PREPARED BY: Kristin Eriksson, Assistant City Manager
SUBJECT: FY 2024-25 Mid-Year Council Goals Implementation Report and FY 2025-27 Council Goal-Setting Process Review
RECOMMENDATION
Receive a presentation on the mid-year implementation status report on FY 2024-25 City Council Goals and the process to set City Council Goals and Priorities for FY 2025-27.
BACKGROUND
The initial Grover Beach City Council Goals were first established in March 2017 to determine the highest priorities for the City organization to implement in FY 2017-18. These Council Goals were developed to ensure that City resources are allocated effectively to address key priorities and inform resource decisions during the budget process. This process of establishing Council Goals was replicated in 2019, 2021, and 2023 at the beginning of each respective two-year budget cycle.
The Council Goals are also reviewed for possible mid-year updates in the first year of the twoyear budget cycle before a more comprehensive process is undertaken at the beginning of the upcoming two-year budget cycle.
FY 2023-25 City Council Goals
On March 13, 2023, the Council adopted a set of Council Goals for FY 2023-25 following a goalsetting workshop conducted by the Council on March 6, 2023. Those goals were affirmed by the Council at a mid-year Council Goals Workshop on February 29, 2024 to consider updates for FY 2024-25 (none were made by the Council). The Council adopted a set of goals organized into three priority categories:
• Major City Goals. These represent the most important, highest priority goals for the City to accomplish over the next two years, and as such, resources to begin achieving them should be included in the FY 2023-25 budget.
o Economic Development and Community Promotion
o Housing and Homelessness
o Public Safety
o Street Maintenance and Complete Streets
• Other Important Goals. Goals in this category are important for the City to accomplish, and resources to begin achieving them should be made available in the FY 2023-25 budget where feasible.
o Building and Facility Improvements
o Community Engagement
o Water Supply and Resiliency
Staff Report: FY 2024-25 Mid-Year Council Goals Report and FY 2025-27 Goal-Setting Process Page 2 February 24, 2025
• Address as Resources Permit. While it is desirable to achieve these goals over the next two years, doing so is subject to resource availability. o City and School Partnership
o Code Compliance
o Environmental Sustainability
Attachment 1 shows these three categories of goals along with a descriptive statement for each goal determined by the Council.

FY 2025-27 City Council Goal-Setting Process
The Council will soon be tasked with setting Council Goals for the FY 2025-27 budget. The City has contracted with Jan Perkins with consulting firm Raftelis to facilitate this goal-setting process including a Council Goal Setting Workshop on March 3, 2025 from 9:00 a.m. to 4:00 p.m. at Ramona Center. As part of this process, the Council were interviewed by Ms. Perkins to discuss each member’s individual goals and priorities for the City. Information from these interviews will be presented at the March 3rd workshop to assist the Council in determining broad multi-year goals along with 3-4 top priorities for focused attention and resources over the next two years.
These goals and priorities will provide direction to staff on allocating funding and staffing resources for the FY 2025-27 budget and development of work plans for the next fiscal year.
The City conducted outreach to obtain community input about City priorities as highlighted below along with obtaining staff input. Both the outreach methods and number of participants involved were similar to outreach efforts in previous years related to the City’s goal-setting process.
Community Priorities Survey
The City posted an online survey in November 2024 to allow residents and visitors to Grover Beach to provide input into City priorities. This survey consisted of five open-ended questions with 86 responses received. Survey respondents’ top priorities were street and sidewalk repair and maintenance along with community engagement. A “word cloud” summary of responses is shown in Attachment 4 with all the responses shown in Attachment 5. As a reference, staff has also included a link to the results from the most recent biennial community survey in 2023, which was a more comprehensive and statistically-valid survey conducted by a research firm.
Community Priorities Forum
On January 28, the City hosted a Community Priorities Forum to provide an in-person opportunity for residents to provide input regarding City priorities. 25 community members attended the forum, during which staff provided a summary of the current Council Goals, a financial overview of the City and the results of the Community Priorities Survey. After this presentation, the community members discussed possible City priorities and then voted on which priorities should be the top priorities for the City over the next 2-3 years. The top priorities identified at the forum were Community Engagement, Communication and Transparency (16 votes); Study and Plan for a Sustainable Water Supply (14 votes); and Tighten City Spending and Forensic Audit (12 votes).
The results of the Community Priorities Forum voting are summarized in Attachment 6.
City Staff Input
Lastly, staff were also asked to identify potential priority areas for the Council’s consideration at a joint meeting of the City’s Executive and Mid-Management teams and at an All-Staff meeting held in December 2024. The priority areas identified by staff are included in Attachment 7.
Staff Report: FY 2024-25 Mid-Year Council Goals Report and FY 2025-27 Goal-Setting Process Page 5 February 24, 2025

