CITY OF GROVER BEACH

CITY COUNCIL STAFF REPORT
Agenda Item No. 6
Placement: Public Hearing
Meeting Date: February 10, 2026
TO: Honorable Mayor and City Council
FROM: Matthew Bronson, City Manager
PREPARED BY: Janet Reese, Associate Planner
Megan Martin, Community Development Director
SUBJECT: Public Hearing to Consider Potential Public Service Programs/Projects for Inclusion in the 2025 State Community Development Block Grant Application

RECOMMENDATION
Conduct a public hearing to solicit community input and provide direction on the Community Development Block Grant (CDBG) eligible public service activities to apply for under the 2025 CDBG Notice of Funding Availability (NOFA).

BACKGROUND
The U.S. Department of Housing and Urban Development (HUD) CDBG program authorizes the use of funds to provide decent housing, suitable living environments, and economic opportunities to low- and moderate-income families. There are two types of CDBG programs: “entitlement1 ”
and “non-entitlement.” The “non-entitlement” program is administered by the California Department of Housing and Community Development (HCD). Beginning in 2013, the City has participated in the “non-entitlement” program where the City can apply for available funding under a competitive application process. HCD publishes a Notice of Funding Availability (NOFA) for each program year for eligible projects. Since 2013, the City has received grant awards for the following projects:

Waterline Improvement Project (2013, 2017, 2020) $5,900,000 Subsistence Payments/Eviction Prevention Program (2013, 2017, 2020) $840,000 Security Deposits/Rapid Rehousing Program (2013, 2017, 2020) $303,000 Childcare Training Program (2020 Coronavirus) $51,000
Warming Center Operation Program (2020 Coronavirus) $163,000 Homeless Services Program (2020 Coronavirus) $256,000
Homeless Shelter Operation Program (2022) $500,000
Planning/Technical Studies (2013, 2017)2 $200,000
Ramona Garden Park Rehabilitation Project Phases 1 and 2 (2023A) $3,300,000 Housing Navigation Center Operations (2024) 300,000
Total $11,813,000
1 Metropolitan cities and urban counties are entitled to receive annual grants from HUD under the “entitlement” program. Metropolitan cities are principal cities or Metropolitan Areas (MAs), or other cities within MAs that have populations of at least 50,000. Urban Counties are within MAs that have a population of 200,000 or more excluding the population of metropolitan cities within their boundaries.

The 2025 CDBG NOFA provides approximately $27.15 million in federal funds statewide for nonentitlement jurisdictions. Of the total available funds, nearly $6.75 million of the overall pool for jurisdictions have been set aside for those who have not been awarded funds from 2020-2024, greatly reducing the amount available to other applicants. CDBG allows a jurisdiction to apply for a maximum of three (3) activities, in one of the following combinations shown below, not to exceed a total grant amount of $3.6 million:

Option Eligible Activity Type
Option A
One Project
(max $3,300,000)
One Program
(max $1,500,000)
One Public Service or Planning
Activity
(combined max $3,300,000) (max $300,000)
Option B One Project

One Public Service or Planning
Activity
(max $300,000)
One Public Service or Planning
Activity
(max $300,000)
(combined max $300,000)
Option C One Program
(max $1,500,000)
One Public Service or Planning
Activity
(max $300,000)
One Public Service or Planning
Activity
(max $300,000)
(combined max $300,000)
On November 10, 2025, the City Council (Council) conducted a public hearing to review and consider eligible activities to apply for under the 2025 CDBG NOFA. Given the CDBG program’s funding limitations, the Council directed staff to pursue Option B, to allow for one project (up to $3.3 million), and up to two public service or planning activities (max of $300,000), for a maximum request of $3.6 million. The Council further directed staff to pursue a sewer infrastructure project (up to $3.3 million) and the Public Works Department is currently preparing the necessary technical documents and environmental review for Capital Improvement Project (CIP) 5010, which would continue to expand sewer capacity consistent with the Sewer Master Plan.

Public Service Activities
During the November 10th hearing, the Council received public comment from three public service applicants including the 5Cities Homeless Coalition (5CHC), Exploration Discovery Center (EDC), and Shower the People by mail prior to the hearing. The Council subsequently directed staff to review these proposals and continued the hearing to a future date for further consideration of these potential public service applications.

Staff would note that information about the 5CHC applications had previously been submitted as part of the November 10th agenda packet. Following the November 10th hearing, staff worked with the EDC and Shower the People to get further information on their respective applications.

Following additional communication with EDC representatives, the EDC decided to wait until the CDBG application process next year to request funding. As such, the Council has three applications to consider, two from 5CHC and one from Shower the People as highlighted below:
• 5CHC Request 1: Public Service Application to include a request for a maximum of $230,000 to support operational services at the Balay Ko and Cabins for Change emergency shelters.
• 5CHC Request 2: Public Service Application to include a request for a maximum of $70,000 to support a subsistence payment program. Funding will provide one-time or short-term emergency payments toward rent to prevent homelessness; including payments for utilities to avoid shutoff or rent to prevent eviction.

