RECOMMENDATION
Approve a Side Letter Agreement to amend to the Memorandum of Understanding with City of Grover Beach Police Officers Association and authorize the City Manager to execute the Agreement on behalf of the City.
BACKGROUND
The City of Grover Beach (the "City") and the Grover Beach Police Officers Association (GBPOA) previously executed a Memorandum of Understanding (MOU) for the period of July 1, 2024 through June 30, 2027.
On June 19, 2025, the GBPOA took action to include additional classifications into the bargaining group, including Community Services Officers and Police Trainees pending approval of a Side Letter Agreement (Agreement) to amend the Memorandum of Understanding with the City. These positions were previously not included in any bargaining group, but have received the benefits of non-sworn staff within the Police Department. The Agreement amends the MOU to include the following language:
“Pursuant to Article IV of the Police Officers Association Bylaws regarding Membership, Community Services Officers (CSOs) and Police Trainees are eligible for inclusion in the Association. The Police Officers Association will begin accepting Community Services Officers and Police Trainees as members of the Association, effective immediately upon ratification. These classifications are now eligible to have their POA dues deducted through payroll.”
The Agreement has been reviewed by and agreed to by the corresponding employee groups.
Individual employees now included in the GBPOA will retain the right to refuse participation in payment of union dues. As part of this Agreement, the Parties will agree that the remaining terms of the MOU shall remain in full force and effect except as set forth inthe Agreement.
FISCAL IMPACT
There is no fiscal impact related to the change.
