was allocating funding for a “Buy Local” economic development program to support businesses impacted by the construction of the West Grand Avenue Streetscape project. This project, which began in May, will extend through the end of 2024 and involve significant traffic and parking lot disruptions given the scope of this project.

The “Buy Local” program is proposed to be similar to previous iterations of the program where $100 in receipts at a local business will earn a $25 gift card to a local business. Rather than citywide, staff would propose to include food and beverage and retail businesses on West Grand Avenue from Highway 1 to 9th Street in this iteration given the construction impacts facing these businesses. Staff has reached out to the South County Chambers of Commerce to coordinate the administration of such a program and estimates it will cost approximately $15,000 in purchasing gift cards and administrative costs. Council may direct staff to include this funding from General Fund reserves in this year’s budget and return to the Council on June 24 with this appropriation.

Staff Report: FY 2024-25 Proposed Budget and FY 2024-29 Five Year CIP Page 3 June 10, 2024

FISCAL IMPACT
There is no direct fiscal impact from this agenda item as the budget will be adopted at a subsequent meeting. The FY 2024-25 Proposed Budget contains comprehensive financial information at the fund level (Fund Information section) and departmental and program information (Department Budgets).

ALTERNATIVES
The Council has the following alternatives to consider:

1. Review the FY 2024-25 Proposed Budget and FY 2024-29 Capital Improvement Program and provide direction to staff to finalize the FY 2024-25 budget for adoption at the June 24, 2024 City Council meeting; or

2. Provide alternative direction to staff.

PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.

CAPITAL IMPROVEMENT PROGRAM
2025-2029
Executive Summary
The City’s Capital Improvement Program (CIP)
outlines a schedule of expenditures over the
ensuing five-year period (2025-2029). The CIP
does not address all of the capital expenditures
for the City, but provides for larger scale
infrastructure improvements, that are
permanent in nature, including transportation
systems, and municipal facilities.

Projects in this document must be in excess of
$50,000 with a useful life of at least ten years;
or a study of at least $50,000 that will lead to
such projects; or add to the value or capacity of
the infrastructure of the City. Projects that are
considered operational or routine maintenance
are excluded from this program.

The Capital Improvement Program proposes
project funding relative to the anticipated
availability of fiscal resources and the choice of
specific improvements to be achieved
throughout the five-year plan. The Projected
Revenue Summary on page 5 identifies
fourteen (14) revenue sources and their use by
year for FY 2025-2029.

The Expenditure Summary on pages 6 and 7
identifies project expenditures in the following
five categories:

Parks / Community Services
Street / Storm Drain
Public Buildings / Facilities
Water
Wastewater
The Expenditure Summary for FY 2025
indicates a total of approximately $12,000,00 in
spending within the five project categories,
which includes carryover funding. Detailed
information regarding each identified project
can be found on pages 11 - 42. The
information provided includes a project
description, the current status of the project,
identified funding sources and the total
projected project cost.

As is often the case, funding needs identified in
the CIP exceeds the available funding. Page 43
shows a list of 30 capital needs identified at a
cost of approximately $86 million dollars that do
not have an established, secure source of
funding at this time. These identified needs will
be considered as potential funding sources are
identified.

Maximizing the City’s funding and addressing
rising costs incurred in maintaining and
rehabilitating infrastructure makes the process
of selecting capital projects to fund challenging.

There are several types of capital needs such
as construction of new, first-time improvements,
replacement of aged infrastructure that is at or
beyond its service life or large-scale capital
maintenance. In addition, studies related to the
City’s various infrastructure asset categories
are included in the CIP if the study will result in
future capital improvement projects.