Staff Report: Public Hearing for 2025 CDBG Public Service Activities Page 3 February 10, 2026
• Shower the People Request: Public Service Application to include a request for a maximum of $15,000 to support a South County Mobile Shower Program. This would expand the current shower program by providing up to 2,500 hot showers for unhoused individuals, five days of the week, for 3-4 hours each day.

Additional details and scope of each application for consideration are included in Attachment 1.

Recommended Action
As noted earlier, the maximum allowed grant award for the 2025 CDBG NOFA is $3.6 million with $3.3 million allocated towards a sewer infrastructure project (CIP 5010) with $300,000 available between two public service activities. All three requests and scopes of services from 5CHC and Shower the People are eligible and meet the criteria to qualify for CDBG funding.

Staff recommends that the Council provide direction by selecting one of the following options on the 2025 CDBG Public Service application(s), and direct staff to prepare and return with a resolution authorizing the submittal of the 2025 CDBG applications consistent with the Council’s direction:

1. Approve a $230,000 Public Service application for 5CHC to support emergency shelter operations and a $70,000 Public Service application for 5CHC to support subsistence payment program; or,

2. Approve a $230,000 Public Service application for 5CHC to support emergency shelter operations and a $15,000 Public Service application for Shower the People to operate a South County Mobile Shower Program; or,

3. Approve a $70,000 Public Service application for 5CHC to support emergency shelter operations and a $15,000 Public Service application for Shower the People to operate a South County Mobile Shower Program.

FISCAL IMPACT
Adams Ashby Group, the City’s CDBG general administration consultant, estimates the cost to prepare the application(s) and related materials to not to $10,000, depending on the selected activities. The cost associated with the preparation of applications is an eligible expenditure of existing CDBG funds which the City currently has.

ALTERNATIVES
The Council has the following alternatives to consider:

1. Conduct a public hearing to solicit community input and provide direction to staff to prepare and submit applications for the 2025 CDBG NOFA; or

2. Provide alternative direction to staff.

5CHC Experience
5CHC has provided services to those experiencing homelessness and who are at risk of homelessness since 2013. 5CHC’s programs have expanded to include a comprehensive array of services focused on housing stability, income, and health.
• Navigation Center providing Shelter and Services
In Dec. 2022, 5CHC opened its first permanent non-congregate interim housing navigation center in South County, the 20-bed Cabins for Change program; developed in partnership with the County of San Luis Obispo and City of Grover Beach. In July 2024, 5CHC added a second site in partnership with the City of Grover Beach, to add 30 additional units at the Balay Ko on Barca site for a combined noncongregate 50 sleeping quarters in the City of Grover Beach. This program is currently supported with funds from the Cities of Grover Beach, Pismo Beach, and Arroyo Grande, County of San Luis Obispo, and private contributions.

In fiscal year 2024-25, 5CHC provided shelter to 143 individuals, including 10 transitional-age youth and 78 women. Of those served, over 56% experienced chronic homelessness prior to entering the program (70% having experienced homelessness for a year or more). Of those who exited the program, 70% were successfully house. The framework of the program is to offer shelter and services for approximately 90 days including intensive housing navigation case management, supportive services, shelter, and assistance in navigating basic life skills. The program is offered at both sites to 50 individuals (at a time) and is focused on assisting the clients to obtain long-term stable housing. In preparation for opening, 5CHC did extensive research and staff training, visiting other sites throughout California. There are currently 536 waiting on the referral wait list. • Subsistence Payments - Homeless Prevention
5Cities Homeless Coalition is the key homeless prevention provider in San Luis Obispo County, collaborating with agencies throughout the county to provide housing stabilization case management, utility and rental assistance to those at-risk of homelessness. In fiscal year 24-25, 5CHC assisted 327 individuals in 145 households through its homeless prevention program. 5CHC's track record has demonstrated that less than 5% of those served in the prior 24 months have fallen into homelessness after receiving assistance, this includes the highly vulnerable Transitional-Age Youth population.

$5,000 per year / $15,000 total
Description of the proposed activity, including what the program will do, how it will be implemented, where it will occur
Shower the People (STP) is an all-volunteer nonprofit 501© organization devoted to providing the houseless members of San Luis Obispo and the South County Areas with access to critical hygiene infrastructure and personal care services through the deployment of mobile shower units. STP began its operations in 2018 with the purchase of three mobile shower units using private grant funding. Since then, STP has been able to operate its shower program continuously, outside of a brief two-month pause during the COVID-19 pandemic and has provided over 35,500 showers to houseless members of South County and San Luis Obispo communities. STP provides shower access five days of the week at locations from Grover Beach to San Luis Obispo. STP offers testimonials from former clients to this effect on its website. STP has made great efforts to publicize these important service offerings through the organization’s online presence (website, Instagram, YouTube), participation in community health resource and volunteer fairs, and partnerships with other local nonprofit organizations dedicated to community health. Shower the People has recently purchased a new 3 stall shower trailer with the intent to dedicate its use to San Luis Obispo and bring the existing trailer to exclusive use in Five Cities.

This will allow us to increase showers from 1 day each week to two days per week at the People’s Kitchen. The funding requested from the city of Grover Beach will be directed toward the continued funding of the organization’s already successful shower program at Peoples Kitchen on Rockaway where the homeless are fed daily.

