CITY OF GROVER BEACH
POLICIES AND PROCEDURES FOR CONDUCT AND DECORUM AT COUNCIL MEETINGS (Pursuant to Resolution No. 07-44, adopted 04-16-07, revised 02-18-2020) The City Council and staff welcomes and encourages civic participation and debate on issues. The Council values the public’s opinion and in every Council meeting invite and encourage the public to address the Council on any matter of interest. The Council adopted these policies and procedures for appropriate conduct and decorum at Council meetings and establish guidance for public participation during Council meetings.
These policies will foster and provide greater clarity to preserve the intent of open government and maintain a positive environment for public input and City Council decision-making.
1.0 DECORUM AND ORDER – IN GENERAL
1.1 The presiding officer is responsible for the maintenance of order and decorum at all times.
1.2 The presiding officer shall determine all points of order subject to the right of any Council member to appeal to the City Council by majority vote. If any appeal is taken, the question shall be “Shall the decision of the presiding officer be sustained” in which event a majority vote of the Council shall govern and conclusively determine such question of order.
1.3 All Council members, staff members and members of the public should speak respectfully and avoid the use of profanity, vulgarity and slanderous comments. Recognizing that the First Amendment precludes the City Council from prohibiting speakers from speaking based upon the content of their speech, the presiding officer shall use their best efforts, short of enforcement action, to remind and encourage all participating in the meeting to keep their speech respectful towards others and within bounds appropriate for children and persons of sensitivity toward course language as a courtesy to others present or otherwise viewing Council meetings.
2.0 DECORUM AND ORDER – COUNCIL MEMBERS
2.1 Manner of Speaking.
Any Council member desiring to speak shall first address the presiding officer. Upon recognition by the presiding officer, the Council member shall speak only to the question under debate.
U2.1(a) Questioning Staff.
A Council member desiring to question the staff should address his question to the City Manager, or, in appropriate cases, the City Clerk or City Attorney, who shall be entitled either to answer the inquiry or to designate some staff member for that purpose. Such a designation may be made at the time of any staff presentation or on the agenda listing for the item.
U2.1(b) Interruptions.
Once recognized, a Council member shall not be interrupted while speaking unless called to order by the presiding officer; unless a point of order is raised by another Council member, or unless the speaker chooses to yield to questions from another Council member.
3.0 DECORUM AND ORDER – STAFF
3.1 City Manager Responsibilities
The City Manager is responsible for ensuring that members of the administrative staff observe the rules of decorum and order set forth in this Policy.
3.2 AAddressing the City Council
Any administrative staff member desiring to address the City Council or members of the public shall first be recognized by the presiding officer. All remarks shall be addressed to the presiding officer and not to any individual Council Member or member of the public. Administrative staff members shall accord the utmost courtesy to the City Council, other administrative staff members and the public.
4.0 DECORUM AND ORDER – MEMBERS OF THE PUBLIC
4.1 AAddressing the City Council
Any member of the public desiring to address the City Council or members of the public shall first be recognized by the presiding officer at the appropriate place on the agenda. All remarks shall be addressed to the presiding officer and not to any individual Council Member, City Manager, City Attorney or member of the administrative staff or member of the public.
4.2 Time Limitation for Addressing the City Council
Public comment when addressing the City Council shall be generally limited to three (3) minutes per speaker. Depending on the extent of the agenda and the number of persons desiring to speak on an issue, the presiding officer may, at the beginning of the hearing, set a different time limit for each speaker. Any person may speak for a longer period of time upon approval from the presiding officer, when deemed necessary, for instance when a person is speaking on behalf of a group or has a graphic or slide presentation requiring more time.
4.3 Failure to Yield, Disruptions
Any person who refuses to relinquish the floor after their allotted time or while attending the City Council meeting engages in conduct or speech which disrupts the business of the meeting shall be brought to order and/or removed from the room if the sergeant-at-arms is so directed by the presiding officer.
Disruptive remarks from the audience, stamping of feet, clapping, whistles, yells and similar demonstrations shall not be permitted by the presiding officer who may direct the sergeant-at-arms to remove such offenders from the room.
4.4 Prosecution
Aggravated cases shall be prosecuted on appropriate complaint signed by the presiding officer.
