Agenda Item No. 7
CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: March 24, 2025 FROM: Matthew Bronson, City Manager
PREPARED BY: Greg Ray, Public Works Director/City Engineer Erin Wiggin, CIP Manager
SUBJECT: FY 2026-30 Capital Improvement Program Overview and Direction
RECOMMENDATION
Receive information on the draft Fiscal Year 2026-30 Capital Improvement Program (CIP) and provide direction to staff in finalizing the CIP.
BACKGROUND
The Capital Improvement Program (CIP) outlines planned expenditures over the next five years for major capital projects that cost $50,000 or more. The CIP provides project details including funding sources, schedules, and cost estimates. A significant portion of the CIP is dedicated to projects that advance the Council’s Broad Multi-Year Goal of Community Infrastructure. The CIP document also identifies numerous water and sewer infrastructure needs consistent with the Council’s Biennial Priority of Water and Sewer Infrastructure and Related Resources though these needs are currently unfunded given insufficient revenue from existing water and sewer rate structures.
The draft FY 2026-30 CIP does not include any new projects beyond those already identified in the previously adopted CIP but does include changes in schedule and funding. The draft CIP identifies nine proposed projects for FY 2025-26 with a budget of approximately $14 million including $8 million in new fund allocations and $6 million in carryover funds (detailed in Attachment 1). The CIP includes a list of projects completed in the past fiscal year as well as projects in progress that will carry over into FY 2025-26. Many capital projects span multiple fiscal years and have already incurred expenses for studies, permitting and design. Staff developed the draft CIP to address Council priorities and known infrastructure needs and is presenting it to Council for review and direction before a final version will be presented to the Council with the proposed budget in June.
The following summary provides information on key projects in each of the following five major CIP categories of Parks, Public Buildings and Facilities, Streets and Storm Drains, Water, and Wastewater. Staff is seeking input and direction from the Council on the projects shown in the draft CIP in order to finalize the CIP for presentation in June. Staff would also note the extent of this capital program and its related workload for a city of Grover Beach’s size and that staff is continually evaluating how to ensure timely and effective delivery of capital projects.
Parks
The City has secured a $3.3 million grant through the Community Development Block Grant program for the Ramona Garden Park Rehabilitation Project Phases 1 and 2 with a total projected cost of $3.7 million. Award of construction contract is scheduled to be brought to the Council on April 14 with construction beginning in May/June. Upon receipt of the grant funding, the project Staff Report: FY 2026-30 Capital Improvement Program Overview and Direction Page 2 March 24, 2025
will have an estimated funding shortfall of approximately $450,000, which will be initially funded with General Fund reserves. A community donation effort is underway by the Grover Beach Community Foundation to offset the funds from General Fund reserves. Additionally, the Mentone Park Project including replacement of court lighting and addition of adult fitness equipment is slated for FY 2027-28 and is funded with the Parks Development Impact Fee (DIF) Fund.
Public Buildings and Facilities
The City completed a Facilities Condition and Needs Assessment (FCNA) in 2023 with findings presented to Council on September 25, 2023. The FCNA included a detailed analysis of City facilities providing the City with an understanding of how well these facilities can meet the current and future needs of the organization and allow the City to continue to deliver responsive services to the public. The Corporation Yard and the Community Center are at the end of their operational life and significant deficiencies exist at City Hall and the Police Station. The FCNA presented options for rebuilding new facilities on existing city property and the cost is approximately $20M depending on the option selected. However, no work for City facilities is included in this draft CIP given funding limitations other than $100,000 from the General Fund for CIP 3003 (ADA Improvements) with the scope to be developed later this calendar year in compliance with the City's ADA Transition Plan.
