City Facilities
Needs Update
GROVERBEACH.ORG
Erin Wiggin, CIP Manager
Kristin Eriksson, Assistant City Manager
Background
GROVERBEACH.ORG
• The City owns and operates numerous public facilities including City Hall, Police Station, Community Center, Ramona Garden Park Center, and Corporation Yard
• Several buildings are over 60 years old; newest is 25 years old • Maintenance needs have significantly increased
• Facilities have not been systematically maintained, instead repaired on as-needed basis
Background
GROVERBEACH.ORG
• Unanticipated maintenance need have taxed budgetary resources • FY 2024-25 cost for unplanned repairs exceeded $100K
• Some repairs, e.g. replacing the HVAC in Council Chambers were delayed in order to ensure City did not exceed its maintenance budget • Repairs are not only costly, but the disruptions hinder the City’s ability to effectively serve the public
• Intent for this agenda item:
• Brief Council on City's facilities conditions
• Convey findings & results of Facilities Conditions and Needs Assessment (FCNA) • Get Council input and direction on next steps to improve City facilities Operation Needs & Recent Work
GROVERBEACH.ORG
Police Department
• Over 40 years old and no longer meets the needs of a 21st century law enforcement agency
• Some minor remodels, but maintenance has been limited to repairing items when broken
• Building age requires significant improvements are required including structural, plumbing, HVAC, electrical, etc.
• Lacks necessary space for personnel, storage and proper rooms for training or victim interview rooms
• Staff is working in storage closets, and an offsite storage facility is required with a costs of over $110K annually
Operation Needs & Recent Work

Public Works Corporation Yard
• Too small for efficient operations; requires numerous repairs • Offices and equipment located in three metal buildings that were moved to the current location in 1983
• 80-year-old mechanic shop building to be demolished later this year and operations moved into other buildings
• Recent improvements include placement of a temporary office building, repaving, and reorganizing several shop bays
• Vehicles and equipment are stored outdoors with insufficient room Operation

City Hall
• Over 60 years old
• Backlog of deferred maintenance
• Expensive and unexpected stopgap repairs
• Facility no longer meets space needs
• Staff dispersed among several buildings which diminishes collaboration and impacts ability to effectively serve the community
FCNA Scope and Findings
GROVERBEACH.ORG
• In December 2022 the Council awarded an agreement to RNT Architects to develop an FCNA
• Included in-depth investigation, research (internally and externally), data analysis
• Determined how well the existing facilities can meet current and future needs of the organization
• Identified over $6M in deferred maintenance
FCNA Scope and Findings
GROVERBEACH.ORG
• EOC and Ramona Center are in fairly good condition but limited expansion potential
• PD facility needs a lot of repairs, but structural integrity of the building is in good condition and could be repurposed for another facility
• City Hall requires a number of repairs and there is no expansion or reuse potential
• Community Center is at the end of its design life
FCNA Scope and Findings
GROVERBEACH.ORG
• Needs assessment to address future needs
• Important to adequately size buildings to meet future needs without drastically oversizing facilities
• Only considered city property for potential options
FCNA Options
GROVERBEACH.ORG
Option Cost* Notes
Option 1 Partial Reuse $15.3M • Renovate the existing Police Department facility to be used as City Hall • Demolish the current City Hall facility and construct new Police Department facility at City Hall site • Consider an easement or property acquisition for parking • Maintain the Grover Beach Community Center (not included in the cost estimate listed) • Renovate the Ramona Garden Park Community Center to be used as the EOC • Sizing of the facilities is limited
Option 2 Reconstruct
Facilities at Same Sites with
Offsite EOC
$16.7M • Renovate the Ramona Garden Park Community Center to be used as the EOC • Reconstruct the Police Department and City Hall facilities at 8th & Rockaway • Procure offsite storage for Police Department vehicles • Maintain the Grover Beach Community Center (not included in the cost estimate listed) • Sizing of the facilities is limited
Option 3 Reconstruct
Facilities at Same Site
including EOC
$23.8M • EOC, City Hall and Police Department are reconstructed at 8th & Rockaway • Includes a parking garage
• Maintain the Grover Beach Community Center (not included in the cost estimate listed) • Sizing of the facilities is better, but still limited Option 4 Reconstruct
Facilities and Relocate PD
to the Community Center
Site
$27.5M • Demolish the Grover Beach Community Center and construct a new Police Department facility • Consider property acquisition adjacent to the Community Center for Police Department vehicle storage and a larger facility
• Reconstruct the existing Police Department and City Hall facilities to be used as the new City Hall and EOC FCNA Options
GROVERBEACH.ORG
• Staff has concerns regarding the proposed size of the facility • PD indicates that the options that the options do not provide the necessary square footage (staff estimates 10,000-13,000 SF) • Need to consider parking for 25-30 secure parking spaces for the city and personal vehicles
• Ideally a new Police Facility would accommodate all department parking and storage needs at a single location
Council Input and Direction
GROVERBEACH.ORG
• FCNA presented to Council in September 2023
• Council indicated a preference for Option 3 but still had concerns • At the time, Council expressed opposition to eliminating the Community Center as community space
• Due to lack of funding and other policy priorities, the City has not pursued further design or research for proposed options • Council had provided direction to staff to consider options for property acquisition for a Police facility and/or Corporation Yard Summary
GROVERBEACH.ORG
• Seeking input and direction from Council:
• Is Option 3 of the proposed options still the Council's preference or is there another option the Council would like to pursue?
• Is keeping the Grover Beach Community Center site as a community space still the Council's preference?
• Should staff identify options that consider property acquisition (likely requires funding from reserves)?
• Is there other input and direction the Council would like to provide to staff in continuing this multi-year effort?