5.0 ENFORCEMENT OF DECORUM
5.1 The Chief of Police or his designee shall be the ex-officio sergeant-at-arms of the City Council. The sergeant-at-arms shall carry out all legal and valid orders and instructions given by the presiding officer for the purpose of maintaining order and decorum in the Council Chamber. Upon instructions from the presiding officer, it shall be the duty of the sergeant-at-arms to remove any disorderly person from the Council Chambers or place the disorderly person under arrest or both.
5.2 As set forth in Government Code Section 54957.9, in the event that any meeting is willfully interrupted by a person or group of persons so as to render the orderly conduct of such meeting unfeasible or impedes the ability of the Council to hold the meeting, and order cannot be restored by the removal of individuals who are willfully interrupting the meeting, the presiding officer may order the meeting room cleared and continue in session. Only matters appearing on the agenda may be considered in such a session. Duly accredited representatives of the press or other news media, except those participating in the disturbance, shall be allowed to attend any session held pursuant to this Section. Nothing in this Section shall prohibit the City Council from establishing a procedure for readmitting an individual or individuals not responsible for willfully disturbing the orderly conduct of the meeting.

CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: June 23, 2025 FROM: Matthew Bronson, City Manager
PREPARED BY: Greg Ray, Public Works Director/City Engineer Erin Wiggin, Capital Improvement Project Manager
SUBJECT: Resolution Confirming a List of Street Projects Funded by SB 1: The Road Repair and Accountability Act
RECOMMENDATION
Adopt a Resolution to incorporate the list of street projects funded by SB 1: The Road Repair and Accountability Act into the FY 2025-26 budget.
BACKGROUND
On April 28, 2017, the Governor signed Senate Bill (SB) 1 (Beall, Chapter 5, Statutes of 2017), which is known as the Road Repair and Accountability Act of 2017. The Act intends to address basic road maintenance, rehabilitation and critical safety needs on both the state highway and local streets and road system. SB 1 increased per gallon fuel excise taxes; diesel fuel sales taxes and vehicle registration fees; and provided for inflationary adjustments to tax rates in future years.
As part of the Act, the bill created the Road Maintenance and Rehabilitation Account (RMRA) to fund road maintenance and other projects. The City has received approximately $1,800,000 in RMRA funding to date. To receive RMRA funding each year, cities and counties must submit a list of projects to the California Transportation Commission (CTC). All projects proposed must be adopted by resolution by the City Council at a regular public meeting.
Council previously awarded contracts for design of street repair projects on several major streets including North 4th Street (West Grand Avenue to Ocean View Avenue), South Oak Park Boulevard (West Grand Avenue to Mentone Avenue), West Grand Avenue (4th Street to 8th Street) and West Grand Avenue (11th Street to Oak Park Boulevard). The design work was funded with SB 1 funds along with the construction of the South Oak Park Boulevard project (CIP 2284). For FY 2025-26, staff is recommending allocation of SB 1 funds to the North 4th Street Major Street Rehabilitation Project (CIP 2285) which is scheduled to be constructed in 2026. Pending Council action to confirm the use of SB 1 funds, staff will send a copy of the adopted resolution to the CTC pursuant to direction from CTC staff.
FISCAL IMPACT
Adoption of this Resolution will allow the City to receive SB 1 funding estimated to be $346,370 for FY 2025-26. Depending on additional revenue estimates by the CTC and State Controller, additional funding may be available for programming in the future.
Staff Report: Resolution Confirming SB 1 Projects Page 2 June 23, 2025
ALTERNATIVES
The Council has the following alternatives to consider:
1. Adopt the Resolution to incorporate the list of street projects funded by SB 1: The Road Repair and Accountability Act into the FY 2025-26 budget; or
2. Do not adopt the Resolution and do not fund the above capital projects or fund them using other funding sources; or
3. Provide staff with alternative direction.
PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.

CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: June 23, 2025 FROM: Matthew Bronson, City Manager
PREPARED BY: Nick Szamet, Administrative Services Director SUBJECT: Adoption of FY 2025-26 and 2026-27 Budget and FY 2026-30 Capital Improvement Program
RECOMMENDATION
Adopt Resolutions to adopt the FY 2025-26 and 2026-27 budget and FY 2026-30 Capital Improvement Program; appropriate funds for the FY 2025-26 budget; set the FY 2025-26 Appropriations Limit from Tax Proceeds; and establish authorized positions in departments for FY 2025-26.