waiting for adjustments to sewer rate to allow
CIP 2295-17 to move forward.
KEY POLICY/OPERATIONAL ISSUES
• Continuing to achieve accelerated pace of projects within the city’s relatively small footprint of approximately two square miles without significant inconvenience to residents and with limited field staff available to provide project utility support. • Increased level of construction disruption of West Grand Avenue Streetscape Project to businesses, property owners, and roadway users.
• Continued funding availability for improving major streets given higher General Fund contribution for capital projects and an increase in Local Transportation Funds derived from Gas Taxes though additional funding is still needed given the extent of arterials and major streets that need repair.
• Incorporating sidewalk infill, traffic calming, and other safety enhancements desired with street improvement work. • Need for additional street maintenance work in future years to maintain the City’s streets rehabilitated in recent years • Projected delays in Measure K-14 local street repair projects given delays in related utility work stemming from loss of funding due to potential initiative reducing water and wastewater rate structure.

1. Continue to push for revitalization in the 4th -10th streets business. Work to get a vibrant core at 4th and Grand. More restaurants and bars that will attract people to this pedestrian friendly area. 2. Continue to work on the streets. 3. Continue to address the homeless population. Ideally, get them housed so that they are not on the streets. The cost of homelessness is much great when they are not housed.

Identify and encourage development of another location for income-restricted apartments/condos like Cleaver & Clark Commons.
Migrate from Twitter to Bluesky. Support AB835 and single-staircase building code reform. I think it would be cool if a Chumash Heritage and Marine Sanctuary Center got built in at 55 W. Grand instead of that long-suffering lodge project. #14

To have followed the Visioning Workshops advice to have an Open Square at the entrance to the city where people can walk, meet and get to the beach … instead you put the lowest paying tax base in a space where hotels should be, then you put hotels in estuary by freeway ?!????? Why the zero setbacks?!??? Look horrifying, greedy and not well-planned out or thought out at all !!!!! You ruined this town by changing everything dramatically during COVID when you should have put a moratorium on any big or significant changes like heights and massing until your citizens could have been involved …. Huge miscalculation and inconsiderable changes to OUR CITY !!!!
Q4
What should the top priority be for the City of Grover Beach in the next 2-3 years? PAVE ALL THE STREETS like has been promised year after year after year by budgeting at least $1 million-plus a year !!!!!! City management needs to take pay cuts unless and until $1 million going to residential street repairs - dereliction of duty to ingratiate themselves over the dire needs of the citizens !!!! Inexcusable behavior for true representation of taxpayers!!!! Q5
Any comments or suggestions?
Rearrange staff, “assistants” and “contractors” to be more in line with a city of this size- making other people rich and benefactors of our tax dollars is NOT REPRESENTING THE TAXPAYERS !!!!!! Where are our true leaders not sold out to the building and development community??????? Build build build at all costs is NOT a good business model for a town of 13,000 !!! #19

