Agenda Item No. 6

CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: July 22, 2024 FROM: Matthew Bronson, City Manager
PREPARED BY: Greg Ray, Public Works Director/City Engineer Erin Wiggin, CIP Manager
SUBJECT: Resolution to Appropriate Storm Water Development Impact Fee Funds for West Grand Avenue Streetscape Project (CIP 2287)

RECOMMENDATION
Adopt a Resolution to approve an appropriation for the West Grand Avenue Streetscape Project (CIP 2287) of $160,500 from the Storm Water Development Impact Fee Fund (Fund 254).

BACKGROUND
Construction for the West Grand Avenue Streetscape Project (CIP 2287) began in May. During the construction of the storm drain, crews have repeatedly encountered unexpected conflicts with existing utilities which have caused delays and necessitated costly rerouting, redesign, or abandonment. As a result of these unforeseen complications, there has been a significant increase in the number of change orders. To help offset some of these cost increases, staff is recommending allocating the balance of funding in the Storm Water Development Impact Fee (DIF) Fund to the project. The construction of the West Grand Avenue Storm Drain is consistent with the most recent Storm Water DIF study.

FISCAL IMPACT
There is currently $160,500 in Fund 254. At present, the money in Fund 254 is not allocated to any project. Approval of this supplemental appropriation will not have any impact on existing City programs or services as funding within the Storm Water DIF fund can only be used on stormwater improvements. Upon approval, staff will execute a budget adjustment to increase the appropriation to CIP 2287 within the current fiscal year.

ALTERNATIVES
The Council has the following alternatives to consider:

1. Adopt the Resolution to approve the supplemental appropriation for CIP 2287 of $160,500 from the Storm Water DIF Fund; or

2. Do not adopt the Resolution; or

3. Provide staff with alternative direction.

PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.