BACKGROUND
On June 9, 2025, staff presented the FY 2025-26 and 2026-27 Proposed Budget to the City Council for review and public comment. The total proposed citywide expenditure budget for FY 2025-26 is $42.4 million, including $21.7 million in the City’s General Fund, $10.8 million in Enterprise Funds including Water and Wastewater Funds, and $5.6 million in Special Revenue Funds, not including the Capital Improvement Program (CIP). In FY 2026-27, citywide expenditures are projected to be $30.6 million including $19.3 million in the General Fund, $6.1 million in Enterprise Funds, and $4.5 million in Special Revenue Funds. At the June 9th meeting, the Council directed staff to adjust the Proposed Budget to accelerate the repayment of the interfund advances made previously by the Wastewater Fund to the General Fund. The annual repayment amount from General Fund reserves has been increased from $187,500 to $368,252, which will provide for full repayment of the loans in FY 2026-27.
The five-year CIP includes $12.7 million in funding in FY 2025-26 for key capital projects and includes an additional $4.7 million for Wastewater Fund projects not originally included in the Proposed Budget after the Council adopted the new sewer rate structure at the June 9th meeting.
The CIP includes $4.1 million in funding in FY 2026-27 of which $320,000 is for sewer projects.
Staff would note that the CIP also identifies approximately $150 million in unfunded infrastructure needs for parks, facilities, streets, water, and storm water needs. This includes over $25 million in local and major street repair needs and of this amount, the Council has provided policy direction to prioritize the $4 million needed to fully fund the Measure K-14 street repair program for local streets as future funding becomes available.
Approved Budget Augmentation Requests in the amount of $340,478 in FY 2025-26 and $270,978 in FY 2026-27 can be found in Section 1.3 of the Proposed Budget. The Proposed Budget maintains existing services with targeted investments in addressing Council Goals as well as the Biennial Council Priorities of Water and Sewer Infrastructure and Related Resources and as Rebuilding Community Trust, Community Engagement, and Civility in Public Discourse.
Staff Report: FY 2025-26 Proposed Budget and FY 2026-30 Five Year CIP Page 2 June 23, 2025
The proposed General Fund budget assumes a revenue increase for property tax of 5% each year, as well as a slight sales tax increase of 1% per year. However, cannabis tax revenues are projected to remain flat at slightly above $1 million with no anticipated growth. Transient Occupancy Tax revenue is also projected to increase by 12% in FY 2025-26 with the anticipated opening of the SpringHill Suites hotel property at 950 El Camino Real.
Both FY 2025-26 and FY 2026-27 General Fund budgets are balanced with a surplus of approximately $61,000 and $47,000 respectively. The budget produces ending reserves of approximately 28% in FY 2025-26 and 25% in FY 2026-27 in compliance with the Council’s policy of maintaining a minimum General Fund reserve of 25% of operating expenses to provide sufficient reserves for emergencies or unforeseen events.
The Council is recommended to adopt the related Resolutions to approve the final budget and personnel allocation for FY 2025-26 and 2026-27 to begin on July 1, 2025. Staff will finalize the adopted budget document which will be provided to the Council Members and posted on the City’s website after the beginning of the new fiscal year. Staff will return to the Council with quarterly financial reports over the next fiscal year including the mid-year budget review and updated fiveyear financial forecast in early 2026.
FISCAL IMPACT
Adoption of the FY 2025-26 and 2026-27 budget appropriates a total of $42.3 million in FY 2025- 26 and $30.6 million in FY 2026-27 in all funds. General Fund expenditures are anticipated to be $21.4 million in FY 2025-26 and $19.4 million in FY 2026-27 with slight surpluses of $61,000 and $47,000 respectively.

CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: June 23, 2025 FROM: Matthew Bronson, City Manager
PREPARED BY: Jim Munro, Chief of Police
SUBJECT: July 4th Fireworks Enforcement Update
RECOMMENDATION
Receive a report on planned July 4th illegal fireworks enforcement and implementation of the new social host ordinance.
