SUBJECT: Appointments to the Planning Commission
RECOMMENDATION
Confirm and approve Mayor Bright’s recommendations and adopt the Resolution to appoint Rachel Mann and Maia Hoffman, each to a four-year term of office, scheduled to expire on May 31, 2028.
BACKGROUND
Two vacancies have arisen on the Planning Commission due to the expiration of the four-year terms of Commissioners Rachel Mann and Maia Hoffman, which expired on May 31, 2024. These vacancies were listed in Local Appointments List of All Boards, Commissions, and Committees scheduled vacancies for Calendar Year 2024. The list was posted on or prior to December 31, 2023, in the local newspapers, noticed on the City’s website, government cable access Channel 20, and posted on the bulletin board located at City Hall.
An Advisory Body Screening Committee, comprised of Mayor Bright, Community Development Director Martin, and Senior Planner Bell conducted interviews on July 16, 2024. There were four qualified applicants. Applicants interviewed were advised that the Council would be requested to confirm and approve Mayor Bright’s appointment at tonight's meeting.
Mayor Bright recommends Council confirm and approve re-appointment of Rachel Mann and Maia Hoffman, each to a four-year term of office scheduled to expire on May 31, 2028. Todd Tuggle was recommended to be an alternate for appointment should there be a vacancy prior to the next term expiration in May 2026. The Commissioners will begin serving their new term at the next scheduled Planning Commission meeting.
FISCAL IMPACT
There is no fiscal impact with the recommended action.
ALTERNATIVES
The City Council has the following alternatives to consider:
1. Approve and confirm Mayor Bright’s recommendations and adopt the Resolution to Appoint Rachel Mann and Maia Hoffman, each to a four-year term of office, scheduled to expire on May 31, 2028;
2. Provide alternative direction to staff.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GROVER BEACH,
CALIFORNIA AUTHORIZING THE APPOINTMENT OF RACHEL MANN AND MAIA
HOFFMAN TO THE GROVER BEACH PLANNING COMMISSION
WHEREAS, the Planning Commission is a body of five lay citizens; and WHEREAS, two (2) vacancies currently exist on the Commission due to the scheduled expiration of two (2) four-year Commissioner terms of office; and WHEREAS, the City actively solicited potential candidates to serve on the Planning Commission; and
WHEREAS, it is the responsibility of the Advisory Body Screening Committee to interview prospective citizen candidates and submit their recommendation to the Council for approval; and
WHEREAS, an Advisory Body Screening Committee, consisting of Mayor Karen Bright, Community Services Director Megan Martin, and Senior Planner Kyle Bell conducted interviews on July 16, 2024; and
WHEREAS, at the conclusion of those interviews Mayor Bright made a recommendation to the Council for appointment.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Grover Beach hereby accepts Mayor Bright’s recommendation and approves the appointment of:
1. Rachel Mann to a four-year term of office, scheduled to expire on May 31, 2028; and
2. Maia Hoffman to a four-year term of office, scheduled to expire on May 31, 2028.

I have been in the Real Estate :field for 24 years working closely with buyers, sellers and contractors. My experience is vast from working with Cal Trans Mud Creek landslide property issues to assisting with Million Dollar estates. •
My work as a volunteer has been rewarding and kept me involved with the community including, frequent participation in City Council and Board meetings in Grover Beach, Arroyo Grande and Oceano.

To review all information pres~nted and provide guidance and recommendations, to the Grover Beach Community Development Department regarding the general building and development of the City today and for the future. Provide review and approval of development efforts that need board approval per Grover Beach Community Development code. Provide recommendations and report to Grover Beach City Council. Participate in goal setting for development within the city.