Stop making things pretty for tourists. (Beach entrance and those few blocks) Clean up the trash at the Oak Park freeway exit. That’s the way most of us come home from work and it’s always filled with trash on both sides. When I call Grover Beach they blame Pismo and Pismo blames Grover. So why don’t you to work together and make that a nice exit for those of us who don’t work here in Grover to enjoy coming home.
Q4
What should the top priority be for the City of Grover Beach in the next 2-3 years? Can you do something about charging higher fees of anything for all the people who live in Bakersfield and only come to their house here once a month or a few times a year? I’m tired of hearing friends looking for places to rent but yet they’re at least six houses in my one block radius that are truly devoted to people who were only here Two days a week maybe at the most a month and they live in the valley. Maybe you would have more money of taxes of those people eating out and shopping, etc. if it was truly filled with somebody who lived here every day.Focus on making the rest of the grand Street really nice like why aren’t there pretty blue waves in the sidewalk for locals? I’m tired of the city only focusing tourists. How about more activities for teens and those becoming young adults.
Arroyo grand city really says nice things about our high school kids, but Grover doesn’t even mention them. How about all the young people still living here and going to our local community colleges.
Q5
Any comments or suggestions?
I thought having Airbnb‘s was forbidden in Grover Beach, but there’s so many people who have them here. Why isn’t the city doing anything about this? All you have to do is look up on Airbnb and see them all and start going around giving them fines, etc.. #20

What one thing would improve Grover Beach?
Traffic patterns
Q4
What should the top priority be for the City of Grover Beach in the next 2-3 years? To make sure our community properly plans traffic and street patterns for new growth.
Q5
Any comments or suggestions?
A stop sign or light on 4th street near Atlantic City is a PLEASE for all residents trying to enter and exit 4th street from surrounding neighborhoods. With increase traffic from all the new construction projects on 4th and Grand Ave this will be an even greater concern for safety.

There are houses throughout grover that the city needs to force cleanup on. They are an eyesore, but more importantly a safety issue and fire hazard. Its not right that the other community members are subjected to the nuisance, and danger that these type of residences present. ie: the houses on n. 2nd street between Brighton and Newport. THESE SHOULD BE A HUGE PRIORITY. The city needs to address these issues before something tragic happens. #80

GB needs to offer something the other 5 Cities does not.
Take out the eucalyptus trees where the failed water project was. Put in a venue for artist retreats, painting, macrame, sewing, quilting, music, coastal crafts etc. a safe place to learn. Ask the local paint club, California Poppies Decorative Arts, a quilt club, dance company,, CalPoly, etc. to host events for locals and to draw out of town dollars.
Provide space, tables and chairs, rules of conduct and guidelines. Require insurance, no alcohol. #86

Community Priorities Forum Summary
January 28, 2025
Introduction
The City held a Community Priorities Forum on Wednesday, January 28 at the Ramona Garden Park Center. The Forum began at 6:00 p.m. and concluded at 8:00 p.m. The purpose of the Forum was twofold: (1) to provide community members with an opportunity to share their thoughts regarding Grover Beach's most important community priorities over the next two years; and (2) provide this information to the City Council for their information prior to nominating candidate goals for consideration at the March 3, 2025 Goal Setting Workshop. 25 people attended the forum and were engaged in the process and small table discussions. Staff received some informal feedback from participants, which shall be summarized below, after a description of the process.
Forum Process
The process worked as follows:
1. The forum was facilitated by outside consultant Rick Haydon. Mr. Haydon is a former City Manager of Santa Maria who lives in the Five Cities area and provides consulting assistance to cities. Attendees were seated at round tables to facilitate discussion.
2. Mayor Dee welcomed and thanked the participants for attending.
3. City Manager Matthew Bronson and Assistant City Manager Kristin Eriksson provided a brief Forum overview, including how the Forum fits into the overall budget and goalsetting process, as well as a summary of current priorities, City's financial standing and the results of a prior community survey.
4. Attendees were then given a few minutes to think about their priorities and to jot down three to five suggestions for high priority city goals. At each table, participants then took turns expressing their goals.
5. Participants at each table were then asked to vote on the three to five highest priorities from their comprehensive table group list. Each table then took turns reporting out to the full group.
6. Staff prepared a list of the highest priority items, consolidating similar goals generated by the table groups. 11 final proposed goals emerged and were posted in the room.
7. After reviewing the consolidated ballot with the entire group, the participants voted for their top three goals using three adhesive dots each. The results of this process yielded the following results:
