RE: Support for the Central Coast Blue Advanced Water Purification Facility Item #7 12/8/2025
Dear Mayor and Councilmembers:
On behalf of the South County Chambers of Commerce, I am writing to express our strong support for the continued advancement and buildout of the Central Coast Blue Advanced Water Purification Facility (AWPF) currently under development by the City of Pismo Beach. As referenced in your December 8, 2025 staff report, this project represents a critical regional investment in long-term water reliability, groundwater protection, and public infrastructure that will benefit residents and businesses throughout the South County.
Although Grover Beach is no longer a direct project partner, the facility is located within your city limits and remains essential to ensuring a resilient water supply for the Northern Cities Management Area. The ability to purify treated effluent to potable standards and inject up to 600 acre-feet per year back into the Santa Maria Groundwater Basin is a uniquely powerful response to ongoing concerns about seawater intrusion, climate-driven water scarcity, and regional water security.
The Chambers’ Public Policy Guidelines emphasize the importance of regional collaboration, sustainable infrastructure, and reliable utilities, recognizing that a stable water supply is fundamental to supporting business operations, housing, workforce growth, and overall economic vitality. Central Coast Blue is directly aligned with these principles by:
• Protecting the groundwater basin that the City of Grover Beach and local businesses depend on;
• Implementing clean, advanced treatment technologies consistent with the City’s Industrial Design Guidelines and General Plan policies promoting clean, green industries;
• Advancing long-term resiliency goals affirmed within Grover Beach’s Safety Element, including regional partnerships to diversify and secure water sources; • Ensuring thorough CEQA environmental review through Pismo Beach’s Lead Agency responsibilities and previously certified EIR and Addendum, both of which remain valid for the refined, smaller facility now proposed.
We also appreciate the staff report’s clarity regarding the City’s collaborative role in ensuring appropriate design, screening, noise, and safety considerations for nearby residential and industrial areas, which aligns with our Chamber’s commitment to balanced, well-planned development that respects both neighborhoods and economic zones.
The South County Chambers of Commerce strongly encourages the Grover Beach City Council to continue working closely with the City of Pismo Beach on this vital project and to support the facility’s buildout as it proceeds into design-build and construction phases. The success of Central Coast Blue is, without question, a regional success—strengthening economic stability, environmental resilience, and the long-term sustainability of our shared water resources.
Thank you for your continued leadership and thoughtful stewardship of critical public infrastructure.
Best,
Jeff Chambers
