• April 2014 – City Council approved the project; appealed to Coastal Commission
• June 2014 – Coastal Commission found “no substantial issue” and denied the appeal
• Time extensions approved between 2016 – 2023; granted over time given complexity of project, multiple permitting agencies, and economic conditions • Project remains active; final plans under review
