SUBJECT: 2025 Community Survey Results
RECOMMENDATION
Receive a presentation on the results of the 2025 community survey of Grover Beach voters on topics such as key community issues and satisfaction with City services and provide input to staff.
BACKGROUND
In fall 2017, the City conducted its first community survey to gauge resident perceptions on a variety of topics including key issues facing Grover Beach, importance and satisfaction with City services, customer service by City departments, accessing information about City services and events, and potential revenue measures. The survey was carried out by an outside survey research firm (Godbe Research) with both phone and online responses from a representative sample of 395 community members reflecting the population characteristics of residents. The survey results were used to inform policy, budgetary, and operational decisions such as updating Council Goals, prioritizing City services for funding, and assessing service quality and customer service. Similar surveys were conducted in fall 2019, 2021 and 2023 to again gauge resident perceptions on a variety of topics and determine changes from the results of prior surveys.
Conducting such surveys every 2-3 years is useful to assess changes in resident perceptions over time and identify pressing community issues.
In fall 2025, staff contracted with Probolsky Research to conduct this survey again with phone, text, and email responses from a representative sample of 400 community members who are registered to vote. The survey was conducted from October 15 through October 29 with a margin of error of +/- 5% and a confidence level of 95%. The survey was translated in Spanish for residents for whom Spanish was their preferred language. The survey results are again intended to be used to inform policy, budgetary, and operational decisions such as updating Council Goals, prioritizing City services for funding, assessing service quality and customer service, expanding City communication on frequently used platforms, and assessing the sentiments surrounding potential future tax measures.
The survey results will be presented by Probolsky Research along with comparisons with previous results and other communities. Below is a summary of key results:
• 70% of respondents think the quality of life in Grover Beach is better or the same than it was five years ago
• 87% of respondents say they are proud to be a resident of Grover Beach • 74% of respondents are satisfied with services provided by the City Staff Report: 2025 Community Survey Results Page 2

o Financial and Organizational Sustainability: 62% good or fair rating o Water and Sewer Infrastructure: 76% good or fair rating o Community Trust and Engagement: 73% good or fair rating • 50% of respondents believed there is too much development in Grover Beach compared with 46% who believed it is just right or too little.
• Respondents were not in favor of a sales or parcel tax to enhance public safety facilities at this time.
Attachment 1 shows a report of the results including demographic comparisons. The Council is encouraged to ask questions of Probolsky Research about the results as well as provide comments and input. Staff will review these results in further detail and integrate them into future Council goal-setting processes and future budget development processes. Staff will also work with City departments to determine how these results can continue to improve service delivery and operations. Staff plans to conduct a similar survey in 2027 to determine continued changes in perceptions and results from previous surveys.

Community survey
Survey Methodology1
From Wednesday, October 15, 2025 – Wednesday, October 29, 2025, Probolsky Research conducted a live-interviewer telephone and online survey among Grover Beach voters.
A total of 400 voters were surveyed (153 by telephone, 247 online). A survey of this size yields a margin of error of +/-4%, with a confidence interval of 95%. For the online phase, we invited participants via email (44%) and text messages (56%) to access the survey by computer tablet or smart phone. Phone participants were invited through landline (21%) and mobile (79%).
Respondents chose their preferred language: English (92%) and Spanish (8%). Security measures precluded individuals from completing the survey more than once and allowed only the designated resident to complete the survey.
The sample was secured and developed from the voter data. Probolsky Research applied a stratified random sampling methodology to ensure that the demographic proportions of survey respondents match the demographic composition of Grover Beach.
Probolsky Research is a Latina and woman owned market and opinion research firm with corporate, election, government, non-profit and special interest clients. 1 Due to rounding, totals shown may not add up to 100%. 2 Project: City of Grover Beach – Community Survey
