Background

• On January 13, Council directed staff to schedule agenda item on West Grand Avenue business grant program
• Council desire to help businesses within West Grand Avenue Streetscape Project construction zone from 9th Street to Highway 1 • Previous business support programs:
• Buy Local gift card program (June-October)
• Business Bingo (November-December)
• Shop and Win (December 14)
• City also provided grant funding to businesses citywide during COVID and sponsored multiple Buy Local programs
Public Purpose

• Public funding for business support must be strictly limited with clearly defined and specific public purpose to avoid precedent
• Council consideration of grant program solely predicated on unprecedented scope and duration of streetscape project • Extraordinary nature of project and prolonged effects on specific businesses creates narrowly defined situation to justify assistance • Businesses have reported loss of sales from loss of access and customers not wanting to travel through construction zone • While project completion anticipated by April, concern among businesses about lingering financial impacts
Program Overview

• City would work with Chamber to coordinate and administer program • Online application with examples of financial hardships • Open to any business within project area with recommended priority for public-facing businesses
• Recommended grant amount of up to $2,000 with up to 20 grants • City-Chamber application review committee established • Recommended recipients brought to Council for approval with checks distributed shortly afterwards followed by grant reporting • Funding would be reflected as mid-year budget adjustment Timeframe

1) Receive an overview of potential grant program for
businesses in the West Grand Avenue streetscape project work zone and adopt a Resolution to approve and
implement the program; or
2) Provide alternative direction to staff.
