BACKGROUND
On June 30, 2024, the City’s 2021-2024 Memorandum of Understanding (MOU) with the Grover Beach Police Officers’ Association (GBPOA) expired. Labor negotiations for a successor MOU began in April and have recently been completed with a tentative agreement for amending the compensation structure for a term from August 19, 2024 through June 30, 2027. The City’s labor negotiations team consisted of Special Counsel Che Johnson, Administrative Services Director Nick Szamet and Human Resources Officer Karla Mattocks.
The bargaining group for the GBPOA consisted of Lead Negotiator Stacie Casabian, Sergeant Matthew Goodman, Sergeant Ryan Wade, Senior Police Officer Joshua Ruiz and Senior Police Officer Jared Allegranza.
The proposed Tentative Agreement (TA) shown in Attachment 1 will be effective upon ratification by the Council and valid through June 30, 2027. The agreement provides GBPOA members with a cost-of-living salary adjustment of 4% effective August 19, 2024, 3% effective July 1, 2025 and 3% effective July 1, 2026 as well as an increase to the City’s healthcare contribution to equal 100% of the lowest-cost healthcare plan for the employee. Other provisions are outlined in the TA. Lastly, staff is still working with the bargaining group on non-monetary language revisions in the Memorandum of Understanding and is requesting that the Council authorize the City Manager to execute these revisions following tentative agreement with the bargaining group.
FISCAL IMPACT
This amended compensation and benefits structure is projected to cost $221,193 and is included in the FY 2024-25 budget.

CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: August 7, 2024 FROM: Matthew Bronson, City Manager
PREPARED BY: Karla Mattocks, Human Resources Officer
SUBJECT: Resolution to Amend Executive Management Employee Compensation for 2024-2027
RECOMMENDATION
Adopt the Resolution amending the Classification and Compensation Plan for Executive Management for a three-year term from August 19, 2024 to June 30, 2027.
BACKGROUND
The Executive Management employees are department directors across City departments along with the City Manager and Assistant City Manager. The City Manager met with Executive Management employees along with other management and unrepresented employees beginning in May to discuss compensation and benefits interests. These discussions occurred concurrently with formal bargaining sessions between the City and the City’s two labor unions, the Service Employees International Union (SEIU) and the Grover Beach Police Officers’ Association (GBPOA) on developing updated MOUs to amend employee compensation for these groups. Management employees shared numerous interests with regards to cost-of-living adjustments, health insurance premiums, and other items.
The FY 2024-25 budget maintains current service levels and continues to make targeted investments while adhering to the Council’s policy of maintaining reserves of at least 25% of the operating budget. Given this fiscal outlook, the City Manager is recommending an adjustment in the compensation and benefits structure for the Executive Management employees to keep these positions competitive with comparable cities from a recruitment and retention standpoint.
This recommended adjustment would provide Executive Management employees with a cost-of-living salary adjustment of 4% on August 19, 2024, 3% on July 1, 2025, and 3% on July 1, 2026 as well as an increase to the City’s healthcare contribution to equal 100% of the lowest-cost healthcare plan for the employee. This recommendation is equivalent to recommendations for SEIU, Police Management and Confidential, and other Management and Confidential employees previously approved by the Council along with the recommendation for GBPOA employees also on this agenda for the Council’s approval.
Staff Report: Executive Management Resolution 2024-2027 Page 2 August 7, 2024
FISCAL IMPACT
