Dear Council,
As you review Council Goals, I encourage you to prioritize a review and potential upgrade to the technology (phone, video, teleconferencing) used for public comment and broadcast of city meetings.
I believe we've had at least two Planning Commission meetings in recent memory in which the telephone system for public comment was unstable or not working at all. In my experience, the 'livestream' video can be 45 seconds to a minute behind what is happening in the room or on the phone.
These technology glitches and delays decrease accessibility to participate and may erode the community's confidence in our deliberative process.
An update to the Brown Act, SB 707, was signed in October 2025,. (Our legislators Asm.
Dawn Addis and Sen Monique Limón were Yes votes.) It includes language related to how Councilmembers/Commissioners may attend remotely via teleconference when needed due to disability. I would like to see us explore and develop a policy around this, so it may open the opportunity to serve on Council or a Commission to more neighbors.
Thank you for your consideration of this matter.
Respectfully,
Rachel Mann
