Agenda Item No. 9
CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: July 22, 2024 FROM: Matthew Bronson, City Manager
PREPARED BY: Karla Mattocks, Human Resources Officer
SUBJECT: Resolution to Amend the Service Employees International Union Memorandum of Understanding for 2024-2027
RECOMMENDATION
Adopt the Resolution amending the Service Employees International Union Memorandum of Understanding for a term from August 5, 2024 to June 30, 2027; amend the Classification and Compensation Schedule for the IT Assistant position; and authorize the City Manager to work with the bargaining group to finalize non-compensation language in the MOU.
BACKGROUND
On June 30, 2024, the City’s 2018-2021 Memorandum of Understanding (MOU) with the Service Employees International Union (SEIU) expired. Labor negotiations for a successor MOU began in April and have recently been completed with a tentative agreement for amending the compensation structure for a term from August 5th through June 30, 2027.
The City’s labor negotiations team consisted of Special Counsel Che Johnson, Administrative Services Director Nick Szamet and Human Resources Officer Karla Mattocks. The bargaining group for the SEIU consisted of Lead Negotiator Robert Perry, Administrative Assistant I - Tamie Johns, and Maintenance Worker I - Lance Henderson.
The proposed Tentative Agreement (TA) shown in Attachment 1 will be effective upon ratification by the Council and valid through June 30, 2027. The agreement provides SEIU members with a cost-of-living salary adjustment of 4% effective August 5, 2024, 3% effective July 1, 2025 and 3% effective July 1, 2026, as well as an increase to the City’s healthcare contribution to equal 100% of the lowest-cost healthcare plan for the employee. These recommendations are equivalent to the recommendations for Executive Management and Management and Confidential employees and Grover Beach Police Management and Confidential Group employees in separate items on this agenda. In addition, the City’s matching contribution for deferred compensation will be increased to $200 per month.
In addition to this adjustment for all SEIU members, staff is recommending a targeted equity adjustment in compensation for the position of Information Technology (IT) Assistant. The City recently completed a compensation review to identify potential adjustments and found that the position’s compensation was significantly lower than comparable cities, even after the increases proposed in the TA. The incumbent in this position is leaving City service and staff believes the position’s current compensation level will impact recruitment for the position. As a result, staff is recommending an equity adjustment of 18% to bring the position to median level. The adjusted monthly salary would be as follows, effective Augus 5, 2024:
IT Assistant 4,906 5,151 5,409 5,679 5,963

Salary adjustments to job classifications falling under the Service Employee’s International Union group have been shared with SEIU Representatives. Lastly, staff is still working with the bargaining group on non-monetary language revisions in the Memorandum of Understanding and is requesting that the Council authorize the City Manager to execute these revisions following tentative agreement with the bargaining group.
FISCAL IMPACT
This amended compensation and benefits structure is projected to cost $218,644 and is included in the FY 2024-25 budget.
ALTERNATIVES
The Council has the following alternatives to consider:
1. Adopt the Resolution amending the Grover Beach Service Employees International Union Memorandum of Understanding for a term from August 5, 2024 to June 30, 2027; and authorize amendment of the Classification and Compensation Schedule; and authorize the City Manager to work with the bargaining group to finalize noncompensation language in the MOU; or
2. Provide alternative direction to staff.
PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.