In Shower the Peoples’s 7 years of operations at the Grover Beach site, the mobile shower program has served over 7,700 guests. We have included the Data for 2023,2024 and 2025 on the last 3 pages of this funding request.

Target Population & Service Impact
Target population the program will assist (e.g., homeless individuals, low-income youth, seniors):

Shower the People is a mobile shower program that provides houseless individuals with free hot shower access five days of the week, for 3-4 hours each day. STP operates mobile shower units at People’s Kitchen in Grover Beach every Wednesday, SLO Library every Sunday, Church of Christ SLO every Saturday and Unitarian Universalist Church every Tuesday and Thursday. The mobile shower trailer includes three fully contained private shower units, each complete with a toilet, mirror, and shower. Every guest is offered a 15-minute shower after which our volunteers ensure the unit is thoroughly cleaned, disinfected, and prepared for the next guest. Every shower guest receives a new T-shirt, new boxers/undergarments, new socks, a toothbrush/toothpaste, comb, razor, and a 2oz bottle of hand sanitizer. The shower program uses biodegradable soap/shampoo to minimize environmental waste and provide guests with the best quality hygiene products. Towels and washcloths are provided to the shower program weekly by the Arroyo Grande Community Hospital. STP is an all-volunteer based program with no paid employees.

Volunteers range in age and background from Cal Poly students in their 20s to retirees a in their 80s. Most STP volunteers do "hands-on" work at one of STP’s five shower sites, however some volunteers assist with administrative tasks as well. STP volunteers are friendly, kind, welltrained, and committed to bringing needed hygiene services to vulnerable populations. STP shower sites are welcoming, safe, clean and reliable places for both volunteers and shower guests. As an organization Shower the People primarily provides showers, but STP sites have attracted other homeless service providers, and community members that provide food, free haircuts, and clothing to guests. The County Nurse Navigator attends two of STP sites, in Grover and SLO, and helps guests obtain insurance and critical health services. Once a month Vituity organizes a pop-up medical clinic at STP’s Library site, offering free medical care and follow up with on-site physicians and nurses. Dignity Health Street Outreach is invited to visit STP’s Grover site once a month providing both medical and social services to the guests on site. Public Health has visited to each STP site to offer free COVID vaccines to guests.

Estimated number of persons to be served:

Shower the People (STP) keeps detailed daily data at all shower sites including the number of showers given and the gender, age, and veteran status of those accessing shower sites. The program additionally tracks the number of supplies used by guests to accurately estimate the amount of supplies the program requires. The program shares collected data with local cities and the County as well as churches and donors who support STP's program. In 2025 STP expects to serve over 1,300 guests at The People's Kitchen location in Grover Beach. In 2026 and going forward if we start showering 2 days per week with a dedicated shower unit in south county, we expect to have over 2,500 guests request services each year Explanation of why the program is needed in the community and how it will benefit Grover Beach residents:

By operating continuously throughout the week in different areas, STP can best serve the needs of local houseless populations which are widely dispersed throughout the county. Unhoused populations in Grover Beach and across San Luis Obispo face significant barriers to environmental health and hygiene in the realm of water, sanitation, waste management, and personal hygiene. People without housing often lack access to clean showers and regular public handwashing facilities. STP is currently the only organization in South San Luis Obispo County offering mobile hygiene solutions to this vulnerable population. The relevance of access to hygiene and personal care services to improving immediate quality of life and the potential to break cycles of houselessness cannot be understated. Improved hygiene can advance the likelihood of employment or housing placement for people suffering from a lack of housing.

4. Budget
In 2025 STP Received $33,000 in Government Grants:

San Luis Obispo- $20,000, Arroyo Grande- $8,000, Pismo Beach - $5,000 Our Annual Operating and Maintenance Budget for all sites is $69,500 and does not include capital costs for the van and trailer. Year to date we have spent $44,646 on Operations and Maintenance. We were fortunate to purchase a large portion of our bulk supplies prior to pricing impacts of tariffs and expect to spend at least another $10,000 this year to stabilize our inventory.

After taking into account the $10,000 we may spend in the next 2 months, we have raised an additional $30,000 this year as shown on the next page. We set this aside for the final payment of $33,802 due on our new shower trailer being delivered in January 2026.

On the bottom of the October 2025 data sheet (Attached), we have served 6,525 guests as of October 31st, 2025. We expect another 600 guests each month for November and December (raining – less guests) and finish the year at around 7,700 guests. We expect to end the year with $54,000 in O&M expenses. Our ongoing capital costs for a new van and trailer are expected to be around $2.50 per guest.
$54,000 divided by 7700 showers = $7.00 per guest plus $250 per guest capital costs = $9.50 per guest
Our goal is to keep program expenses for each guest to be less than $10.00 each for 2026. In 2026 by increasing offering showers from 1 day per week to 2, we expect to have around 2,500 guests at our Grover Beach location after we receive our new shower trailer and can dedicate a shower trailer to just south county. We expect our south county program to cost $23,750 per year. (2500 times $9.50 per guest)