Streets and Storm Drains
The next Measure K-14 project (CIP 2295-17), which includes N. 9th Street, and portions of Brighton Avenue, N. 11th and N. 12th Streets and Ramona Avenue has been designed and ready to bid. However, this project has been postponed given a delay in a related sewer project caused by a lack of sufficient funding in the Wastewater Fund with the existing 2021 rate structure. The related Sidewalk Infill project (CIP 2274) for these streets will also be delayed. Construction on CIP 2295-18, a street maintenance project for streets previously rehabilitated with Measure K-14, is scheduled to start at the end of this fiscal year. Design for CIP 2295-19 which includes Ramona from Front to 8th, Brighton from Front to 8th, N. 7th from Brighton to Atlantic City, N. 6th from West Grand to Atlantic City and Park View to Ocean View, N. 2nd from Park View to Ocean View and West Grand Avenue to Ramona, and N.5th from West Grand Avenue to Saratoga will start in May and construction could begin in January. Staff accelerated this project design ahead of the original schedule pursuant to Council direction in order to allow staff flexibility to pivot from CIP 2295-17 to CIP 2295-19 if the Wastewater Fund continues to have insufficient funding for capital projects.
Council requested that staff review the list of future Measure K-14 projects to determine if any of them could be reordered based on projected sewer work in affected streets. Staff has done this review and proposes to keep the projects in the same order as previously identified but consolidating a few of the last projects to reduce the total number of projects to 23. CIP projects 2295-20 and 21 could be delayed due to conflicts with proposed sewer upgrades, but staff does not recommend changing the order of projects until additional information regarding sewer funding is available. Measure K-14 bond funds alone will be insufficient to complete CIP 2295-22 and CIP 2295-23 and as a result a portion of 2295-22 and the entirety of 2295-23 are currently listed in the unfunded needs section.
With major (arterial) streets, construction for the North 4th Street Improvement project (CIP 2285) is now planned for FY 2026-27 given multiple CIP projects that will be under construction in FY 2025-26 and limited staff resources. Staff will be working with a pavement testing consultant to determine whether the proposed pavement rehabilitation process is still appropriate given delays in completing this project. The next West Grand Avenue improvement project (CIP 2286) between 11th Street and Oak Park Boulevard has been designed and construction is now planned for FY Staff Report: FY 2026-30 Capital Improvement Program Overview and Direction Page 3 March 24, 2025
2028-29. Street maintenance projects for previously repaired Measure K-14 streets will continue into FY 2026-27 with CIP 2250 with a proposed annual General Fund allocation at $500,000. Staff will note however that street maintenance costs are estimated to range between $1 million and $1.5 million annually to maintain a system wide average Pavement Condition Index (PCI) of 65.
Water
In light of insufficient funding in the Water Enterprise Fund to allow for completion of capital projects with the existing 2021 rate structure, the CIP does not include any recommended water system capital improvement projects as these are now unfunded needs. Staff is proposing to work on a water rate study in FY 2025-26 to bring a new rate structure to the Council through a Proposition 218 process.
Wastewater
Also, in light of insufficient funding in the Wastewater Enterprise Fund to allow for completion of capital projects with the existing 2021 rate structure, the CIP does not include any recommended wastewater system capital improvement projects as these are now unfunded needs. Staff notes that delays in the wastewater upgrade projects are impacting Measure K-14 residential street improvement project schedules. Staff would also note that the subsequent agenda item at the meeting is the presentation of a sewer rate study that recommends a new rate structure to meet wastewater system needs. If this rate structure is ultimately adopted by the Council, the CIP would be modified to reflect wastewater projects that would be carried out with this additional funding.
Table 1 below summarizes the FY 2024-25 carryover and FY 2025-26 allocations identified for each CIP category with $14 million in total funding:
Table 1
Project Category FY 2024-25
Carryover
FY 2025-26
Allocation
Parks* $40,000 $3,635,924*
Public Buildings and Facilities $0 $100,000
Streets and Storm Drains $1,955,000 $4,404,000
Water $25,000 $0
Wastewater $3,869,144 $0
Total $5,889,144 $8,204,000
*includes General Fund reserves
Unfunded Needs
Lastly, the CIP identifies over $150 million in unfunded capital needs across the five categories listed above. This amount is significantly higher than in previous years due to staff’s work in identifying additional needs with the aging and undersized nature of the City’s facilities and infrastructure. Examples of such unfunded needs include new Police Station/City Hall facilities ($20 million), new Corporation Yard ($3 million), new Community Center ($5 million), replacing asbestos cement water lines ($10 million), and future Water Supply project ($40 million). These estimates are preliminary and would be refined as part of developing actual projects.
