Agenda Item No. 10
CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: June 24, 2024 FROM: Matthew Bronson, City Manager
PREPARED BY: Megan Martin, Community Development Director Janet Reese, Associate Planner
SUBJECT: Resolution for Mayoral Signature for 2023 State Community Development Block Grant Application
RECOMMENDATION
Adopt a Resolution authorizing the Mayor to sign all documents related to the 2023 Community Development Block Grant application for Phases 1 and 2 of the Ramona Garden Park Rehabilitation Project (CIP 1259).
BACKGROUND
On February 13, 2024, the Council conducted a public hearing regarding the Notice of Funding Availability for 2023 Community Development Block Grant (CDBG) Funds and approved the application for $3.3 million in funding for the Ramona Garden Park Rehabilitation Project, Phases 1 and 2. The Council also adopted a resolution, Resolution Number 24-07, authorizing the City Manager to execute and sign documents related to the application, and if awarded, the State’s agreement, funding request, and reporting forms. On March 21, 2024, Department of Housing and Community Development (HCD) staff informed the City that the application was recommended for approval with staff anticipating to bring the grant award to Council this summer.
However, on June 18, 2024, HCD staff informed the City that because the City does not have an ordinance expressly allowing the Council to delegate signature authority to the City Manager, HCD would not be able to accept the supporting documents or agreement signed by the City Manager. Therefore, staff recommends the Council adopt an updated resolution authorizing the Mayor to sign the aforementioned documents in order to finalize receipt of the grant funds for the application. In a separate item on this agenda, staff is recommending the Council introduce an ordinance to specifically allow for the delegation of signing authority to designated staff to prevent this occurrence in the future.
FISCAL IMPACT
The 2023 CDBG application for Ramona Garden Park Rehabilitation Project in the amount of $3.3 million has been recommended for approval. Official award of the funds is contingent upon addressing any items identified by HCD including adopting the revised resolution and the Mayor subsequently re-executing any application documents previously signed by the City Manager.
