BACKGROUND
The City Council hired Matthew Bronson as City Manager for a four-year term beginning on June 15, 2016. The Council on September 13, 2021 met in closed session to conduct an annual performance review of Mr. Bronson and thereafter in open session approved Amendment #2 to further extend the term of employment to 2028 and make adjustments to his compensation along with other benefits consistent with comparable agencies. On August 28, 2023 the Council conducted a closed session for an annual performance review of Mr. Bronson and subsequently approved additional compensation adjustments addressed in Amendment #3 on September 11, 2023. The City Manager Employment Agreement and Amendments #1, 2, and 3 are shown in Attachment 2.

On September 22, 2025, the Council conducted a closed session for an annual performance review of Mr. Bronson. This closed session included a favorable discussion of his performance of duties and responsibilities by the Council. The Council subsequently directed staff in open session to bring back an amendment to the City Manager Employment Agreement consistent with the results of this performance review to extend the term of employment.

Consistent with this direction, staff hereby recommends that the Council, as part of this agenda item, consider and approve Amendment #4 to the current City Manager Employment Agreement to adjust the City Manager’s term of employment to expire on December 31, 2030 from the current expiration of June 15, 2028.