Staff Report: FY 2026-30 Capital Improvement Program Overview and Direction Page 4 March 24, 2025
With regards to new facilities, the FCNA provided costs for deferred maintenance and new construction. Based on these findings and associated costs, the Council previously concluded that the optimal course of action is to proceed with plans for new construction as opposed to rehabilitation of aging facilities for City Hall, Police Station, and Community Center. The City will need to identify funding to include this work in upcoming CIPs.
FISCAL IMPACT
The draft CIP identifies projects funded by nine different funding sources. As noted earlier, the information included in the draft is preliminary and subject to change. The following summary provides information on proposed allocation of funds for FY 2025-26 from each of the eight funding categories.
General Fund – $660,000 is identified for CIP 2286 - West Grand Avenue to Oak Park (with the intent to save up funds to start construction in FY29) and an ADA Project (CIP 3003).
Gas Tax Fund - $75,000 is identified for work on major streets N. 4th Street (CIP 2285). Gas Tax funding can be used for major street repairs, sidewalk repairs and infill, and pedestrian and traffic safety upgrades.
Local Transportation Funds (LTF) - $100,000 is identified for N. 4th Street (CIP 2285). LTF funds can be used for transportation system improvements, major street rehabilitation and pedestrian and traffic safety enhancements.
Gas Tax (RMRA) Fund – This fund accrues from Senate Bill 1 passed in 2017 with the annual allocation of $299,000 allocated in FY 2025-26 for the N. 4th Street Project (CIP 2285).
Street Bond Funds (Measure K-14) - $3,370,000 is identified for work on CIP 2295-18, CIP 2295- 17, and design for CIP 2295-19.
Water Enterprise Fund – No funding is allocated for CIP projects.
Wastewater Enterprise Fund - No funding is allocated for CIP projects.
Wastewater Development Impact Fee Fund – No funding is allocated for CIP projects.
ALTERNATIVES
The Council has the following alternatives to consider:
1. Receive a report on the draft Fiscal Year 2026-30 Capital Improvement Program (CIP) and provide direction to staff to finalize the CIP; or
2. Provide alternative direction to staff.
PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.

CAPITAL IMPROVEMENT PROGRAM
2026-2030
Executive Summary
The City’s Capital Improvement Program (CIP)
outlines a schedule of expenditures over the
ensuing five-year period (2026-2030). The CIP
does not address all of the capital expenditures
for the City, but provides for larger scale
infrastructure improvements, that are
permanent in nature, including transportation
systems, and municipal facilities.
Projects in this document must be in excess of
$50,000 with a useful life of at least ten years;
or a study of at least $50,000 that will lead to
such projects; or add to the value or capacity of
the infrastructure of the City. Projects that are
considered operational or routine maintenance
are excluded from this program.
The Capital Improvement Program proposes
project funding relative to the anticipated
availability of fiscal resources and the choice of
specific improvements to be achieved
throughout the five-year plan. The Projected
Revenue Summary on page 5 identifies
fourteen (14) revenue sources and their use by
year for FY 2026-2030.
The Expenditure Summary on pages 6 and 7
identifies project expenditures in the following
five categories:
Parks / Community Services
Street / Storm Drain
Public Buildings / Facilities
Water
Wastewater
The Expenditure Summary for FY 2026
indicates a total of approximately $8,000,000 in
spending within the five project categories,
which includes carryover funding. Detailed
information regarding each identified project
can be found on pages 11 - 42. The
information provided includes a project
description, the current status of the project,
identified funding sources and the total
projected project cost.
As is often the case, funding needs identified in
the CIP exceeds the available funding. Page 43
shows a list of 30 capital needs identified at a
cost of approximately $150 million dollars that
do not have an established, secure source of
funding at this time. These identified needs will
be considered as potential funding sources are
identified.
Maximizing the City’s funding and addressing
rising costs incurred in maintaining and
rehabilitating infrastructure makes the process
of selecting capital projects to fund challenging.
There are several types of capital needs such
as construction of new, first-time improvements,
replacement of aged infrastructure that is at or
beyond its service life or large-scale capital
maintenance. In addition, studies related to the
City’s various infrastructure asset categories
are included in the CIP if the study will result in
future capital improvement projects.
