Erin Wiggin, CIP Manager
Greg Ray, Public Works
Director/City Engineer
Background
GROVERBEACH.ORG
• Council identified Community Infrastructure as one of its multi-year City Goals
• Focus on long-range planning and well-maintained infrastructure including streets
• City maintains over 45 centerline miles of streets (nearly 10 million square feet)
• City utilizes a pavement management software to plan projects and prioritize street maintenance
Measure K-14 Street Update
GROVERBEACH.ORG
• This is the 11th year of the voter-approved Measure K-14 bond measure for repairing residential streets
• Measure K-14 provides up to $48M in bond proceeds in a 25- year period • Remainder of the city streets are referred to as “major streets” including 4th, Oak Park, El Camino Real, West Grand Avenue, Farroll, and The Pike
• Major streets funded with Local Transportation Funds, General Fund, Gas Tax, etc.

Measure K-14 Street Update
GROVERBEACH.ORG
• Pavement Condition Index or PCI rates streets on scale from 0-100 • Table shows the 2025 conditions compared to 2014
• Target PCI of 65 with current PCI of 69 compared with 39 in 2014 Measure K-14 Street Update
GROVERBEACH.ORG
• Condition Category for Measure K-14 streets from 2025 compared to 2014
• PCI for Measure K-14 streets is 73
Measure K-14 Street Update
GROVERBEACH.ORG
• Significant progress in
repairing local streets, still
substantial amount of work
remaining
• 320 blocks completed, over
70% of residential streets
• Most recent project was
2295-18 micro surface
treatment in 2025
Measure K-14 Street Update
GROVERBEACH.ORG
• Bid documents prepared for CIP 2295-17 ($2.4M): 13 blocks including portions of N. 9th, Brighton, Ramona, N. 11th and N. 12th • Construction has been put on hold since 2024 with the delay in sewer upgrade work due to lack of wastewater funding
• With the new rate structure, the sewer project is now in progress • CIP 2295-19 ($3.1M) is 28 blocks and includes portions of Brighton, Ramona, N. 7th, N. 6th, N. 5th and N. 2nd
• 2295-17 or 2295-19 could be ready for construction in July • Staff will return to Council in the fall to
approve the issuance of a $5M bond to
continue the street projects
• Remaining projects could be completed by
2032
• Approximately $13M remains from the $48M
bond; five projects planned
• Funding shortage of about $3-4M to fully
complete program given inflation
• Additional funding will be needed in future

Measure K-14 Street Update
Measure K-14 Street Update
GROVERBEACH.ORG
• Upon completion of Measure K-14, it is projected the PCI will be 80 • Estimated cost to maintain a PCI of 65 or better is $2M/year • City has begun programming street maintenance in the CIP starting next year with an initial allocation of $50,000 per year • Additional funding needed in future years as a lack of maintenance would reduce the PCI to 49 in less than 10 years GROVERBEACH.ORG
• City’s sidewalk infill public/private
partnership is available for property
owner participation where Measure
K-14 projects are being completed
• The City will fund half of the cost of
curb, gutter and sidewalk
• Participants increased from 1-2 per
project to 4-5 per project
• Annual allocation is $50,000
Measure K-14 Street Update
Major Street
Update
• Measure K-14 focuses on
residential streets
• Historically, work on major
streets has been limited due to
lack of funding
• Additional general revenues
such as cannabis and sales tax
revenues have helped fund
major streets
GROVERBEACH.ORG
Major Street Update
GROVERBEACH.ORG
• Completed S. Oak Park project between West Grand Avenue and Mentone Avenue in 2022
• Recently completed West Grand Avenue Streetscape Project • Given Council direction to focus future General Fund resources on local street maintenance needs, only one major street project is currently funded – N. 4th Street
• North 4th Street project scope involves a grind and overlay rather than a full rehabilitation
Major Street Update
GROVERBEACH.ORG
• North 4th is estimated to cost approximately $2M, with $1.1M from the General Fund
• Given the number of current or pending construction projects, staff is recommending deferring this project until next fiscal year • Delaying one year would still be timely for a grind and overlay; however, any further delays could result in a more costly pavement rehabilitation (full rehabilitation)
Major Street Update
GROVERBEACH.ORG
• $20M in unfunded major street improvements including
segments of West Grand Avenue, South Oak Park, S. 4th Street, Farroll Road, El Camino Real and The Pike
• South 4th Street is estimated to be $9M given condition of the street as well as drainage issues
• City has applied for a Sustainable Communities grant for planning and design for a complete streets project on South 4th Streets South of Farroll Road
GROVERBEACH.ORG
• Council previously provided direction to include these streets with the Measure K-14 program despite mix of private and public ownership
• California Civil Code § 1009(d) states that governmental entity can acquire vested rights in private land through public improvement and maintenance
• These streets were initially reserved for the developers and their successors though the City has established significant vested rights through its long-term maintenance and improvement of these streets
Streets South of Farroll Road
GROVERBEACH.ORG
• The City may utilize the roads for public infrastructure, however without property ownership, the City cannot expand beyond the established roadway footprint
• Staff has determined that the City has the authority to continue maintaining and improving these streets.
• Staff believes pursuing additional actions to secure property ownership could involve substantial use of staff time and legal resources without demonstrative benefits
Summary and Fiscal Impact
GROVERBEACH.ORG
• No immediate fiscal impacts
• Staff is seeking Council direction on:
• Next Measure K-14 project to be constructed: 2295-17 or 2295-19 • Delay of North 4th Street project to next fiscal year • Additional funding needed in the future for completing Measure K-14 program and repair of major streets along with ongoing maintenance • SLOCOG countywide sales tax measure could generate funding for city transportation projects over 30 years starting at $865K annually Measure K-14 Street Update
