GROVERBEACH.ORG
• Established to provide advisory citizen oversight of voterapproved revenue measures • Initially formed as separate committees for different measures:
• Measure X-06/F-20 (Transaction and Use Tax)
• Measure K-14 (General Obligation Bond for Street Improvements) • City Council consolidated oversight in August 2019 (Resolution No. 19-44)
• Streamlined process while fulfilling requirements of all measures.
Citizen Oversight Committee
Composition & Bylaws
GROVERBEACH.ORG
• Council expanded oversight committee from a three (3) member to a five (5) member committee with Resolution No. 20-47.
• Expansion was intended to increase broader community involvement. • New five-member committee created a discrepancy between measure K-14 ordinance requirements and current board composition.
• Ordinance language approved by voters does not allow for membership expansion or bylaws without voter approval.
• Enabling language in original ordinances missing.
• Handbook in development for Council and advisory bodies to address meeting procedures including microphones and recording Recommendation
