Agenda Item No. 11
CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: September 23, 2024 FROM: Matthew Bronson, City Manager
PREPARED BY: Greg Ray, Public Works Director/City Engineer SUBJECT: West Grand Avenue Streetscape Project Change Order Approval
RECOMMENDATION
Authorize the City Manager to approve a change order for the West Grand Avenue Streetscape Project (CIP 2287) related to necessary sewer main work.
BACKGROUND
The City has placed significant emphasis on improving the West Grand Avenue corridor as part of the “Economic Development and Community Promotion” Major City Goal and the West Grand Avenue Master Plan adopted in 2011. Consistent with this Master Plan, on February 26, 2024 the Council approved a construction contract for the West Grand Avenue Streetscape Project (CIP 2287) which includes the following items:
• Storm drain installation
• Pedestrian improvements such as curb ramps, bulb outs, pedestrian beacons and sidewalk improvements at select locations
• Bike lanes including green striping at intersections
• Decorative concrete at crosswalks
• Drought-tolerant landscaped center medians and street trees • Enhanced lighting including pedestrian level streetlights • Pavement rehabilitation
During the installation of the storm drain, the project contractor discovered a significant conflict with the sewer main located in the intersection of 4th Street and West Grand Avenue. This sewer main needs to be upsized to support current and future community needs and is included in an upcoming Sewer Upgrade project (CIP 5002) which is on hold pending the outcome of Measure G-24 repealing the water and sewer rate structure. However, given the impacts of this sewer main to the West Grand Avenue Streetscape Project, staff is recommending carrying out this sewer main work now using the project contractor through a change order to eliminate the utility conflict and avoid cutting into the intersection to do this work after the street repair work was completed.
FISCAL IMPACT
The change order for the sewer main work is approximately $705,585 which is similar to the anticipated cost of doing this work through a separate project. Completing this portion of CIP 5002 now will reduce the total project cost estimated at $3.6 million and avoid duplicative efforts when the remainder of CIP 5002 is undertaken. Staff recommends using Wastewater Fund and Wastewater DIF balance to cover the estimated costs. Staff would note that this funding would Staff Report: West Grand Avenue Streetscape Project Change Order Approval Page 2 September 23, 2024
represent a significant portion of available capital improvement funding from the Wastewater Fund particularly if Measure G-24 passes and sewer rates are lowered back to 2021 levels.
ALTERNATIVES
The Council has the following alternatives to consider:
1. Authorize the City Manager to approve a change order for the West Grand Avenue Streetscape Project (CIP 2287); or
2. Provide staff with alternate direction.
PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.

3.03 SPILL PREVENTION, CONTROL, AND COUNTERMEASURE PLAN Prepare, submit, and carry out a spill prevention, control, and countermeasure plan that incorporates the following:
A. Include or reference in the plan, materials provided as submittals per Part I of this Specification. Coordinate the plan to protect water quality and respond to spills of sewage, groundwater, or fuels. Describe all spill prevention measures (e.g., monitoring of upstream manholes, monitoring in the trench).
In general, good housekeeping is required so no contamination reaches surface waters or storm drains when it rains. Some specifics include, but are not limited to:
1. Prior to start of bypassing, all storm drain catch basins that are within the vicinity of the work that could possibly take in sewage, in the event of a spill, shall be isolated with sandbags or other approved means.
2. Oil pans should be under any engine that leaks oil.
3. Spill response as covered below.
B. The following spill procedures shall be incorporated into the plan in anticipation of the described failure mode, and the Contractor shall be prepared to act accordingly. If a spill is detected or a catastrophic pipe failure occurs, the immediate priority shall be to prevent any sewage from reaching surface waters and storm drains. Immediately protect all drains using rubber mats or sandbags (have sandbags on site).
1. When excavating, if moderate leaks are discovered in the existing pipe, make coupling/clamp repairs as soon as possible to minimize sewage flow into the trench. If the leak is too large to make fast coupling repair, start bypassing (see bypassing sequence below), then make repair. a. In case of catastrophic leak, immediately start the bypassing sequence:
(1) Plug upstream side of manhole upstream of a catastrophic leak.
(2) Insert bypass pump into manhole upstream of plugged manhole. The pump shall be sized to handle peak flow of existing sewer. Provide spare pump or set up standby pump availability with rental yard.
(3) Connect the hose from pump to discharge point. (NOTE: Hose shall already be in place and connected to a downstream TEMPORARY SEWAGE BYPASS PUMPING 015800-7

(4) In the event of any spill, immediately and in parallel with above activities, notify the City and request the wastewater staff to be dispatched. Give the best indication of the approximate size of the spill (<1,000 gallons is small; 1,000 gallons to 10,000 gallons is medium; and >10,000 gallons is large) to the staff so they can dispatch the appropriate response.
staff will assist in the response and ensure that the spill is cleaned to the standards.
(5) While awaiting the wastewater staff response, pond the water in an area that can be easily and fully recovered for discharge to the . This ponding activity should not
impact any environmentally sensitive areas.
(6) When staff and any other responding staff arrive onsite, a more permanent and planned response, repair, and cleanup will ensue. Cooperate with the City to the fullest extent possible in order to minimize the impacts and volume of the spill in the most efficient manner possible.
(7) No form of disinfection is allowed. All wash water must be contained and recovered as the sewage is.
(8) Clean up may require a sweeper truck or other equipment. All City costs, time and materials, and special equipment for spill cleaning will be deducted from the progress
payment.
(9) In the event of a spill, be prepared to document the spill with a video camera and photographs. Plan on attending a debriefing immediately after the spill is contained and cleaned up.
C. Comply with the Regional Water Quality Control Board, San Luis Obispo County Public Health Department, and City Standards. Cooperate with City s staff and other regulators and environmental agencies.
3.04 DAMAGES
Without cost to the City, repair any damage that may result from the installation, operation, maintenance, and removal of the sewer bypass pumping system or short duration shutdown system. This includes, but is not limited to damages resulting TEMPORARY SEWAGE BYPASS PUMPING 015800-8
CHANGE ORDER FOR CIP 2287 SOUTH 4TH STREET SEWER REPLACEMENT 24 Jul 2024 from inadequate or improper installation, operation and maintenance of the bypass or interruption system components, mechanical failures, or electrical failures.
If City staff are called on to assist, the Contractor shall pay for all costs incurred by the City in assisting the Contractor.

PART 2 - MATERIALS
2.01 TEST PLUGS
Inflatable and expandable type, braced to contain 5 psi over the pipe cross-section area.
2.02 PRESSURE-RELIEF VALVE
Set to limit the internal pipe test pressure to 5 psi.
PART 3 - EXECUTION
3.01 SELECTION OF ALTERNATE TEST CRITERIA
A. When more than one pipe size is included in a test section, determine the test time by the criteria of ASTM F1417 for plastic pipe.
B. If the entire test section is submerged in groundwater, test for infiltration only.
3.02 PREPARATION OF THE PIPELINE
A. Prior to testing, flush and clean the pipeline to wet the pipe surface and clean out debris.
B. Plug pipe outlets, including stoppers in laterals, to resist the leakage test pressure.
3.03 LEAKAGE TEST
A. Test for leakage or for infiltration by standard hydrostatic or low pressure air test.
Test each section of pipe between manholes, along with the manholes. Use the LEAKAGE AND INFILTRATION TESTING 330130-2
CHANGE ORDER FOR CIP 2287 SOUTH 4TH STREET SEWER REPLACEMENT 24 Jul 2024 air test where the difference in elevation between the invert of the upper structure and the invert of the lower structure is more than 10 feet.
B. Test each section of pipe subsequent to the last backfill compacting operation.
3.04 HYDROSTATIC TEST PROCEDURE
A. Test each section of pipe between two successive structures by closing the lower end of the pipe to be tested and the inlet pipe of the upper structure with plugs or stoppers. Fill the pipe and structure with water to a point 5 feet above the invert of the open pipe in the upper structure.
B. In the beginning of the test, the elevation of the water in the upper manhole should be measured to a point on the manhole rim. After 4 hours, the water elevation in the upper manhole shall be measured from the same point on the manhole rim to determine any loss of water during the test period.
C. The total leakage shall be the decrease in volume of water in the upper structure.
The leakage shall not exceed 0.025 gpm per inch of nominal diameter of pipe per 1,000 feet of pipe being tested.
D. Should the test result in excess leakage, the City Standards permit drawing off water to test the manholes that contained the water. This test is done by plugging all the openings in the manholes and filling it with water to the same elevation as existed during the test. The leakage from the manhole may be deducted from the total leakage of the test section to calculate the test leakage of the pipe. After testing is complete, the manhole shall be waterproofed with grouting or other approved methods by the City.
