RECOMMENDATION
Adopt a Resolution approving the acceptance of 2025 Traffic Records Improvement Project Grant funds in the amount of $100,000 for FY 2024-25.
BACKGROUND
The Grover Beach Police Department was invited to apply for the 2024 Traffic Records Improvement Project Grant through the State of California Office of Traffic Safety. The department applied requesting $100,000 in funding to assist in completing technology upgrades within the department. The department was recently notified that the grant had been awarded allowing the department to move forward with technology projects that will help to increase public safety within the community.
The grant will allow the Police Department to bolster public safety by investing in technology solutions that will help staff’s proactive efforts in preventative measures, for traffic related incidents and collisions within the city. Specifically, the department will make the following purchases and implementation with the award:
• New electronic crash reporting solution to allow for submission of complete crash reports to the California Highway Patrol’s Statewide Integrated Traffic Records System (SWITRS), and/or to a departmental records management system (RMS) as applicable.
• New electronic citation reporting solution that includes the capability of exporting data to both a departmental records management system (RMS) as well as to the local court records system, if and when the local court can receive electronic citation data.
Pending Council approval, the Traffic Records Improvement Project grant requires the signature of the Chief of Police to enter a contract for acceptance of the funds. The funds approved by the grant must be utilized before September 30, 2025. The City does not have a matching funds requirement for this grant; however, the funds for the grant are paid back to the City on a reimbursement basis. If accepted, the City will be reimbursed by the State of California Office of Traffic Safety on a quarterly basis for operational expenses related to this program.
FISCAL IMPACT
The grant requires the City to expend the approved grant amount of $100,000 for technology advancements with full reimbursement being provided by the State of California – Office of Traffic Staff Report: Resolution for the 2025 Traffic Records Improvement Projects Grant Page 2 January 13, 2025

1. PROBLEM STATEMENT
The City of Grover Beach has a population of approximately 13,000 residents and consists of 2.3 square miles. However, the city experiences significant increases in daily population and traffic due to commercial activity related to the tourism service industry, retail businesses and the only occupied industrial area located in the region. Additionally, our service population is increased by the regional communities located immediately adjacent to Grover Beach, which make up the "Five Cities" area. The larger "Five Cities" area population is approximately 45,000 residents. Regionally, the population increases daily because of the tourist population, which is over 2 million visitors annually. Because of our beachfront location situated halfway between Los Angeles and San Francisco directly west of Bakersfield, we experience significant increases in traffic, pedestrians, bicyclists, and alcohol-related/drug related-incidents. Grover Beach also serves as the gateway to the Oceano Dunes Vehicular Recreational Area. With the resident and tourist population increasing our total service population, we have seen increases in injury traffic crashes over the last several years.
The City of Grover Beach business community provides full services, including gasoline sales, hotels, and restaurants. Highway 101 is the main artery, which is routed parallel to the city used for access by those utilizing the city services. Highway 1 traverses the west side of the city and through the tourist commuting area of the Oceano Dunes.
The Grover Beach Police Department (PD) currently uses an outdated records management system for traffic crash reporting. Under the current system, no traffic crash data analysis can be performed requiring the manual counting of injured/fatal crashes as well as other required reportable crashes. Additionally, citations given for relevant traffic safety violations are in paper form, requiring manual entry into the records database, frequently requiring correction from citing officers, and leading to delays in court and records processing.
The Grover Beach PD needs timely, accurate, complete, accessible, and uniform traffic records to identify and prioritize traffic safety issues, and to choose appropriate safety measures and evaluate their effectiveness. Currently, the California Highway Patrol (CHP) collects this data via the Statewide Integrated Traffic Records System (SWITRS) from law enforcement agencies throughout the state. The Grover Beach PD utilizes the CHP 555 traffic crash form to collect local traffic crash data for input into SWITRS. To get Grover Beach crash data into SWITRS, records personnel must print a copy of the crash report and mail it to CHP where it must be manually entered into the database. This is not only labor intensive, but it also creates unnecessary delays and backlogs with accessing crash data and statistics.
The Grover Beach Police Department (PD) has a Traffic Safety Unit responsible for the enforcement of traffic laws, including DUI investigation and the investigation of traffic crashes in our city. A solution would be to electronically report directly to SWITRS which will significantly help our Traffic Safety Program with more efficient reporting, quality control, and better data analysis oT crashes and causes of crashes within the city to better target enforcement, prevention, and education efforts.
2. PERFORMANCE MEASURES
A. Goals:
1. Reduce the number of persons killed in traffic crashes.
2. Reduce the number of persons injured in traffic crashes.
B. Objectives:
1. Purchase and implement a new electronic crash reporting solution or upgrade an existing electronic crash reporting solution to allow for submission oT complete crash reports to the California Highway Patrol's Statewide Integrated Traffic Records System (SWITRS), and/or to a departmental records management system (RMS) as applicable.