BACKGROUND
The discharge of illegal fireworks is a common problem faced by many jurisdictions in California, including Grover Beach and the surrounding communities. Beginning in 2021, the Police Department has used drone technology to help identify violators from above. The drones have proven successful by allowing staff to safely observe violations from the air and dispatch ground units. Additionally, the department believes the use of drones has been effective in reducing the use of illegal fireworks because of their well-advertised presence. As shown in the table below, since 2020 there has been an average of 63 fireworks calls during the July 4th call period though the annual number has decreased since 2020 with a significant decline in 2024. The Police Department has had an average of four officers on duty per shift during this period and has issued an average of seven citations annually for illegal fireworks activity:
However, illegal fireworks activity has remained a concern for the public. During an update to the Council on March 10, 2025 about fireworks enforcement and oversight, the Police Department presented the concept of a “Social Host” ordinance as another tool to help deter illegal fireworks activity. Such an ordinance has been successfully in other cities and the Council directed staff to agendize a discussion on such an ordinance. The Council subsequently adopted this ordinance on May 26, 2025 which goes into effect on June 27, 2025. The ordinance aims to reduce the use of dangerous and illegal fireworks by holding social hosts within the City of Grover Beach responsible. Social hosts are defined as property owners, tenants, or anyone else having control over a property being used to host a gathering where dangerous fireworks are being used.
Staff Report: July 4th Fireworks Enforcement Update
June 23, 2025
Upon passage of this ordinance, the Police Department committed to conducing community outreach to help educate the community of the newly enacted ordinance. To date, the Police Department has released a series of social media posts and videos specific to this topic. These social media posts will continue through the July 4th holiday. Additionally, the Community Development Department has also contacted all short-term rental operators about the new ordinance. The Police Department will continue with community outreach through the July 4th holiday. A scheduled media release will be provided to local media outlets on June 27 and electronic sign boards will be placed on Grand Avenue during the week before July 4.
Prior to enforcing the new ordinance, the Police Department will ensure that all staff members responsible for enforcing the ordinance have received proper training before enforcement begins on June 27. This year, the Police Department plans to have additional firework enforcement units on duty before, during, and after the 4th of July holiday in response to community complaints.
FISCAL IMPACT
There will be an additional cost to the City with extra Police Officers on duty during the July 4th holiday but the exact fiscal impact has not yet been determined. Any fines collected from violations of this new ordinance will be used to offset any additional fireworks related enforcement costs incurred by the City.
ALTERNATIVES
The Council has the following alternatives to consider:
1. Receive a report on the implementation of the social host ordinance and planned July 4th illegal fireworks enforcement; or
2. Provide alternative direction to staff.
PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.

CITY COUNCIL STAFF REPORT
TO: Honorable Mayor and City Council DATE: June 23, 2025 FROM: Matthew Bronson City Manager
PREPARED BY: Kristin Eriksson, Assistant City Manager
SUBJECT: 2025 Summer Events Update
RECOMMENDATION
Receive information about upcoming 2025 special events in the city taking place primarily at 16th Street Park given construction at Ramona Garden Park.
BACKGROUND
Throughout the year, the City provides fun family-friendly events to bring the community together and provide entertainment for residents and visitors. Many of the events typically occur during the summer at Ramona Garden Park, located at the city center with a large event lawn area. However, summer events this year will not be held at the park as the City has begun construction on the Ramona Garden Park Rehabilitation project, which will install a new inclusive playground, new restrooms, a concert amphitheater with a bandshell and seating at the park.
This $4 million project is largely funded by 2023 Community Development Block Grant funding with a remaining funding gap of approximately $450,000. The City is working with the Grover Beach Community Foundation on a donation program to raise money to close this funding gap.
Those who wish to support the project and make a lasting contribution to the community may purchase commemorative bricks, which will be placed around the playground area, as well as sponsoring park benches and tables. Additionally, there is an opportunity to secure bandshell naming rights for 20 years with a larger donation. Information about the program may be found at www.groverbeachcf.org. The park rehabilitation project is anticipated to be completed by mid2026 and will enhance the park and the City’s events held there.
For this summer, the City will continue with a robust program of events at other locations primarily 16th Street Park. The City hosted a Summer Game Night on June 13 at the Grover Beach Community Center and a Movie in the Park featuring “The Goonies” on June 20 at 16th Street Park. Additionally, the community can enjoy numerous other events this summer including:
• Summer Concert Series July 13-August 17– Every Sunday from 3-6pm with food, beverage and craft vendors beginning at 2pm at 16th Street Park • Grover Beach Night Out July 26 – 5pm at 16th Street Park featuring music, food trucks, vendors, bounce houses, a pinewood derby race and a spectacular drone light show • Stone Soup Music Festival August 23-24– Annual music and street festival put on by the Clark Center on 9th Street and Ramona with 12 bands, 2 stages, a kid zone and food, beverage and craft vendors