E. If the leakage is greater than allowed, overhaul the pipe and, if necessary, replace and re-lay until the joints and pipe comply with this test. Complete tests before trench is paved.
3.05 AIR TEST
A. Conduct air tests per the following standards:
Pipe Material
Specification
Section
ASTM
Specification
PVC 333112 F1417, Table 1
B. Test each section of pipe between two successive manholes by plugging pipe outlets with test plugs. Add air slowly until the internal pressure is raised to 4.0 psig. The compressor used to add air to the pipe shall have a blowoff valve set at 5 psig so that the internal pressure in the pipe never exceeds 5 psig. Maintain the internal pressure of 4 psig for at least two minutes to allow the air temperature to stabilize, then disconnect the air supply and allow the pressure to decrease to 3.5 LEAKAGE AND INFILTRATION TESTING 330130-3
CHANGE ORDER FOR CIP 2287 SOUTH 4TH STREET SEWER REPLACEMENT 24 Jul 2024
psig. Measure the time in minutes that is required for the internal air pressure to drop from 3.5 psig to 2.5 psig. Compare the results with the values tabulated in the referenced ASTM specifications above.
C. If the pressure drop from 3.5 psig to 2.5 psig occurs in less time than the specified values, overhaul the pipe and, if necessary, replace and re-lay the pipe until the joints and pipe hold satisfactorily under this test.
D. Guard against the sudden expulsion of a poorly installed plug or a plug that is partially deflated.
3.06 TEST FOR INFILTRATION
A. If, in the construction of a section of the sewer between structures, excessive groundwater is encountered, close the end of the pipe at the upper structure sufficiently to prevent the entrance of water. Discontinue pumping groundwater for at least three days. Then test the section for infiltration. The infiltration shall not exceed 0.025 gpm per inch of diameter per 1,000 feet of main line pipe being tested as measured at the downstream structure. Test period shall be at least eight hours.
B. Where infiltration exceeds the maximum acceptable, immediately uncover the pipe and reduce the infiltration to within the maximum acceptable by replacing, relaying, or encasing the pipe in concrete.
3.07 CORRECTION OF OBSERVED LEAKS
Even though the infiltration is less than the maximum acceptable, stop any individual leaks that may be observed.
3.08 INSPECTION BY CONTRACTOR FOR DAMAGED OR DEFECTIVE PIPE IN PLACE
A. After backfilling and pavement replacement is complete and upon completion of the air test or infiltration test, inspect the pipe for damage and other defects by means of closed-circuit television (CCTV). Television inspection shall be in accordance with Section 330131.
B. Schedule the inspection in advance with the Owner's Representative.

3.04 TESTING FOR DEFECTS OF INSTALLED PIPE
Following placement and compaction of backfill and prior to placing permanent pavement, ball and mandrel the pipe to measure for obstructions (excessive deflections, joint offsets, and lateral pipe intrusions).
3.05 FIELD TESTING FOR PIPE DEFLECTION
A. Test installed pipe to ensure that vertical deflections for plastic pipe do not exceed the maximum allowable deflection. Maximum allowable deflections shall be governed by the mandrel requirements stated herein and shall nominally be:
Nominal Pipe Size Percentage
10 inches 7.5
12 inches 7.5
B. The maximum average inside diameter shall be equal to the average outside diameter per applicable ASTM standard minus two minimum wall thicknesses per applicable ASTM standards. Manufacturing and other tolerances shall not be considered for determining maximum allowable deflections.
C. Perform deflection tests not sooner than 30 days after completion of placement and compaction of backfill. Clean and inspect the pipe for offsets and obstructions prior to testing.
D. Pull a mandrel through the pipe by hand to verify that maximum allowable deflections have not been exceeded. Prior to use, the mandrel shall be certified by an independent testing laboratory. Use of an uncertified mandrel or a mandrel altered or modified after certification will invalidate test. If the mandrel fails to pass, the pipe will be deemed to be over-deflected.
E. Uncover any over-deflected pipe and, if not damaged, reinstall. Remove damaged pipe from the site. Any pipe subjected to any method or process other than removal, which attempts, even successfully, to reduce or cure any over-deflection, shall be uncovered, removed from the site, and replaced with new pipe.
3.06 LEAKAGE TEST
See Section 330130.
3.07 INSTALLING UNDERGROUND DETECTABLE METALLIC PIPE WARNING
